Results • death–6people • Injured– about100people; • homeless– 673persons; • damageͲ 1735houses; • IncurlossesͲ 10.159families; • temporallyhousingͲ 379families • economicloss– 360mln.Lari (about180mln.USdollars) source: EmergencyManagementDepartment– MinistryofInternalAffairsofGeorgia 2 Whatwasdonesofar? Whatshouldbedone? • Highquality“builtenvironment”inventory mapwasdevelopedforsomepartofthecity •Specificationofseismicsources(active faultsorareas); • Mapofseismicsiteconditionsand amplificationswereconstructed–1:30000 scale; •Updatingofprobabilisticseismichazard maps(peakacceleration,intensity, spectral acceleration)ofearthquakepredictionin • seismicsourcesin1:30000scalewere constructedforTbilisiarea differentscalesusingmodern methodologies • vulnerabilityforfourtypeofbuildingswere developed •SeismicriskmappingͲ consideringthe densityofpopulation,infrastructure • Initialvalueofbuildingswereestimated expositionandvulnerability(largecitiesand sitesofparticularimportanceinthe compilationofseismicscenarios); • seismicriskassessmentandlossestimation studiesforTbilisi(Compilationofcity scenario)forpossiblescenarioearthquakes •Developmentofinsuranceandreserve werecalculated systemstodecreaseDisasterDeficitindex– DDIbasedonseismicriskassessment 3 Flooding -involving Arsenic containing waste-27.09.2013 Extreme hydroͲmeteorological event caused flooding of the Tskhenistskali River and the change of the riverbed, which in turn caused damage to the former metallurgical plant’s dam in Lentekhi and subsequent leakage of arsenic waste material stored in steel barrels on the site (Tsana 1) Problemdescription ThiscasehighlightedonceagainthedangerousecologicalsituationcreatedinAmbrolauri and Lentekhi regionsofGeorgia. Aftertheplantsproducingarsenicconcentratewereclosedinthe90s.,buildingoftheplants weredemolishedanddrumswitharsenicwastematerialremainscatteredaroundopenlyonthe sites; Over100,000tonsofwastescontainingarsenicareaccumulatedinthevillagesofTsanaand Uravi.ThesitesarelocatedinthebasinoftheTskhenistskhali andRioni riversandthereisan existinghighriskofarsenicleakage. 4 Actions • initiatedpublicdiscussionsontheissueincollaborationwith differentlineministries,scientificinstitutions,NGOs,otherexperts aswellaslocalpopulationtodevelopandimplementeffective measures • TheimportanceofthematterisunderlinedintheNational EnvironmentalActionProgramfor2012Ͳ2016 • AstudyofarsenicͲcontainingashesandsludgeinvillagesofTsana andUravi hasbeenconducted(by“Witteveen+Bos”,Dutch consultancyandengineeringfirm);actionplanforitsconservation hasbeendeveloped. • implementationoftheurgentmeasures,sarcophagus constructionandsafedisposalofarseniccontainingwaste materialsrequiresadditionalfundingforinsuringthepopulation andenvironmentalsafetyinGeorgia assistance • onͲsitedetailedstudy–Tsana(3sites);Uravi (4sites); • elaborationofanactionplanforsafetransportationand disposalofarseniccontainingwastematerials; • identificationofstandardsandsizeparametersforsarcophagus construction; • costassessmentforrequiredactivities • sarcophagusconstruction–(2sarcophagusinTsanaand2in Uravi Ͳ)) Thementionedaboveactivitiesareofparticularimportanceto ensuretheconstructionstartinSpring2014. 5 LastDevelopments • DisasterRiskReductionisidentifiedasoneofthepriorityfrom2013for theMinistryofEnvironmentProtectionandNaturalResources • AdaptationtoClimateChangewasacknowledgedasapriorityinthe NationalClimateChangePolicyin2009basedontheresultsofresearches conductedunderGeorgia’sSecondNationalCommunicationtothe UNFCCC.NationalAdaptationPlanisunderdevelopmentandwillbe consolidatedwiththeAdaptationStrategyundertheThirdNational Communication totheUNFCCC. • On25June2010,theGovernmentofGeorgiaadoptedStateStrategyon RegionalDevelopmentfor2010Ͳ2017,whichstatesimprovementof disasterriskmanagementasoneofthekeyprioritiesofthegovernment policy. • “AgriculturalDevelopmentStrategyofGeorgia”(2012Ͳ2022)provides maindirectionsofagriculturaldevelopmentandincorporatesaspectsof DisasterRiskReduction. LastDevelopments • In2010,thePresidentofGeorgia,byorder#707,approvedGeorgia’sThreat AssessmentDocumentfor2010Ͳ2013,whichlistsnaturalandmanͲmade disastersamongotherthreats. • TheNationalSecurityConceptofGeorgia(2011)waselaboratedunderthe guidanceandcoordinationoftheOfficeoftheNationalSecurityCouncilof Georgiawiththeparticipationofallrelevantgovernmentalagencies. • DisasterRiskReductionisoneofthethreeprioritiesoftheUnitedNations DevelopmentAssistanceFramework(UNDAF)inGeorgiafor2011Ͳ2015.The documentincludesmeasurestobeimplementedindisasterriskreductionwith stakeholderparticipationandcloselyfollowstheHyogoFrameworkforAction. • BythedecreeofthePrimeMinisteraninteragencyworkinggroupon elaborationoftheChemical,Biological,RadiologicalandNuclear(CBRN) NationalStrategyhasbeenrecentlyestablished. • OngoingdevelopmentofSpatialPlanningandConstructionCodeofGeorgia (GIZ;MinistryofEconomicandSustainableDevelopment) 6 HYOGOFrameworkforAction(2005Ͳ2015)ͲUNISDR • Nationalprogressreportontheimplementationof theHyogoFrameworkforAction (2009Ͳ2011);(2011Ͳ2013) • GlobalPlatform19Ͳ23May,2013 – NationalDelegationofGeorgia(MoENRP;EMD) – BilateralmeetingsͲ UNISDR,UNDP,SDC,EUNP – CADRIͲUNDPMission2013Ͳ2014 ThankYou Questions?Comments? 7.
