Introduction: 1.1. Quality Management Trainings for Safe Blood Transfusion Blood safety has been identified as one of the seven priority areas of WHO and quality management has been identified as one of the most significant initiative to improve blood safety. WHO conducts trainings on Quality Management globally through its Quality Management Project (QMP). The National Blood Transfusion Programme is conducting a series of 3-day National Training Workshops on Quality Management in 5 different cities, supported by the WHO/OFID Joint Project “Prevention of Transfusion- Transmitted HIV/AIDS and Hepatitis Infections in Priority Countries (Bangladesh, Bhutan, Nepal and Pakistan). The trainings utilize the WHO Quality Management Training Material and deal with theoretical and practical aspects of quality management in blood banking. The 15 Day QMT Material has been condensed by the National Blood Transfusion Programme to a 3-day programme for the target group of blood bank staff. The training objective is to increase the participant level of understanding of the quality systems in a blood bank. The participants include Blood Bank Managers, Medical Technologists or Senior Laboratory Technicians, from public and private sector, who are involved in quality management aspects of a blood bank. A team of facilitators have been identified by the NBTP and the WHO for conducting the 5 training workshops. These experts include experienced Blood Transfusion and Management Experts serving in the public and private sector all over the country. 1.2. Objectives of Workshops The objectives of the workshops are: • Development of human capital for future needs of the Safe Blood Transfusion Project in Regional Blood Transfusion Centres and the attached Hospital Based Blood Banks. • To improve the skills and knowledge of the Technical Staff of the target Blood Banks. • Standardization in the Blood Transfusion Process. • Introduction of Quality Systems in Blood Banks & Hospitals of remote areas. 5 • Advocacy of importance of documentation in a Blood Bank. • Emphasize importance of Proper Screening of Blood. 2. Highlights of Individual Workshops 2.1. Islamabad Workshop The first Quality Management Training workshop was held in Islamabad Hotel, Islamabad on April 28-30, 2011. The workshop started with the recitation of the Holy Quran. Mr. Hasan Abbas Zaheer, National Programme Manager, National Blood Transfusion Programme welcomed all the participants on behalf of the National Programme especially the ones from far flung areas like AJK, FATA and FANA.. In his opening remarks he briefed the participants about the Safe Blood Project and its objectives. The participants were then sensitized about the objectives of the 3- Day training. Mr. Quaid Saeed, National Programme Officer, WHO gave his opening remarks and sensitized the participants about the series of the Five Quality Management Trainings to be held all over the country. He appreciated the interest of the participants to have traveled from some very remote areas of the country to attend the Training. The workshop facilitators then introduced themselves. This was followed by the detailed introduction of the participants in which they informed about the organizations they worked in, the blood collection procedures followed by them there, equipments they use and the importance of maintenance of quality. A Pre- Course evaluation of the participants was conducted then. Participants included Blood Bank Managers, Medical Technologists and Blood Banks Technicians from in Islamabad including Federal Government Services Hospital, Shifa International Hospital, CDA Hospital, Pakistan Red Crescent Society and Kulsum International Hospital. Outstation participants from Azad Jammu Kashmir included Blood Bank personnel from AIMS Hospital, Muzzaffarabad, CMH Muzzaffarabad, DHQ Hospital Kotli, DHQ Hospital Mirpur, DHQ Hospital Rawalakot and DHQ Hospital Bagh. Participants from Gilgit-Baltistan were from DHQ Hospitals from all over the newly established province Gilgit-Baltistan and City Hospital Gilgit-Baltistan. Outstation participants form FATA included personals from AHQ Hospital LandiKotal, AHQ Hospital Ghallanai, Mohammad Agency, AHQ Hospital Khar, Bajaur Agency, AHQ Hospital LandiKotal, Khyber Agency, AHQ Hospital Khar, Bajaur, and AHQ Hospital Ghallanai Mohmand Agency (Annex 6.3). 6 During the proceedings of the interactive Workshop the participants availed the opportunity to discuss their problems which they faced in their respective centers. The trainings were kept interactive so that the blood bank officials from areas like FATA and FANA could share their issues with the help of the team of facilitators. The Tea and the lunch breaks were also arranged in a way that the facilitators were intermingled amongst the participants to have group discussions. The Workshop concluded with a note of appreciation by Dr. Hasan Abbas Zaheer, National Programme Manager, National Blood Transfusion Programme to the participants for travelling so far and keenly taking interest to attend the Training Workshop. He also hoped that the participants and the National Blood Transfusion Programme will work together for the betterment of Blood Transfusion Services in Pakistan. The Participants were also provided with certificates. The outstation participants of this workshop included blood bank staff from some very remote regions of the country. They shared their experiences with the local participants and also discussed the challenges that they encounter in discharging their duties in their respective workplaces. These challenges include extreme weather conditions as well as security situations. For most of these outstation participants this was the first ever training opportunity that they had ever received. Extensive interaction during the workshop period between the participants from such diverse backgrounds provided a very good opportunity for sharing experiences. Many participants had travelled more than 24 hours by road to reach Islamabad. All the participants highly appreciated the training activity and deemed it very useful for themselves. 2.2. Karachi Workshop The Second 3-day “Quality Management Training for Safe Blood Transfusion Services” was held on May 19-21, 2011 in Karachi. The workshop was chaired by Dr. Hasan Abbas Zaheer, NPM, NBTP and attended by Mr. Quaid Saeed, NPO, WHO and Dr. Zahid Ansari, PPM Sindh. The Workshop started with the recitation of the Holy Quran. In his opening remarks, Dr. Hasan Abbas Zaheer, National Programme Manager, National Blood Transfusion Programme welcomed and thanked the World Health Organization, OPEC Fund for International Development and the Provincial Blood Transfusion Programme for providing support to the NBTP to organize the workshop. 7 Dr. Zahid Hasan Ansari Provincial Programme Manager Sindh, Provincial Blood Transfusion Programme in his remarks appreciated the efforts of the National Blood Transfusion Programme and WHO. He welcomed all the participants and appreciated the 100% attendance. Mr. Quaid Saeed, National Programme Officer, World Health Organization on behalf of WHO welcomed all the participants and acknowledged the efforts of the National and the Provincial Blood Transfusion Programme(s) in successfully organizing the workshop in Karachi for the participants from all over Sindh.
