BACKGROUND OF THE PROJECT The implementation of WSSS project will improve public health and environment for about 400,000 people (households and other consumers) living in 18 towns and 92 villages through providing safe, reliable and sustainable water supply. The outcome of the Project is improved access to safe, reliable, and sustainable WSSS services managed on commercial principles and environmentally sound practices. The Project will also facilitate poverty reduction by (i) reducing the cases of waterborne diseases and costs of medical care; (ii) improving women’s routine making them free from intensive housework such as water fetching, which allow them to participate in social and economic activities more actively; (iii) providing safe and sustainable water supply; and (iv) improving the households’ livelihood in all the project towns and villages. Similar to the original WSSSP, the Additional Financing Project funds two project components which include: (i) municipal infrastructure rehabilitation and improvement; and (ii) management improvement and development including gender features. 2. ENVIRONMENTAL AND SOCIAL SAFEGUARD DOCUMENTS In accordance with the ADB Environmental policy (2002) the Subproject is ranked to B category which does not need extended EIA. According to the RA law on “Environmental Impact Assessment and Expertise” (issued on June 21, 2014 and amended on September 11, 2014) , this design documentation, which summarizes the types of activities planned under the sub- project, is not subject to environmental impact assessment and expertise, based on the insignificant impact of the planned activity on the environment. As B Category Project, ADB Policy requires development of Initial Environmental Examination (IEE) reports for each Subproject and Environmental Management Plan (EMP) (separate report for each subproject package (contract). 3. INTRODUCTION This report is developed for the package of Improvement of water supply system of Dilijan town and Bagratashen, Ptghavan and Zorakan rural communities in Tavush Region, RA, and the design of which was performed under the joint agreement of HGSN and JINJ LLCs. The Water supply system rehabilitation of the mentioned communities involves reconstruction of the external waterlines, existing DRRs, water distribution system, construction of pump station, new pipelines, construction/reconstruction of valve junctions and water metering chambers of individual houses. As a result of the construction work implementation, as well as further operation and maintenance of the water supply systems there might be undesirable negative impacts on the environment. It is expected that the impacts during construction work implementation will be minimal and temporary, probably involving vegetation cut, soil erosion, air and water resource pollution by lubricants, chlorine compounds, household and construction waste.
