FAO Laura Humphries Name: Stroud District Council Address: Planning Department Ebley Mill Stroud Gloucestershire GL5 4UB Postcode: Date: Outline Planning Application for up to 100 dwellings, Rodborough Fields, Stroud REF: S.13/1183/OUT Dear Laura I would like to register my objection to the above application for the following reasons: The application is contrary to a number of policies contained within the current Stroud District Local Plan 2005, in particular: The application contravenes Policy HN10 which does not allow residential development outside the settlement boundary (except for agriculture and forestry) Policy BE5 – Development affecting the setting of a Conservation Area. Frome Banks falls within a Conservation Area and the proposed development will “cause the loss of features of historic or characteristic value" Rodborough Fields was historically associated with drying of cloth on tenterhooks from the local woollen mills and is traditional unimproved meadow land. It will also destroy important views into and out of the Conservation Area. Policy NE3 – Rodborough Fields is designated as a Key Wildlife Site and the proposed development will destroy it. The application makes no mention of any compensatory measures. Policy NE5 - The proposed Green Corridor on the northern and western boundaries is completely inadequate to fulfil the role of a wildlife corridor. Policy NE6 – This policy seeks to preserve and manage unimproved pasture, whereas the proposed development obliterates it! Policy NE7 – The proposed bridge over/through Frome Banks (which was until recently a Nature Reserve) and the River Frome will have a severe impact on the nature conservation interests of this area. Policy NE8 – The proposed development will adversely affect the setting of the Cotswold AONB which is immediately to the east. Policy NE11 – The proposed bridge over the River Frome will inevitably involve felling a number of trees within Frome Banks which is this policy seeks to protect. Policy NE14 – The development is on agricultural land, which should be retained in accordance with this policy. I am very much opposed to this development as it will break the natural separation of Rodborough and Stroud, change the whole character of the area, and significantly reduce the amenities of local residents. Yours sincerely .
