He received his first education at Sekolah Melayu Lenggong and Sekolah King Edward, Taiping. Ghazali Jawi began his career as a Government officer with the Drainage and Irrigation Department. He later became a Registration Officer at Ipoh High Court. His political career started when he joined Perikatan Melayu Perak. He joined Umno under Datuk Onn Jaafar in 1946 and in 1953, he was elected Umno head for Bagan Serai. He contested in the first general elections in 1955 and won the Sungai Perak Ulu Constituency and became a Member of Parliament. In the 1956 State elections, he was elected to the State seat of Larut Selatan and Matang. He became the first elected Menteri Besar of Perak in 1957. In the 1959 general elections, he again won and was re-appointed Menteri Besar of Perak. In 1960, he was posted to Cairo, Egypt, as Malaysian Ambassador. On his return to the country three years later, he was appointed a Senator, Assistant Minister of Rural Development and secretary-general of Umno. In the 1964 elections, Ghazali Jawi won the Parliamentary seat for Ulu Perak and was appointed Assistant Minister for Lands and Mines. He later became Minister of Agriculture and Co-operatives until September 1970, after which he was appointed Minister of Agriculture and Lands. In September 1974, Ghazali Jawi was again appointed Menteri Besar of Perak, succeeding Datuk Seri Kamaruddin. He was appointed Umno liaison chief of Perak by Prime Minister Tun Abdul Razak in April 1972. On October 1, 1977, Ghazali Jawi resigned as Perak Menteri Besar, State assemblyman and head of the State Barisan Nasional, but remained as head of the Perak Umno Liaison Committee.
