TO: Prospective Bidders FROM: Lisa Alderson, Contracts and Procurement Supervisor SUBJECT: Addendum No. 1 Bid No. B39-120 MATOCs for Installation of Playground Equipment, Exercise Equipment and Site Amenities DATE: November 19, 2018 This addendum provides a clarification to the solicitation, a revised specification, and the sign-in sheet from the pre-bid meeting. Deleted text is shown in strikethrough and new text is shown in italics and bold. MISCELLANEOUS 1. The first paragraph in Part I, Section 25. Evaluation of Bids is revised as follows: The contract awards resulting from this solicitation shall go to the lowest responsive Bids received from and responsible Bidders, unless the Commission determines that awarding the solicitation is not in its best interests. The Commission intends to make multiple awards award a minimum of three (3) contracts as a result of this solicitation.; additional contracts may be awarded if the Bids are deemed to be competitive and are submitted by Bidders determined to be responsible. SPECIFICATIONS 1. Paragraph 3 of Section 740R has been revised as follows: Supply and Spreading of Shredded Wood Fiber Safety Surface to a compacted 812" depth. Shredded Wood Fiber refers to clear chipped wood only (no softwood), and shall not include shredded bark, mulch, leaves, or branches. The product shall be an engineered product, with no artificial additives, such as “Woodcarpet” manufactured by Zeager Brothers, or an approved equal. Submit test results indicating compliance with ASTM impact criteria for fall safety and ADA criteria for accessibility. A sample of the wood fiber and test results shall be submitted for approval to the Construction Manager prior to installation. No wood fiber shall be spread without approval of the sample. Wood fiber shall be spread evenly by hand held rakes and compacted, in accordance with manufacturer’s recommendations. The top of the wood fiber shall be one uniform level, and at an 8 a 12-inch minimum compacted depth under the equipment and covering the top of equipment footings. A Fibardrain system (or equal) shall be installed under the wood fiber and be installed per the detail on the drawing. Once drainage is installed, Bid No. B39-120 1 Addendum No. 1 Playground Installation MATOCs November 19, 2018 install the engineered wood fiber in layers, 4- 6-8” at a time. Rake, level and wet the surface before compacting with a mechanical compactor after each layer is installed. Change direction 90 degrees between each layer. Repeat these steps until the 8 12 inch depth is achieved. The revised specification is attached to this addendum. All other terms and conditions of Bid No. B39-120 remain unchanged. Nov. 2018 Pre-Bid Meeting Sign-In Sheet Bid No. B39-120 2 Addendum No. 1 Playground Installation MATOCs November 19, 2018 SECTION 740R – INSTALLATION OF PLAYGROUND AND PLAYGROUND EQUIPMENT 1. Mobilization, Existing Conditions and Site Preparation: Mobilization consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for the establishment of offices, building, and other facilities necessary for the work; for premiums on bond and insurance for the work; and for other operations performed or costs incurred before the beginning of work. The Contractor shall set up construction facilities in a neat and orderly manner within designated or approved work areas. All labor and equipment necessary to accomplish the work as specified shall be supplied. Contractor shall conform to applicable requirements in the GENERAL CONDITIONS, including but not limited to, (1) required notifications, (2) protection of surveying monuments and other markers, (3) temporary traffic control, (4) temporary utility connections, (5) protection of property, and (6) pollution control. When listed in the proposal as a separate pay item, payment for mobilization will be made on a lump sum basis. The Contractor is responsible for verification of existing site conditions. All proposed dimensions are approximate. Proposed improvements shall be staked out, by the Contractor, prior to installation, and approved by the Commission Construction Manager. Contractor shall also identify and mark the location of all existing utilities prior to beginning work. The Contractor shall be fully responsible for any and all damages, which may be occasioned by failure to locate and preserve any and all utilities. All work shall conform to requirements of the local soil conservation district and all applicable statutes, ordinances, regulations, laws and codes. The Contractor shall obtain all permits necessary for construction. All construction operations shall occur within times specified by local codes. Install all tree protection and erosion control measures prior to the start of any construction activity or deliveries to the site. The Contractor shall have staff on site at the time of all material deliveries to direct unloading and ensure that materials are stockpiled in acceptable locations. All plant material existing on site is to remain unless otherwise indicated. Existing trees to remain shall be protected with 4’ height welded wire fence as necessary or with 6’ height chain link fence where indicated, and shall not be damaged during construction. Materials and equipment shall not be stockpiled under trees or on existing root systems. Contractor(s) will be responsible for replacement of any damaged trees. All work and related activities shall occur within the designated limits of work. _______________________________________________________________________________________ Section 740R – Playgrounds 00740R -1 November 2015; Rev. Nov. 2018 Bid No. B39-120 Addendum No. 1 Maintain existing grades within critical root zones of existing trees, unless otherwise indicated on drawings. Where grading work or trenching is required within critical root zones of existing trees to remain, meet with the County Arborist on site to review the proposed work prior to performing the work. Only remove those roots which interfere with construction. Cut roots with sharp pruning instruments or saws; do not break or chop roots. If roots are exposed for more than 24 hours, provide temporary earth cover or pack with moist peat moss and wrap with burlap. Water as required to maintain a moist condition until permanent backfill is installed. During the course of construction, the Contractor shall provide temporary barricades as required for protection of the project work, traffic control and public safety. The Contractor shall maintain public access routes through the park during construction. The Contractor shall keep vehicular access areas, driveways and other paved areas clean and free of mud on a daily basis during construction. The site shall be kept clean and free of trash at all times during construction. In addition to standard safety precautions to be taken as indicated in the “General Specifications, Contractor shall erect a portable chain-link fence around any and all construction areas. This fence shall be a minimum 6’ height above ground, and shall be closed and locked whenever Contractor leaves the site, for any reason, or for any amount of time. Fence shall be staked (concrete block) at maximum 12’ intervals and shall include all the connecting hardware. Fence shall be maintained daily. Contractor will also place “Keep Out – Playground Under Construction” signs as needed around the construction area (minimum 3 per individual area). The Contractor shall strip and stock pile the top soil, excavate areas as detailed on the plans for installation of play surface and drainage materials, grade the excavated area to a uniform 1-2% slope, as indicated on the drawings, remove any rocks (1" diameter and over), debris, roots, vegetation, etc. from the playground area, scarify the exposed subgrade, bring to optimum moisture content, and roll with a sheep foot roller (10 ton only) to 95% of a maximum density, as per ASSHTO T99. If there are areas that cannot be accessed by the roller, a vibrator or hand tamper may be substituted. It shall be the responsibility of the Contractor to see that no objectionable materials as listed above are left under the playground safety surface. All stockpiles must comply with local codes and regulations. Stockpiles shall not exceed 35' ht. above existing grade or a 2 foot horizontal to 1 foot vertical side slope. All stockpiles shall be stabilized immediately after its establishment and for the duration of the project. Stockpiles shall be contained by straw bales or erosion control fencing as required and covered with plastic or canvas at the end of each work day for the duration of the project. All surplus topsoil and woodchips remaining at the completion of construction shall be removed from the site by the contractor and delivered to the Commission’s Pope Farm for composting. _______________________________________________________________________________________ Section 740R – Playgrounds 00740R -2 November 2015; Rev.
