Kirkburton & Highburton Community Association Minutes of meeting held at Burton Village Hall Thursday 13th May 2021 Present: Roger Beaumont, Jayne Smith, Peter White, Kaye Emberton, Pat Shaw, Georgina Dickinson, Pat Askham, Cllr Peter Taylor, Anna Boden, Tim Scott, Maureen Sykes, Mel and Ant McLoughlin 1.Apologies: Geoff Barnard, Tony Eaton, Sandra Coulthard, PC Caroline Newsome, David Blunt, Paul Jones Roger opened the meeting and welcomed Mel and Ant Mcloughlin 2. Minutes/matters arising of last meeting: Agreed to be correct by Cllr Peter Taylor, seconded by Georgina Dickinson. No matters arising. 3. Community Police Representative: Pc Caroline Newsome Caroline was unable to attend the meeting and sent the following report: We have had various calls to groups of kids, in the quarry, the rec, Low Town, Hallas Road, and various other places, and further patrols were put on, some on foot, (one of the PCSO’s has put several hours in, on foot, around the villages), and in vehicles. Whilst we haven’t been able to pin- point anyone for a specific offence, a number of young people have been spoken to, both whilst out on patrol, and home visits, have been carried out. This will continue, albeit we didn’t get any calls in, over the weekend, so fingers crossed, things have calmed down. We have had a number of parking issues, and will deal with them where we can. In response to the recent spate of ASB, and the fact that we are now able to have face to face meetings, I am opening up Kirkburton Police Station for a drop-in session, between 1pm and 3pm on Saturday 15th May, if you want to mention that. This is for any member of the community, who wishes to call in, and discuss any concerns they may have. Regards Roger Beaumont – after the last meeting and issues being raised on social media, Roger wrote to Inspector V Briggs making them aware of the resident’s concerns. The following reply has been received: Mr Beaumont Inspector Briggs has asked me to respond to your email on her behalf as I am the Neighbourhood Sergeant with responsibility for Kirkburton. I understand Caroline attends your meetings when possible and ordinarily I too would have been happy to join your next meeting but unfortunately both Caroline and I are days off on 13th May. In response to the points you raise below we are, for the most part, aware of them although I would add that often incidents go unreported to the police but are broadcast by local residents via social media so I would be grateful if you could encourage attendees of your meetings to report incidents to the police by telephone or online, this allows us to get a fuller picture of the issues in a particular area. We have increased patrols in the area and I understand your frustration that there has been an increase in ASB related issues despite that fact but you must understand we have a finite number of resources and competing demands but I will continue to deploy resources into the area, particularly at evening times as much as is possible. With regard to the issues on North Road a local PCSO is currently making enquiries in the area and has already spoken with the family who had rocks thrown at them whilst in their garden. Whilst I cannot go into specific details about police investigations, we are reviewing video footage/pictures of the incident with a view to identifying possible suspects. On that note I would also ask that if any members of the community have CCTV footage or mobile phone footage of incidents that they contact the police rather than posting it on social media, especially where juveniles are concerned. In addition, local officers will be linking in with the schools to raise the issue and assist in any possible suspect identification. Caroline has regular meetings with the councillors and will be looking at ways in which we can address these issues through partnership working and linked to this I have made contact with Safer Kirklees for any additional support they can offer. In terms of speeding Kirkburton should have featured in our Local Priorities and the fact that it didn’t is simply a clerical error which I will have amended. In terms of police speed checks as I’m sure you can imagine we are inundated with requests to carry them out at numerous locations throughout the Rural neighbourhood policing area. As such we conduct speed checks at all these locations but if I am to be honest in order to be most effective, we must prioritise locations with an actual rather than perceived problem. We last conducted speed checks in Kirkburton approximately 2 weeks ago (Huddersfield Rd and North Rd). In terms of Highburton each time we have conducted speed checks no excessive speeds have been captured. If you need any further clarification, please let me know. The police are aware of the incidents. Roger advised that the KHCA will continue provide support. 4. Burton United: No meeting due to Covid 19 5. Treasurer’s report: Peter White Prior to the meeting Peter Circulated the financial position as at the 12th May 2021, and the following report: Grants - During the past month we have received a further £10034.43 from Kirklees Council towards assisting us over the Covid-19 period. Insurance - We have arranged for a revaluation on the village hall premises (done every 5 years) and we now have cover of £1,290,723 should the hall need to be rebuilt. We have paid an additional £90.35 for this to be increased from £945,026. NT Systems - Annual security alarm, CCTV and Fire service completed. £322.68. Storage door at rear of hall repaired and renewed by Terry Morgan, £403.87 6 new soap dispensers received £129.52, so that they can gradually replace the existing soap dispensers as the current ones require expensive sachets rather than liquid soap from 5 litre bottles. Burton Bulletin - New issue cost £582.17. Not all advert monies received as yet Cllr Peter Taylor: In relation to the grants being received from Kirklees, should we be accepting the money. Peter White explained that once the rental loss had been finally calculated, any money left over should be spent on the community. This will be discussed further at the AGM; local groups will be invited to apply for funding to support their initiatives. 6. Initiatives: a) S106 money – Roger and Georgina attended a meeting with the Heads of the 2 local schools, and explained that they need to engage with Kirklees to attempt to secure the money. The money has now been deposited with Kirklees. Roger continues to write and communicate with Kirklees requesting evidence of where the money has been spent, Kirklees say, £23,000 has been spent on bus passes, a digital screen fitted to the bus shelter opposite the Gallery Hairdressers at a cost of £10,000 in May 2021, and £11,000 of the £90,000 ring fenced for the “Rec” has been spent on professional fees. It was suggested that the KHCA should now contact the local press and ask them to publicise the issues. b) North Road Nothing to report c) Yorkshire Water Tim Scott advised that they had been carrying out maintenance work in the community fields. d) Website Nothing to report e) KMS Fence Chris Taylor – Head of KMS responded to the article in the recent Burton Bulletin. 7. Burton Bulletin: Pat Shaw Georgina thanked Pat and the team, following the recent issue, the Church team working on “adopt a grave” have a new volunteer. Pat confirmed that the contributions and response from the local community continue to increase along with new advertisers. The team have discussed what they propose to do with the excess money they have, among the suggestions are: Sponsoring a local sports team, CCTV in the community, Reinvent the 5k fun run 8. Parish Council: Peter Taylor The AGM was held on the 29th April 2021. The next meeting has to be a face to face and to ensure that current Government guidelines are adhered to the meeting the council have been offered Kirkheaton Church. 9. BEG: Peter Taylor & Anna Boden The exercise stations in the community fields have been approved and now in use. A consultation is in process relating to the village signs, item in Burton Bulletin. Thanks was given to the Bulletin team for the articles they published particularly relating to Bio Diversity. The diversity sub group will be working in the community field to try and prepare the area to plant wild flowers. 10.
