The Commission renews the broadcasting licences for the English-language commercial radio programming undertakings set out below from 1 September 2014 to 31 August 2021. The licensees shall adhere to the conditions of licence set out in Broadcasting Regulatory Policy 2009-62, as amended from time to time. 3. In addition, CKRU-FM shall continue to adhere to the conditions of licence set out in Appendix 3 to Broadcasting Decision 2008-98, with the exception of condition of licence 1. In order to fulfill its original commitment to Canadian content development (CCD) set out in Appendix 3 to that decision, CKRU-FM shall, in addition to any contributions required under section 15 of the Radio Regulations, 1986, as amended from time to time, contribute the following amounts to CCD by condition of licence: • $20,000 in each of the 2013-2014 and 2014-2015 broadcast years, to be allocated as follows: o $4,000 to FACTOR; and o $16,000 to an eligible CCD initiative as described in paragraph 108 of Commercial Radio Policy 2006, Broadcasting Public Notice CRTC 2006-158, 15 December 2006, as amended from time to time. • $16,667 in the 2015-2016 broadcast year, pro-rated from the first year of operation. 4. As noted in Broadcasting Decisions 2010-881 and 2010-846, CFHK-FM and CHQR were found in non-compliance in their previous licence terms with section 15 of the Radio Regulations, 1986 relating to contributions to CCD. Further, as noted in Broadcasting Decision 2010-796, CFGQ-FM was found in non-compliance in its previous licence term with its condition of licence relating to contributions to Canadian talent development. 5. The Commission notes that CFHK-FM, CHQR and CFGQ-FM have been found in compliance with their regulatory requirements over the current licence term. The Commission therefore considers it appropriate to renew their broadcasting licences for a full seven-year term. Reminder 6. Pursuant to section 22 of the Broadcasting Act, the broadcasting licences renewed in this decision will cease to have any force or effect if the broadcasting certificates issued by the Department of Industry lapse. Employment equity 7. Because these licensees are subject to the Employment Equity Act and file reports concerning employment equity with the Department of Employment and Social Development, their employment equity practices are not examined by the Commission.
