1 (35th Session) NATIONAL ASSEMBLY SECRETARIAT ———— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Friday, the 6th August, 2021 23. *Shazia Marri: (Deferred during 32nd Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that administration of Islamabad Capital Territory Police has failed to pay pensioners’ dues or benefits to their own retired employees for the last few years; if so, the reasons of pendency of such dues; (b) details of employees, whose pensionary dues or benefits are pending at present and the time by which, such dues of each employee will be cleared; and (c) what steps are being taken by the Government to pay such dues to its retiring employees, at an earliest? Minister for Interior (Sheikh Rashid Ahmed): (a) No case for payment of pension to retired officers/officials is pending in ICT Police. However, some cases for payment of TA and leave encashment are pending due to non-availability of funds. The case for funds availability is under process. (b) The details of such employees are at Annex-A. The pending payments of TA and leave encashment to the retired officers/officials will immediately be cleared on receipt of funds from Government. (c) Case for supplementary grant is under active process. (Annexure has been placed in the National Assembly Library) 2 24. Admissibility is being re-considered. 68. *Moulana Abdul Akbar Chitrali: (Deferred during 33rd Session) Will the Minister for Defence be pleased to state: (a) whether it is a fact that numerous orders have been passed in respect of removal/transfer of the buffalo farmyards, in the Chaklala Cantonment Board Rawalpindi from the City; (b) if so, whether it is a fact that the number of times orders have been issued for such removal; (c) the reasons of non removal of buffalo farmyards from the area of Gali No.7, Ghousia Chowk, Chaklala Cantonment Board, Rawalpindi uptil now; (d) if the answers to parts (a) and (b) above are in the affirmative, the date and the time by which the said buffalo farmyards would be removed from the said locality? Minister for Defence (Mr. Pervez Khattak): (a) Yes. (b) Cantonment Board Chaklala has been consistently putting all its efforts to shift a good number of buffalo farmyards through notices which are not only hazards in sanitation point of view, but also being hotspot for the breeding of dengue larva. (c) The subject buffalo farmyard has already been issued notices, hence, the owner of the buffalo farmyard has submitted undertaking to CB Chaklala requesting therein a month time to shift the said yard. (d) After completion of the requested time period the same shall be vacated forthwith. 78. *Dr. Mahreen Razzaq Bhutto: (Deferred during 33rd Session) Will the Minister for Interior be pleased to state: 3 (a) the walls have been erected illegally around a grave situated in Street No.176, G-13/3, Islamabad; (b) if so, the action taken by the Capital Development Authority, Islamabad to demolish the said illegally structure? Minister for Interior (Sheikh Rashid Ahmed): (a) & (b) Directorate of Municipal Administration, MCI is managing only in developed Grave Yards H-8, H-9, and H-11, Islamabad. However Grave Yard G-13/3 does not fall in the purview of MCI. Moreover, the said sector is being administered by the Pakistan Housing Foundation / Authority. Therefore, view / comments in the matter may be solicited from the Pakistan Housing Foundation /Authority for further necessary action on their part. @3. *Mr. Abdul Qadir Patel: Will the Minister for Interior be pleased to state: (a) whether it is a fact that Government has changed its visa policy for foreigners, recently, and allowed residents of several countries to get visa on arrival at airports; if so, the details thereof; (b) whether assessment was made before making changes in visa regime or policy; (c) if so, the details thereof alongwith stage and date-wise discussion of each stage of the new visa regime discussed at appropriate forum; (d) whether such visa regime is reciprocal; if so, the details thereof and if not, the reasons thereof; and (e) what steps are being taken by the Government to make visa regime of foreign country simple/easy to Pakistan? Minister for Interior (Sheikh Rashid Ahmed): (a) To facilitate tourists as well as businessmen, the Government has simplified the procedure for obtaining Visa in your inbox”. Now applicants can apply online on Pakistan Online Visa System (POVS) from their home country ____________________________________________________________ @ Transferred from Foreign Affairs Division. 