Prior to that, mr. orlins was the managing director of _ _ Carlyle asia and chairman of the board of taiwan Broadband Communications, _ _ one of taiwan’s largest cable television and high speed internet providers. Prior _ _ to joining Carlyle, he was a senior advisor to aEa investors inc., a new york- _ _ based leveraged buyout firm, with responsibility for aEa’s business activities _ _ throughout asia. From 1983 to 1991, mr. orlins was with the investment bank - _ _ ing firm of Lehman Brothers where he was a managing director from 1985 to _ _ 1991. From 1987 to 1990, he served as president of Lehman Brothers asia. Prior _ _ to joining Lehman Brothers, mr. orlins practiced law with Coudert Brothers and _ _ Paul, Weiss, rifkind, Wharton & garrison in new york, hong Kong and Beijing. _ _ From 1976 to 1979, orlins served in the office of the Legal advisor of the united _ _ States department of State, first in the office of the assistant Legal advisor for _ _ Political-military affairs and then for East asian and Pacific affairs. While in _ _ that office, he was a member of the legal team that helped establish diplomatic _ _ relations with the People’s republic of China. he is a graduate of harvard _ _ College and earned his law degree at harvard Law School. he speaks mandarin _ _ Chinese and is a member of the Council on Foreign relations. _ _ _ _ _ _ Zhuang JianZhOng is the deputy director of the China Energy Fund Committee _ _ international Center, deputy director of the international Energy research Cen - _ _ ter, and professor of the School for international and Public affairs of _ _ Shanghai Jiaotong university. his previous occupations include general secre - _ _ tary of the Shanghai Society for Pacific region Economic development and _ _ standing deputy director of the national Strategic research Center at Shanghai _ _ Jiaotong university. his primary research areas include international politics, _ _ u.S.-China relations; taiwan, Korea, and northeast asian Security; and non- _ _ proliferation. _ _ _ _ _ _ JaSOn BOrdOff is the founding director of the Center on global Energy Policy, _ _ and professor of professional practice in international and public affairs at _ _ Columbia university’s School of international and Public affairs. Bordoff joined _ _ the Columbia faculty after serving until January 2013 as special assistant to the _ _ u.S. president and senior director for energy and climate change on the staff of _ _ the national Security Council. Prior to that, he held senior policy positions on _ _ the White house’s national Economic Council and Council on Environmental _ _ Quality. one of the nation’s top energy policy experts, he joined the administra - _ _ tion in april 2009. Bordoff's research and policy interests lie at the intersection of _ _ _ _ _ _ _ _ _ _ _ _ _ China Energy 2020 v Page 2 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ economics, energy, the environment, and national security. Prior to joining the _ _ White house, Bordoff was the policy director of the hamilton Project, an eco - _ _ nomic policy initiative housed at the Brookings institution. he is also a member _ _ of the Council on Foreign relations, a consultant to the national intelligence _ _ Council, and serves on the board of the association of marshall Scholars. during _ _ the Clinton administration, Bordoff served as an advisor to the deputy secretary _ _ of the treasury department. he was also a consultant with mcKinsey & _ _ Company. Bordoff graduated from harvard Law School and clerked on the u.S. _ _ Court of appeals for the d.C. Circuit. he also holds an mLitt degree from _ _ oxford university, where he studied as a marshall Scholar, and an under- _ _ graduate degree from Brown university. _ _ _ _ _ _ david SandalOW is the inaugural fellow at Columbia’s new Center on global _ _ Energy Policy. he is a senior adviser to garten rothkopf LLC and member of _ _ the Zayed Future Energy Prize Selection Committee. Prior to joining Columbia, _ _ mr. Sandalow served in senior positions at the u.S. department of Energy _ _ (doE), including under secretary of energy (acting) and assistant secretary for _ _ policy & international affairs. as under secretary (acting), mr. Sandalow helped _ _ oversee doE’s renewable energy, energy efficiency, fossil energy, nuclear energy _ _ and electricity delivery programs, with a budget of more than $3.5 billion per _ _ year. as assistant secretary, he helped coordinate policy development and inter - _ _ national activities at the department. Prior to serving at doE, mr. Sandalow was _ _ a senior fellow at the Brookings institution, as well as Energy & Climate Change _ _ Working group chair at the Clinton global initiative. he has served as assistant _ _ secretary of state for oceans, environment & science and a senior director on the _ _ national Security Council staff. mr. Sandalow is the author of Freedom from Oil _ _ (mcgraw-hill, 2008) and editor of Plug-In Electric Vehicles: What Role for Washing - _ _ ton? (Brookings Press, 2009). he speaks and writes widely on energy and envi - _ _ ronmental policy and has served as a moderator at many conferences including _ _ the Clinton global initiative and World Future Energy Summit. _ _ _ _ _ _ Zhang guOBaO is chairman of the advisory Committee of the national Energy _ _ Committee and chairman of the China industrial overseas development and _ _ Planning association. he was formerly vice chairman of the national develop - _ _ ment and reform Commission and administrator of the national Energy _ _ administration (minister level). Working for many years in the management of _ _ China’s energy and manufacturing industries, mr. Zhang has experienced the ex - _ _ tensive development and reform of China’s energy industry and organized the _ _ drafting of institutional reform programs in the power industry. in his capacity _ _ as administrator of the national Energy administration, he led the drafting of _ _ _ _ _ _ _ _ _ _ _ _ _ v _ China Energy 2020 Page 3 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the energy development program, mid-and-long term nuclear power develop - _ _ ment program, and new energy development program. mr. Zhang was directly _ _ responsible for the bilateral and multilateral energy negotiations with russia, _ _ Central asia, Burma and Venezuela, and oversaw a series of significant interna - _ _ tional energy cooperation projects, including the China-russia oil Pipeline, _ _ China-Kazakhstan oil Pipeline, Central asia natural gas Pipeline and China- _ _ Burma oil Pipeline. mr. Zhang also served as vice chairman of the World _ _ Energy Council (WEC).
