Date: 4/12/2021 Subject: Request for Qualifications (RFQ) for Knight Library Exterior Restoration Dear Prospective Consultant: The University of Oregon (the “Owner”) is soliciting qualifications from architecture firms for architectural services related to the Knight Library Exterior Restoration (the "Project"). This letter contains the information required to respond to this RFQ. I know how much work is involved in developing a submittal of this type, and I would like to thank you in advance for taking time to respond. PROJECT SUMMARY Knight Library (built 1935-37) is the largest library on UO's main campus in Eugene. The building itself is of high historic significance and integrity, and is designated on the National Register of Historic Places for its distinct architectural design and association with significant events. The Knight Library Exterior Restoration Project will restore and protect the exterior façade and roof of the original building and later major additions All work must comply with the Secretary of the Interior’s Standards for Rehabilitation (https://www.nps.gov/tps/standards/four-treatments/treatment-rehabilitation.htm) . There are 4 major components of the restoration: • Brick - clean & restore including grout/mortar, and architectural design elements; requires scaffolding, pressure washing & brick work; work to be done by a brick restoration contractor. Area of work includes the Knight Library building, brickwork and fountain at the north landscape area. • Wood and Bronze Windows – evaluate; strip & repaint; add slip sheet; new hardware where needed; work to be done by restoration GC. • Roof – Remove and replace with single ply membrane, where applicable, and demo abandoned equipment like satellite dish and abandon penetrations. • Construction Administration – for each design package. Scope Description: • Create 3 distinct scopes of work that will be constructed on a biannual basis over 6 years starting with summer 2022 construction for Phase 1. • Design Schedule: . Phase 1 : Design package to be completed by November 2, 2021. Phase 2 : Design package to be completed by March 2022. Phase 3 : Design package to be completed by August 2022. • Construction Schedule: . Phase 1 : Construction will begin June 2022. Phase 2 : Construction will begin June 2024. Phase 3 : Construction will begin June 2026. 2 Location: The Project is located at 1501 Kincaid Street on the University of Oregon campus at the southern boundary of the Memorial Quad. Funding: The Project funding is comprised of deferred maintenance funds. It will be funded on a biannual basis over 6 years: • Design Phase 1-3: FY21-23 Capital Improvement • Construction Phase 1: FY21-23 Capital Improvement • Construction Phase 2: FY23-25 Capital Improvement • Construction Phase 3: FY25-27 Capital Improvement The Project will consist of 3 phases. Design work will start as soon as this Contract is executed, anticipated to be in June, 2021. The selected firm must be ready to commit key personnel to the Project immediately following selection and must be able to perform the work within the projected schedule, included as Attachment B. The design contract will include all 3 phases. Scope of design will include: SD, CD, Review Meetings, Site Visits, 3 Documentation, Assessment, Invesitgation, Recommendations, Alternates and Budgeting. The selected Architect is expected to complete a bid set for Phase 1 by November 2 nd , 2022. The University will conduct a traditional bid process with historic preservation qualifications to determine the winning GC for each phase. It is anticipated the winning GC for phase 1 will commence construction on site starting in June of 2022. LISCENCING REQUIREMENTS. Firms must be licensed in accordance with State of Oregon architectural licensing requirements . Additionally, the firm identified as the Architect of Record must maintain an office within Oregon and perform the work within Oregon. This firm will have primary responsibility for the work. SUBMISSION REQUIREMENTS AND PROCEDURES. To be considered responsive, teams must submit one digital copy in pdf format of your qualifications proposal and one digital copy in pdf format of your fee proposal. Each pdf shall be clearly decernable between qualifications and fee. Fee proposals shall be structured with the following breakout: • Phase 1: Design Fees, and, Construction Administration, and, Reimbursables • Phase 2: Design Fees, and, Construction Administration, and, Reimbursables • Phase 3: Design Fees, and, Construction Administration, and, Reimbursables Design & Construction must receive your Proposal submission by 2:00 PM Pacific Time Monday, May 3 rd , 2021 . Please submit Proposal via: Digital Upload Site through the following web form link: https://app.smartsheet.com/b/form/f0fbbbf6a0ee4751a8a385e8472ecde6 (Upload link has a maximum capacity of a 30MB file.) Your submission of qualifications must be no more than eighteen (18) pages of materials (including cover letter, not including covers, dividers, or blank pages devoid of meaningful content), in an 8-1/2" x 11" format. Up to 20% of submitted proposal pages may be up to 11" x 17" in size, for the purpose of graphs, charts, diagrams, schedules, etc. The University may, at its option, remove excess pages. The submittal must include the following: 4 BASIS FOR EVALUATING QUALIFICATIONS SECTION A: 1. The submitting firm's name, address, phone number, (must be an Oregon firm as described above); 2. The contact person within the firm and that person’s e-mail address; 3. The name and Oregon registration number of the Project architect who would serve as the architect of record; 4. As schedule is paramount on this project, provide a list of the firm's personnel by discipline who will be available to provide the capacity to perform the required services on this Project as defined in the attached schedule (Attachment B); 5. Provide a complete list of sub-consultants your firm will team with on this project. For Section B below, reference the project experience relevant to those requirements each of these sub-consultants provide to the team. For these sub-consultants, provide a list of the firm’s personnel who will be available to provide capacity to perform the required services. SECTION B: 1. Provide three (3) examples of past projects demonstrating overall design skill and ability to perform historic restoration. For these projects include the following: a. Size of the referenced project (direct construction cost and physical size); b. Date of project completion; c. Location of the project; d. Whether or not the design phase of the project was completed on schedule e. Current name, e-mail address, and telephone number of one or two people most appropriate to discuss your firm's performance on the project. 2. Illustrate your experience with historic preservation, including: a. Similar type and sized projects your firm has completed. b. Use of Secretary of the Interior’s Standards for Rehabilitation. 3. Provide representative examples of exterior restoration likely to be found in this Project, including: a. Historic brick facades b. Historic metal and wood windows c. Roof installations 5 4. Describe processes your firm will implement on this Project in order to accomplish the following: a. Designing projects with multiple bid packages that support construction delivery in multiple phases; b. Practicing effective schedule management through the design phases of a complex multi-phased project. The Owner may reject any submission not in compliance with all requirements and may cancel this RFQ or reject for good cause any or all responses, without liability to the Owner, upon a finding by the Owner that it is in the public interest to do so. Please note that throughout this procurement process, the Owner will not accept submissions or inquiries that require the Owner to pay the cost of production or delivery or any other costs. SELECTION AND CONTRACTING PROCESS. University Policy and procedures enumerate the University's processes for contracting with professional consultants. From the firms responding to this RFQ the Owner will select the responsive, responsible firms it believes best meet the criteria listed above under "Basis for Evaluating Qualifications" and the information submitted under "Submission Requirements and Procedures"; the Owner may invite those firms to interview and will furnish them with an interview packet containing additional information and requirements. If held, firms selected for interviews will be notified by telephone and e-mail no later than 5 days in advance of the interviews which are tentatively planned for Wednesday- Thursday, May 12-13, 2021. Interview times will be based on the order in which the submittals were received in Design & Construction, with the earliest received having first choice. Interviews will be held over Zoom in lieu of in person due to COVID precautions. After deliberations regarding the interviews and fees, if there are still further considerations that need to be clarified, the Owner may schedule additional interviews with firms selected from the finalists. The Owner will select the firm it believes best meets the criteria identified in this RFQ and will enter into an agreement with them for Design 6 Contract (Attachment A). If the selected firm chooses not to execute a contract that is substantially similar to the Contract (Attachment A), the Owner reserves the right to enter into negotiations with another of the remaining firms.
