STAFF REPORT ACTION REQUIRED U-Turn Prohibitions: York Mills Road Date: December 7, 2010 To: North York Community Council From: Director, Transportation Services Division, North York District Wards: Ward 25 – Don Valley West Reference ny11013 Number: SUMMARY As the Toronto Transit Commission (TTC) operates a transit service on York Mills Road, City Council approval of this report is required. To obtain approval to prohibit U-Turns in both directions on York Mills Road between Yonge Street and a point 15 metres east of Old York Mills Road. The prohibition of U-Turns on York Mills Road between Yonge Street and a point 15 metres east of Old York Mills Road will address concerns that vehicles conducting u-turns around the median are creating unexpected and dangerous situations for motorists in the intersection and also for vehicles entering and exiting the driveway on the north side of York Mills Road. RECOMMENDATIONS Transportation Services Division, North York District recommends that City Council: 1. Amend the existing by-law to delete the prohibited U-Turns in both directions on York Mills Road between a point 30.5 metres west of the York Mills Station bus driveway and a point 30.5 metres east of the York Mills Station bus driveway. 2. Amend the by-law to prohibit U-Turns in both directions at anytime on York Mills Road between a point 30.5 metres west of the York Mills Station bus driveway and a point 15 metres east of Old York Mills Road. Financial Impact All costs associated with the installation of the U-Turn Prohibitions are included within the Transportation Services Division's 2011 Operating Budget estimate. U-Turn Prohibitions: York Mills Rd. 1 ISSUE BACKGROUND The Transportation Services Division, North York District, was requested by the property managers of 36 York Mills Road to review the feasibility of prohibiting u-turns within the intersection of York Mills Road and Old York Mills Road. Complaints have identified that motorists, including taxis, conducting eastbound u-turns at the east limit of the median create a hazardous situation for motorists in the intersection and also for motorists entering and exiting the driveway of 36 York Mills Road. COMMENTS Currently on York Mills Road there is a median extending from Yonge Street to the west limit of Old York Mills Road with one opening at the York Mills Station bus entrance driveway. There are existing U-Turn Prohibitions on York Mills Road 30.5 metres east and west of the York Mills Station bus driveway. An investigation by staff has verified that motorists were conducting u-turns on York Mills Road at the east limit of the median immediately adjacent to the driveway to 36 York Mills Road. The majority of the u-turns appear to be conducted by eastbound taxis. Confusion is created within the York Mills Road and Old York Mills Road intersection and for vehicles entering and exiting the driveway on the north side of the road when motorists unexpectedly conduct eastbound u-turns at the east limit of the median. The prohibition of u-turns on York Mills Road between Yonge Street and a point 15 metres east of Old York Mills Road will improve traffic operations on York Mills Road at this location, York Mills Road.