4 and can get an electronic authorization to travel. On arrival they will show this authorization at immigration and may get visa. Nationals of 50 countries are granted visa in your inbox for individual tourist / group tourists. This visa facility is also being used for the purpose of Business visa. Visa in your inbox is augmented with Electronic Travel Authorization (ETA) subject to 48-72 hours prior application/intimation. Visa in your inbox for 30 days is granted to businessmen of 95 Business Visa List (BVL) countries. Visa on arrival category has been rephrase “Visa in your inbox”. (b) Yes, assessment was made before making changes in visa regime / policy. (c) Ministry of Interior after due consultations with all the relevant stakeholders submitted proposal to the Cabinet for online processing of visa cases. After approval of the Cabinet Pakistan Online Visa System (POVS) was launched on 14-03-2019 by the Honorable Prime Minister. Moreover, in its meeting held on 16th November, 2020. The Cabinet also constituted a Committee under the Chairmanship of Minister for Foreign Affairs to suggest further facilitative measures regarding current visa regime. Accordingly, many review/ consultative sessions were held and finalized suggestions/facilitative measures were approved by the Cabinet on 02-02-2021. (d) Visa regime is not based on reciprocity. The visa regime has been liberalized to boost general socioeconomic and in particular tourism and business activities in the country and to further promote good will of the country. 114. *Mr. Saad Waseem: Will the Minister for Interior be pleased to state: (a) whether authorities concerned have taken notice of continuous incidents of leakage of data of citizens from the system of NADRA, which is allegedly used by fraudulent people to deceive common man and get personal information for its usage for different counts; if so, the details thereof; (b) total number of such incidents either reported by affectees or found by NADRA, itself during the last five years; 5 (c) whether authorities concerned have found any involvement of the employees of NADRA in such leakage; (d) if so, the details thereof alongwith action taken against each employee; and (e) what steps are being taken by the Government to ensure 100% protection of data of NADRA? Minister for Interior (Sheikh Rashid Ahmed): (a) NADRA systems are fully secure and only authorized users can access the data to certain limits. No incident of leakage of Citizen’s data from NADRA Database has ever occurred or reported. (b) Nil. (c) Nil. (d) Nil. (e) NADRA has extremely efficient and competent information security teams who are not only fully aware of the latest threats and protection mechanisms, but have taken and maintained high standards of security measures and implemented state of the art technologies to protect our systems and data. 115. *Mr. Iqbal Muhammad Ali Khan: Will the Minister for Interior be pleased to state: (a) the total amount allocated by Jammu and Kashmir Housing Society to get clear pending possession plots of society at main road, G-15/4, Islamabad, alongwith the date of establishment of society; (b) the demand of owner to get clear un-possessed land of G-15/4, Islamabad alongwith the detail thereof; and (c) what is the present stage of above alongwith the time by which said land will be got cleared alongwith the current status? 6 Minister for Interior (Sheikh Rashid Ahmed): (a) An amount of Rs. 16,830,000/- has been received from members on account of cost of land of the plots falls on disputed land in Sector G-15/4, Islamabad. The Society has been registered with Registrar Cooperatives on 11-03-1981 vide registration No. 12. (b) They have variable demands depending upon the fluctuation in market value of the involved land. However, the genuine demand will not be exceed to Rs. 100 millions. (c) In this regard a petition titled “Sultan Ahmad Qureshi Vs Collector etc.” is pending in Court of Civil Judge Islamabad since 19-04-2002. Therefore, any time frame can’t be given till the case has been decided by the court or withdrawn by the parties with mutual consent. 116. *Ch. Muhammad Barjees Tahir: Will the Minister for Interior be pleased to state: (a) the district-wise total number of other refugees besides Afghan Refugees residing in the country, at present; and (b) the steps being taken by the Government to repatriat the said all refugees? Minister for Interior (Sheikh Rashid Ahmed): (a) Federal Government has given the mandate to register only aliens / foreigners other than Afghans vide Gazette of Pakistan Notification of National Database and Registration Authority (Alien Registration Cards) Rules, 2021. Registration of refugees does not pertain to this office. (b) Not applicable to NADRA. 117. *Syed Agha Rafiullah: Will the Minister for Inter-Provincial Coordination be pleased to state: 7 (a) whether it is a fact that the Pakistan Cricket Board (PCB) constituted a committee to probe in to reasons behind abruptly call of PSL-6; if so, the details thereof; (b) whether it is also a fact that the committee has submitted its report to PCB; (c) if so, the details thereof alongwith persons held accountable of calling of PSL-6 by the committee; (d) whether the PCB will make the report public; if yes, the time by which it will be made; if not, the reasons thereof; and (e) what corrective measures are being taken in this regard?
