The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 20-12-2017 before the PIO under Sec.6(1) of the RTI Act, 2005, requesting to furnish the information on the following points mentioned in his application: TSIC P.T.O Note: This is system generated copy and no signature is required. ::2:: The Public Information Officer has not furnished the information to the appellant. Since the appellant did not receive the information from the Public Information Officer, he filed 1st appeal dated 02-02-2018 before the 1st Appellate Authority u/s 19(1) of the RTI Act, 2005 requesting him to furnish the information sought by him. The 1st Appellate Authority has issued notice to the appellant and the Public Information Officer / O/o. the Dy. Commissioner, GHMC, Circle No. 18, Jubilee Hills, Hyderabad vide Lr.No.125/ZC/CZ/RTI/GHMC/2018, dated 10-02-2018 and O/o. the Dy. Commissioner, GHMC, Circle No. 19, Yousufguda, Hyderabad vide Lr.No.126/ZC/CZ/RTI/GHMC/2018, dated 10-02-2018 to appear before their office for hearing on 19-02-2018 at 11:30 AM along with relevant records. Further developments are not known. As the appellant did not get the information from the Public Information Officer / 1st Appellate Authority even after 30 days of filing his 1st appeal, he preferred this 2nd appeal before this Commission u/s 19(3) of the RTI Act, 2005 requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him. The Appeal was taken on file and notices were issued to both the parties for hearing on 07-11-2019. The case is called on 07-11-2019. The representative of the Appellant is present. The First Appellate Authority is absent. The representative of the Appellant submitted that information for item no.2 was furnished. He also submitted that in respect of other items, the Public Information Officer has not furnished complete information. He further submitted that copies of the notices issued to the third parties were also not furnished. The Public Information Officer-1&2 submitted that vide letter No. 1369/TC18/RTI/GHMC/2018 dated 17-02-2018 and vide letter No. 840/EE/Cir18/CZ/GHMC/2017-18 dated 02-02-2018, information was furnished to the appellant. They also submitted that copies of notices could not be furnished as it is third party information. They further submitted that remaining information is available on the Website of Greater Hyderabad Municipal Corporation and as such it was not furnished. The Superintendent, O/o The Medical Officer, Greater Hyderabad Municipal Corporation submitted that there is no provision to seek Medical Certificates from the workers working in the hotel.
