RECONSTRUCTION OF ELECTROSTATIC PRECIPITATORS OF UNITS 5 Project Description The existing electrostatic precipitator (ESP) of Units 5 is designed pursuant to that time valid regulation to outlet contents of solid particles of 150 mg/m3n of flue gases. Long years exploitation of those facilities caused weakening of its efficiency, so its current efficiency is two to three times weaker than the designed. Medium annual values of solid particles emission are over 350 mg/m3 n, and there are often 3 emission values over 500 mg of flue gases solid particles / m ,. The new regulations request solid particles emission values up to 100 mg/m3 n. In order to fulfill those requirements it is necessary to add the new electrostatic precipitator to the existing ESP. Regarding the further, almost certain, reducing of emission limit values of solid particles concentrations it is necessary to perform reconstruction of electrostatic precipitators of unit 5 will provide outlet concentration of solid particles in flue gases not greater than 50 mg/m3. Reconstruction should be realized in a way that necessary number electrostatic and filter bag fields will be added. This way of reconstruction is already elaborated by the study "Diagnostics of existing condition and measures for improving of efficiency of dedusting on electrostatic precipitators of units 5 and 6 - Ekonerg, Zagreb- 2003". It is also very important to have this efficiency of ESP operation for this area also from the reason that the air in Kakanj surroundings is very burdened with this pollution emitted from other sources. As illustration of air pollution with this pollutant we can mention one of indicators of air quality registered in the year 2004 by imission station in Kakanj. During that year, limit value of air quality (expressed as 24-hour average value) of 110Igg/m 3 n was exceeded 117 times. In the same year there was overal 5 days in which measured 24-hour average value was greater than 300 ptg/m3n. That means, improvement of Unit 5 ESP operation efficiency, would result in improvement of air quality in territory of municipality Kakanj. Regarding the characteristics of TPP location, close area around TPP is mostly industrial. However, having in mind the level of solid particles emission discharge from TPP (chimney 300 m high) it is clear that the influence of TPP is expressed in wider territory where numerous settlements, as well as the agricultural and forest areas of wider significance are located. 3 A. Thermal power plant is obliged to submit the Federal Ministry data on solid particles emission where the public will be informed on this pollutant emission situation. Local community is normally interested to exert the adequate pressure on TPP to reduce this pollutant emission. It is our obligation in partnership relation with interested parties to reduce this pollutant emission, which is defined by domestic regulations, as well as in accordance with the regulations of the European Union in whose integration courses BiH gradually includes. Regarding the support of organizational structure, it exists on all company's management levels. Internal, within TPP exists an automatic monitoring of solid particles emission. Via internal computer network the emission data are always at disposal to all responsible managers. Everyday board of directors' topic is also solid particles emission. In case of need, and if there is a technical possibility, corrective measures in terms of solid particles emission reduction are proposed at the Board of Directors meeting. In normal operation of electric precipitators, electrostatic precipitators are maintained according to plan. Decisions on electric precipitators maintenance are made on basis of electric precipitators established situation and are implemented through Business Plan realization. Data from solid particles monitoring system are used for evaluation of TPP's influence to environment and for establishment of corrective measures with the aim of reduction and optimizing of TPP's environmental influence.
