Regular Council Meeting held March 4, 2013 8.11.031813 Moved by Councillor Hutchison that the minutes of the Regular 085-13 Council Meeting held March 4, 2013 be adopted as presented. Cheque Listing, March 12, 2013 4.17.031813 Moved by Councillor Davies that all Cheque Listings as per the 086-13 memo dated March 12, 2013 be accepted as information. CARRIED: 2. Audit Information 4.17.031813 Moved by Councillor Davies that Council accept the Audit letter 087-13 dated February 8, 2013 as presented and authorize the Mayor and CAO to sign the document. CARRIED: 3. Policy 310 - Engineering Design and Construction Standards Policy 3.17.031813 Moved by Councillor Hutchison that Council approve the 088-13 Development Services Engineering Design and Construction Standards Policy, being Policy 310. CARRIED: 4. Terms of Reference – The Town of Chestermere - Rocky View County Intermunicipal Development Plan (IDP) 3.17.031813 Moved by Councillor Steeves that Council rescind resolution 089-13 #244-12, passed on July 16, 2012, and approve the Terms of Reference which guides the preparation of an Intermunicipal Development Plan between Rocky View County and the Town of Chestermere, as amended; map 3.0 will be replaced with a map that shows 2/4 sections on each side of the boundary, included within the study areas. CARRIED: 3.17.031813 Moved by Councillor Hutchison that Council approve the Terms 090-13 of Reference attached to the March 11, 2013 Staff Report for the Town of Chestermere – Rocky View County IDP. CARRIED: 3 Regular Council Meeting – March 18, 2013 Page 3 5. Franchise Fees 1.17.031813 Moved by Deputy Mayor Johnson that Council approve an 11.5% 091-13 Franchise Fee with Fortis Alberta and a 17% Franchise Fee with ATCO Gas beginning January 1, 2014 and that Council direct Administration to create a bylaw indicating that fees collected under franchise agreements be put into a reserve that can only be used for the replacement and repair of tangible capital assets (excluding vehicles). The existing taxes of approximately $88,861.51 would continue to be put towards the Town’s Operational costs. CARRIED: 6. CPC Recommendation to Council – March 11, 2013 3.17.031813 Moved by Councillor Bergen that Council direct Development 092-13 Services Staff to initiate a general infill policy and delay acceptance of further applications until such policy is in place. CARRIED: 7. 2013 Local Election Special Ballots & Incapacitated Voters 1.17.031813 Moved by Deputy Mayor Johnson that Council allow for 093-13 incapacitated electors to vote at their home for the 2013 Municipal Election provided that they do so in the presence of two th deputies between 9am and 5pm from October 14 until October th 17 , 2013. CARRIED: 8. 2013 Census 1.17.031813 Moved by Councillor Steeves that Council direct Administration to 094-13 conduct a census from April 15-June 15, 2013 and declare Monday, April 15, 2013 as the official census date in Chestermere. CARRIED: F. BYLAWS 1. Bylaw 003-13, Voter Identification Bylaw 1.19.031813 Moved by Councillor Hutchison that Council give second reading 095-13 to Bylaw 003-13, being the Voter Identification Bylaw. Council Reports Mayor Matthews Have met with staff to review several documents Sent a congratulations letter to Kevin Papke on behalf of Council and the Town for reaching his 50 summits and raising over $120,000 for the Summits for Senior's program with the Bethany Care Centre Did a presentation on how Chestermere attracts and retains businesses here for the Chamber of Commerce. This detailed upcoming lands for development and a review of what is expected to be built on the other side of our borders. Please note that the article in the Anchor reported there is no business tax in Chestermere. This is not specific enough as there is no business LICENSE tax. Businesses pay property taxes like residents but at a slightly higher rate. Thank you to the Chamber for having me and to the roughly 30 business people in attendance. Had several interviews about the Today in America 5 Regular Council Meeting – March 18, 2013 Page 5 program segment that Chestermere participated in last year but that has just started to air in Canada this month. Met with Mayors from Airdrie and Strathmore for conversation on Chestermere's Crime Prevention program Had a very unproductive meeting with the Minister of Justice and staff from Community Services regarding the Safe Communities program that funded our Crime Prevention program- a highly successful project targeting at-risk youth in the community o Met with Rocky View School Board, Council and staff about the needs of the Board for future playing fields o Attended Mocha Monday at the North Taphouse with about a dozen residents. Updates were asked for on roads and various Town projects. Attended a conference call with Councillor Davies and other Mayors with Municipal Affairs and Transportation Ministers where budget details were reviewed (mostly) Met with Dr. Snatic & Randy Patrick re beach for Anniversary Park Attended a Calgary/Chestermere IMC with DM Johnson and Aldermen Carra and Chabot. Updates were given on the Belvedere Plan and the AE Com plan for storm water solutions for the West side of Chestermere Attended a retirement party for Captain James Thompson who is retiring from the Chestermere department to move to BC. We wish you the best of luck James! DM Johnson and I met with Larry Ryder, Hymie Belzberg and Bravin Goldade about potential delays in the West side MASP o Met with the auditors to review any deficiencies that might exist in the organization Met with CRP Exec. to review the agenda for the upcoming meeting on the 22nd: Met with developer interested in purchasing the Bayfield lands. Had a meeting of the Whole to review information Had a special meeting of Council to review communication strategy for the 53% increase in Education Tax that the Province has given for 2013 without notice to the residents.
