Thursday, January 2, 1913. Stated meeting, 3 p. m. Present-Commissioners Stover (President), Higgins, Kennedy, Eliot. A representative of the Comptroller being present and the meeting open to the public the estimate box was opened and all the bids on proposals which had been received pursuant to a duly published advertisement were opened and read as follows: For Repairs and Keeping in Repair During the Seasoh of 1913, the Motor, Horse and Hand Lawn Mowers on Parks in Manhattan and Richmond. Commissioner Stover offered the following: Resolved, That the time stipulated for the completion of the work under contract dated May 14, 1912, with the Tower Construction Company, for constructing carriage entrance to Addition E of the Metropolitan Museum of Art in Centrgl. Park, be, and the same hereby is extended to February 15, 1913, for reasons beyond the control of the Contractor, and as recommended by the Architects. Which was adopted by the following vote: Ayes-Commissioners Stover, Higgins, Kennedy, Eliot-4. Commissioner Stover offered the following: Resolved, That the time stipulated for the completion of the contract dated August 19, 1912, with the Lincoln-Steele-Fleming Company for alteration of the Restaurant and other work in connection therewith in the Metropolitan Museum of Art, Central Park, be, and the same hereby is extended twenty-five days for reasons beyond the control of the Contractors, and as recommended by the Architects. Which was adopted by the following vote: Ayes-Commissioners Stover, Higgins, Kennedy, Eliot-4. Commissioner Stover offered the following: Resolved, That the proposal of the lowest formal bidder for setting and resetting curbstones and paving the roadway of the Plaza at 110th Street and Eighth Avenue, Manhattan, for which bids were received December 26, 1912, be forwarded to the Comptroller for approval of sureties, and when so approved that a contract for the same be entered into, and executed by the President for, and on behalf of this Board. Which was adopted by the following vote: Ayes-Commissioners Stover, Higgins, Kennedy-3. Commissioner Eliot not voting. Commissioner Stover offered the following: Resolved, That the proposal of the lowest formal bidder for repairs and keeping in repair during the season of 1913 the motor, horse and hand lawn mowers on parks in Manhattan and Richmond, for which bids have been this day received, be for­ warded to the Comptroller for approval of sureties, and when so approved that a con­ tract for the same be entered into, and executed by the President for, and on behalf of this Board. Commissioner Eliot offered the following: Resolved, That all the bids or proposals received October 10, 1912, for the erection of a Comfort Station in Kings Park, Jamaica, Borough of Queens, be, and the same hereby are rejected, it being deemed for the interest of the City so to do. The following communications were received: From the Commissioners of Accounts enclosing a copy of an opinion of the Cor­ poration Counsel respecting the manner of opening bids or proposals received at public letting and advising that all such bids should be opened in the presence of a board, or a quorum thereof, where the board constitutes the head of a department under the Charter Filed. From Joseph Gatringer, Topographical Draughtsman, applying for promotion to a position of Assistant Landscape Architect at a salary of $2,500 per annum and asking that steps be taken for the establishment of such' position. Laid over. Commissioner Stover offered the following: Resolved, That the Commissioner of Parks for the Boroughs of Manhattan and Richmond, be, and he hereby is authorized to cause preparation of plans, specifications and form of contract for paving and repaving with rock asphaltic mastic, where directed, the walks of the Central and other parks in the Borough of Manhattan, and when so prepared, and the form of contract shall have been approved by the Cor­ poration Counsel, to publish an advertisement inviting proposals for doing the work. Which was adopted by the following vote: Ayes-Commissioners Stover, Higgins, Kennedy, Eliot--4. Commissioner Stover offered the following: Resolved, That the time stipulated for the completion of the contract between this Department and Joseph Di Benedetto for erecting a new floor over the easterly stairway in the entrance pavilion and new mezzanine floor between fourth and fifth stories in the stairhall of the North Wing of the American Museum of Natural History, dated October 14, 1912, be, and the same hereby is extended to January 18, 1913, for reasons beyond the control of the Contractor, and as recommended by the Architects. Which was adopted by the following vote: Ayes-Commissioners Stover, Higgins, Kennedy, Eliot--4. Commissioner Stover offered the following: Resolved, That the time stipulated for the completion of the contract dated August 12, 1912, with Joseph Balaban Company for improving John Jay Park, Man- January 9, 1913.] 6 .. hattan, be, and the same hereby is extended sixty days, for reasons beyond the control of the Contractor, and as recommended by the Engineer in charge of the work. Letkemann, formerly employed as photographer at $1,200 per annum, had been transferred from the Park Board to Manhattan and Richmond by operation of the budget for 1913 taking effect with the 1st inst.
