EXECUTIVE SUMMARY The Resettlement Plan (RP) for the Contract: Rehabilitation of Selected 10 km Sewer Lines and Conditional Assessment of 125 km of Sewer Lines within Colombo Municipal Council Area, was approved by ADB in September 2013. Pipe laying in the M26 location at Sri Saddarma Mawatha, Maligawatte is a subcomponent of this contract. Involuntary Resettlement activities related to this subcomponent, as per the prevailed site context (in 2013) were explained in the already approved RP. The site context has now changed, and this Supplementary Resettlement Plan (SRP) is prepared to accommodate these changes. In the 2013 RP, the Project identified only one household (HH) as the directly affected people (AP) for relocation in relation to this M26 subcomponent. This household is in Mallikarama Road Dematagoda, at the end of the M26 line. A separate SRP was prepared in managing the resettlement of this single HH and ADB conditionally approved this in April 2017. There were 67 other households along the M26 pipeline, situated at Railway Quarters Road, Sri Saddarma Mawatha, Maligawatte, who were also needed relocation. As an earlier planned Government relocation program, all these 67 HHs (57 HHs with legal rights to stay in Railway Quarters and the balance 10 HHs as encroachers on government lands) were to be resettled under the Urban Regeneration Project (URP) of the Urban Development Authority (UDA) by the end of 2014. Due to changing of original plan of UDA implementation of the relocating work also delayed; therefore pipe laying works at railway quarters road also delayed on that issues; due to start of relocating work of railway quarters in 2016, Pipe laying work of M26 line also schedule to commence on 2016. Therefore, as stated in the September 2013 RP, the Railway Quarters Road was expected to be a fully vacant land without requiring any resettlement to allow for the project activities. However, the URP implementation was delayed and the resettlement scope of the URP regarding Railway Quarters was changed. Accordingly, the URP decided to provide new houses only for the legal occupants. As of September 2017, with the consultation of Ceylon Government Railways (CGR) and URP, 37 of the 57 legal HHs have been already relocated on a priority basis to allow the M26 pipe works to proceed. The balance 20 HHs will be relocated by end of 2017. To carry out the balance works of the M26 pipeline, the balance 10 illegal HHs also now need to be relocated. Since the M26 pipe works have become critical, the Executing Agency of the Project has decided to include these 10 HHs (48 individuals in these 10 families) as direct APs of the project and to relocate them under the project scope, with a compensation plan. A shop close to the construction location, which will lose business, is also included in this compensation plan. Accordingly, a total of LKR42, 787,500 has been estimated to relocate these 10 HHs to new housing units, and to compensate the shop. The following report explains the procedure in relocating these 10 HHs and managing the involuntary resettlement (IR) activities. These APs have given their acceptance to the proposed compensation package. Project Executing Agency has already approved funds to purchase 10 houses from a separate UDA housing scheme for the resettlement. Implementation of this SRP is expected start in end October and complete by November 2017. However, resettlement implementation will be monitored for further 6months till March 2018. Social Safeguard Officer (SSO) of the Project Management Unit (PMU) together with the Resettlement Specialist of the Design, Supervision and Management Consultant (DSC) will undertake monitoring the proposed IR activities.
