Brief report on 1-year activity of CCM (01.06.18-31.05.19) and approval of the next 1-year budget (01.06.19 – 31.05.20) 2. Assessment of activity of the CCM Secretariat 5. Current problems Aytan Huseynova, Financial and Program officer of the CCM Secretariat, welcomed the meeting attendees and expressed her gratitude to them for their attendance. Then having addressed to the members of Mechanism, she asked their proposals and comments on the pre-scheduled agenda. At the same time, she stated no fact on conflict of interests in the agenda received by the Mechanism from the attendees. As no proposal made on the agenda, it was unanimously approved. As mentioned, in addition to the agenda, a questionnaire that one of the requirements of the Global Fund, was provided to each CCM member in order to assess 1-year activity of the CCM Secretariat. In the meeting, the mentioned questionnaire was asked to fill and submit. It was reported that everyone would be informed of the result of the survey at the end of the meeting. 1. Brief report on 1-year activity of CCM (01.06.18-31.05.19) and discussion of the next 1-year budget (01.06.19 – 31.05.20) Later on, Aytan Huseynova made a detailed presentation on the 1-year activity of the CCM covering the term of 1 June 2018 - 31 May 2019. It was noted that the information on the plenary sessions of the CEC members within 1 year and the topics discussed in the meeting. THE CCM MEETING No. 41 - 04 OCTOBER 2018 - The result of the Global Fund Mission’s visit to the country was reported. - A brief presentation was made on the works done within the current TB Grant (June - September 2018). - A brief presentation was made on the works done within the current HIV/AIDS Grant (July - September 2018). - Final discussion of the Transition and Financial Sustainability Plan on HIV/AIDS was held and the Plan approved. - The current problems were discussed. THE CCM MEETING No. 42 – 14 FEBRUARY 2019 - The aim and outcome of the visit of Portfolio Manager of the Global Fund to the country were reported. - Brief presentation was made on the works performed within the current TB Grant. - Brief presentation was made on the works performed within the current HIV/AIDS Grant. - The final report on Biological Survey on HIV/AIDS (IBBS) and size estimation of the risk groups was presented. - The last supervisory visits of the Supervisory Committee of the CCM were briefly reported. It was noted that the final meeting was the CCM Meeting No. 43 held on 31 May 2019. Later on, the supervisory function of the CCM and the supervisory visits held within a year were reported. The following supervisory visits were carried out within the HIV/AIDS program: - Tereqqi Public Union in November (Sabirabad) - Psychological-Social Support Public Union - Neftchala Central Regional Hospital in February, VCT - Aran Public Union (Salyan) - Shirvan CRH in May, VCT - Feniks Public Union (Hajigabul region) The following supervisory visits were held within the TB Program: - Baku city TB Dispensary No. 4 in November, BmoT room - Salyan Inter-regional Hospital of Lung Diseases, BmoT room - Shirvan Central Regional Hospital in May, BMoT room - Hajigabul region BMoT room At the same time, attendance and role of the civil society in activity of the CCM were detailed informed, and the meetings organized for the purpose to increase close cooperation between the CCM and civil society representatives and other interested parties were reported in detail. - A debate was held on the implementation status of the HIV/AIDS and TB grants in participation of SSR NGOs on TB and HIV/AIDS, SR institutions, PR representatives and Fund Portfolio Manager by initiative of the CCM Secretariat on 3 October 2018. - A reporting meeting of the Principal Recipient, SR institutions and SSR NGOs on the HIV/AIDS Grant for the term of July-October 2018 was held on 29 November. - A reporting meeting dedicated to the finals of 2018 of the Principal Recipient, SR institutions and SSR NGOs on the TB Grant was held on 21 December. - A reporting meeting dedicated to the finals of 2018 of the Principal Recipient, SR institutions and SSR NGOs on the HIV/AIDS Grant was held on 15 March. - A conference dedicated to the TB Day was held in cooperation with the Anti-TB NGO Coalition on 29 March. - A meeting was held between the Anti-TB NGO Coalition and the representatives of the Milli Mejlis (National Assembly) on 13 May. - An event dedicated to the 10th anniversary of the GF Support to TB Patients project was organized in cooperation with the Anti-TB NGO Coalition on 26 May. - A reporting meeting dedicated to the term of January – May 2019 of the PR, SR institutions and SSR NGOs for the term of July-October 2018 was held on 30 May. Then, a detailed information about the CCM membership, the CCM structure, the resolutions made by the CCM members within 1 year and the annual budget and expenses of the CCM was provided. At the same, the CCM’s new budget covering the term of 1 June 2019 – 31 May 2020 was reported and the facts that a number of proposals were requested from the NGOs with which close cooperation made prior to the meeting and the new budget was prepared considering the mentioned proposals and also the Fund Portfolio Manager’s offers were stated. Having provided detailed information on the main directions of activity of the CCM for the next year, the next year budget and the 1-year report of the current year were put to the vote and unanimously confirmed. 2. Presentation on the works performed within the current TB and HIV/AIDS Grant Later on, Naila Aliyeva, PIU Coordinator for TB Program provided detailed information with presentation on the works performed within the current TB and HIV/AIDS Grant. It was noted that the following activities were implemented within the TB Grant: - Medications were ordered for treatment of 165 Multi-Drug Resistant TB patients (155 patients in civil sector, 10 in penitentiary) in summer. - National Reference Laboratory, five Regional laboratories and the Reference Laboratory of the penitentiary sector were provided with reagents (GeneXpert, HAIN, MGIT etc.) - Phlegm samples are delivered to the National Reference Laboratory from the anti-TB institutions in Baku city and regions each week. - Personal protection equipment has been provided for organization of infection control. - Psychosocial support is provided by “Service to Health” NGO within “Small grants” components and population communicating actions are carried out. - Audit was held for the year 2018 and its results provided by the GF. - Additional 2,227,664 US Dollars have been allocated by the Global Fund. The actions implemented within the HIV/AIDS Grant are the followings: - HIV project got the grade A1 according to the 2nd semi-year report (program and finance) for the year 2018; - The outcome of the audit on the project costs for the semi-year of 2018 was submitted to the Global Fund; - Inventory and amortization of all equipment bought by the financial support of the GF were executed and submitted to the GF. - The annual final report of the project was prepared and submitted to the GF. 3. Details of the last meeting of the Management Board of the Global Fund of 13-16 May Later on, the representative of the Secretariat reported about the resolutions adopted in the meeting No. 41 of the Global Fund held in Genève city, Switzerland to the members. It was noted that the total amount of the financial fund to be allocated to the implementing countries for the years 2020-2022 under the financial fund collected in the fund collecting (GF Replenishment) meeting of the donor countries of the Global Fund in Lion city, France in October will be known. Amount of financial fund to be allocated for protection of human and community rights, procurements and supply and other further activities under the mentioned financial amount will be known in the next meeting of the Global Fund that will be held in November. At the same time, it was notified that the Chairman and Deputy Chairman of the Management Board of the Global Fund were replaced and a new chairmanship elected as their office term of the Chairman and Deputy Chairman of the Management Board of the Global Fund expired.
