R Stevens, County Councillor 9 Villagers (Part time) Andrew Skyte, Police Community Support P.C. R Joy Officer 1. Apologies For Absence Apologies were received from Cllr. A Watson and P.C. Went 2. Declaration Of Interests Personal Or Prejudicial Cllr. Coombe declared an interest in Item 7.3 and Cllr. Bean in Item 11 3. Open Session Cllr. Bean introduced Andrew Skyte, the Police Community Support Officer, together with P.C. Rod Joy from Southam Police Station. Mr Skyte briefly described his role of dealing with nuisance youths, underage drinking and smoking etc., in the surrounding area. Mr R Woodcock started the proceedings by thanking the P.C. for their participation and liaison with W.C.C. in respect of the footpath on Butt Hill. Mr G Newnes supported this comment. Mr Woodcock went on to say that capital bids was on the agenda and the P.C. needed to think about the next project in the Village. Mr Woodcock also mentioned the damage that had been done to the Brickyard Road and the Clerk responded by handing Mr Woodcock an e.mail that she had received from Highways Department at W.C.C. in respect of the damage caused by contractor’s vehicles on the Allotment Site. There was a short discussion amongst Councillor’s regarding this area of the Village. Mr G Newnes asked if it would be possible to find out what the designated routes for construction traffic should be, so that they could be published in the Village and the Clerk replied that she would find out what she could. Cllr. Bob Stevens mentioned that there would be an anticipated Council Tax rise of between 2.79% and 3.75% and that there would be both a General Election and Council Elections this coming year. Cllr. Stevens also mentioned highways and suggested that the emphasis was being placed on Class A and B roads at County rather than Class C & D and that there needed to be investment into the current system. Cllr. Stevens went on to say that whilst there was a current policy to just grit the main road into Villages, so that at least one road is open during bad whether, perhaps the Clerk could request additional gritting in Dog Lane until the excess water has dispersed on the highway. The Clerk agreed that she would do this. Cllr. Stevens advised that Southam College was due to have their Ofsted Inspection in the near future. Cllr. Rock advised that he had been liaising with Severn Trent and the relevant department at S.D.C. to achieve landscaping around the Water Tank at the back of the Church. Cllr. Rock confirmed that some of the grants from the Dassett Area Community Fund had not been utilised during the current year and a proposal had been put forward to allocate some funding towards the re-development and re-generation of Southam Town Centre. Cllr. Rock advised that a new leader of the Council had been appointed and his name was Les Topham . Cllr. Rock went on to say that there were several items that may be of interest to Parishioners which would be discussed at the next Area Planning Committee Meeting on 8th February, one of which was the Application regarding The Paddocks, Shuckburgh Road, Napton on the Hill. Cllr. Rock also confirmed that there had been a meeting between the proposed Developer’s of the Brickyard Site and S.D.C., Planning Department where the main focus was on environmental issues and there would be some adjustment to the original Scheme. Cllr. Rock advised that there was a proposal to abolish the contribution made by S.D.C. to Section 136 Payments. Following a short discussion, it was agreed that the Clerk write to Paul Lankester, the Chief Executive of S.D.C. regarding this issue. 4. To approve and sign the minutes of 6 December 2004 & 10 January 2005 Cllr. Coombe requested that the Minutes of 10th January 2005, third paragraph, third line down in Item 6.3 of the ‘Allotment Land’ be altered to say ‘the Councillor’s to support offering some of the remaining Allotment land for consideration at this stage of the process’. Cllr. Bean made the necessary alteration to the Minutes and they were initialled by himself and the Clerk. Cllr. Grant also requested that the Minutes of 6th December 2004, Item 7.16 be altered to say ‘To discuss Agricultural 106 Agreements’ and not ‘Tenancies’ as stated. Cllr. Bean made the necessary alteration to the Minutes and they were initialled by himself and the Clerk. The Clerk confirmed that she would alter the ‘public’ copy appropriately. Cllr. Grant went on to say that in future, Minutes needed to record when Councillor’s re-enter the meeting when they have left due to an interest in a particular item. The Minutes were approved as a true record by Cllr. Alsop and seconded by Cllr. Coombe, subject to the above amendments. 5. Matters Arising Cllr. Line confirmed that he had been asked by the Clerk to approach Mrs Harris and request the £200.00 she had promised if the Cable Ride was removed from the Playing Field. Cllr. Line went on to say that he had spoken to Mrs Harris and she had declined to pay the funds to the P.C. Cllr. Grant suggested that a meeting to discuss the capital bids that had been received by the P.C. was arranged and it was agreed that Tuesday, 1 March 2005 would suit everyone. Grant asked the Clerk about Item 6.2.7 and the Clerk confirmed that she had investigated the reasons for payment of almost two quarters of electricity supply to Powergen and the Chairman and herself were happy with the response she had received. Cllr. Grant also asked for a progress report on the tax situation in respect of the Skipton Building Society. The Clerk confirmed that she had been dealing with this matter. 7. Improvements to canal side, l/scaping, footpaths, access & holiday accommodation. Letter to S.D.C. 7.2 R & N Plant Specialists, Tomlow Road, Stockton, Southam App. No: 04/02711/FUL – Construction of temporary home & plant warehouse & offices. – S.D.C. have refused Planning Permission. 7.3 Village Hall, The Crescent, Napton on the Hill – App. No. 04/03174/FUL Erection of extensions to side & front of Village Hall. S.D.C. has granted Planning Permission. 7.4 Chapel Green Farmhouse, Chapel Green, Napton on the Hill – App. No. 04/03218/FUL. Conversion of former stable into additional habitable accommodation with conservatory link to the main building.
