AVhile the international language which is likely to be universally adopted is only 20 years old, and only four years ago introduced into Great Britain, it is 250 years ago since two well-known, travelled, and far-seeing Scots made serious attempts to create universal a means of communications betw-een persons of different nationalities, but the tiane was not then ripe for the million.
