RICHMOND WWTP AND COLLECTION SYSTEM MONTHLY OPERATING REPORT OCTOBER 2013 EXECUTIVE SUMMARY General • Back up Dystor cover installation is progressing well. The parts and materials began arriving in late October and installation is expected to be complete by the middle of November. • A capital project to replace aging and deteriorating bulk chemical (sodium hypochlorite) storage tankage is being developed and will be proposed to the City. This is an important safety project with a Task Authorization (TA) expected to be submitted in November. • The treatment plant remains in need of capital improvements for both the grit removal system and electrical infrastructure (among other processes). Cost estimates and task authorizations have been developed and submitted to the City for these projects. Funding needs to be identified and the projects remain critical wastewater treatment reliability concerns. • A project proposal to clean the treatment plant’s grit channels and influent wet well is being developed by Synagro and will be presented to the City. • The US Peroxide H2S/Odor/Corrosion Reduction Pilot Study has been approved and we are moving forward with the installation of chemical feed skids (for hydrogen peroxide feed) and other project components. Start-up should occur during the third week of November. WWTP Operations • There was a single NPDES permit violation during the month; the issue was a residual effluent chlorine exceedance on October 15th caused by a failure of the # 3 water system which resulted in a violation of the permit. • There were no blending events during the month. • The monthly bioassay passed with 100% survival of the fathead minnows. • 2 phoned in Odor complaints were received during October. The locations of the calls were from a single address. An investigation and follow up with the resident were completed. • A summary table of the 12 H2S alerts follows; the highest level of H2S measured was 85 PPB peak on October 5th and the remaining peaks were 69 PPB or below. Plant investigations following up the alerts did not link the H2S to the treatment plant or otherwise determine their cause however it was noted that high heat and low winds occurred during the month. Expect resolution in mid-November. We are able to run in a bypass situation if needed to balance influent flows. • New fiberglass safety grating has been installed in various locations in the facility, more grating has been ordered to continue replacement. • Plant Maintenance Department installed back-up pumping system for sludge transportation. Only a few small items left to complete this task. • Carollo Engineering is working with the Facility to design a Crossover Piping System between Digesters #1 and #2 to allow for more retention time of solids before transport. Collections Sanitary System Activities • We achieved our longest period without an SSO of 89 days. In late October we had 2 SSOs that were mainline blockages, both discharged into homes. One was caused by two massive sycamore trees on W. Richmond Ave; the roots from those trees caused the blockage that emitted SSO into basements on that street. The second SSO was found that there is a 350’ section of pipe that downsizes to 4” from 6” before upsizing back up to 6”. • Year to date there have been 23 SSOs where the Baykeeper Agreement imposes a limit of 33 SSOs • All the sewer lines in the NE quadrant have been cleaned with the exception of the easement lines which were root foamed in July. Those easement lines will be the focus of cleaning in November. • Veolia Richmond is moving forward with expanding the City’s Smartcover remote sewer monitoring network. Five additional Smartcover monitors will be installed at various hot spots (frequent sewer blockages) and known areas in the system where surcharging occurs during heavy wet weather events. • Courtesy clean-up by collections crews were done for each of 6 private lateral service calls. Each homeowner was given a lateral notice. • We have designated an employee to inspect prior SSO manholes and hotspot lines one day a week. For the month of October he observed 9 surcharged manholes that were then cleared 3 by cleaning crews. This performance measure kept the 9 surcharged manholes from becoming SSOs. • There were 21 service calls that Veolia responded to 6 calls were caused by private lateral issues, which Veolia provided courtesy cleaning. • We have a major reduction on plant inflow since we did a repair on 500 Ohio Street. Approximately 1mgd is what we are less treating. • We reviewed with all staff the new regulations concerning the reporting of SSO by category. We reported this information to the City with a proposal for repair. • Held meeting between City and Veolia staff and Management led by Chad Davisson to discuss how to improve the communication process of the group as a whole. • Staff ordered 16 storm grates from Albany Steels and it is in the process of our accounting department issuing a PO.
