Transport for London proposes to make the above named Orders. 2. The Orders in the London Borough of Lambeth and Southwark will; GLA/2021/0204,0205,0206&0216 1 (1) Change the operational timing of the Loading and Disabled persons’ vehicle bay adjacent to No.148 Kennington Park Road/Newington Butts to No stopping at any time except 7pm-7am for vehicles to load and unload for a maximum of 20 minutes or disabled persons vehicle to park for a maximum of 3 hours; (2) Change the operational timing of the Loading and Disabled persons’ vehicle bay outside Nos.109-127 Howell Walk, Newington Butts to No stopping at any time except 7pm-7am for vehicles to load and unload for a maximum of 20 minutes or disabled persons vehicle to park for a maximum of 3 hours; (3) Replace the Loading bays outside and opposite Nos.1-30 Falstaff Court, Kennington Park Road to a double red line control. (No Stopping at any Time); (4) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) outside Nos.50-58 and opposite Nos 42-58 Kennington Park Road; (5) Replace the No stopping Mon to Sat 7am to 7pm control with a double red line control, (No Stopping at any Time) outside and opposite Nos.1-30 Falstaff Court to Nos.1-12 Harfleur Court, Kennington Park Road; (6) Introduce an at any time south-bound bus lane on the south-eastern side of Newington Butts between its junction with Walworth Road and outside Nos.50-60 Winchester Close, Newington Butts Road the types of permitted vehicles will be Buses, Taxis, Solo Motor Cycle and pedal cycles only; (7) change the operational timing of northbound bus lane on the north-western side of Kennington Park Road between Nos.60 to 148 Kennington Park Road to At Any time the types of permitted vehicles will be Buses, Taxis, Solo Motor Cycle and pedal cycles; (8) extend the northbound at any time bus lane on the north-western side of Kennington Park Road between Nos.184 to 202 Kennington Park Road by 26.7 meters at its northern end. 3. The reason for introducing the Orders is to upgrade cycling and bus infrastructure along the section of the Cycle Superhighway 7 (CS7) route between Oval and Elephant and Castle (the junction of the A3 with Walworth Road), in the London Borough of Lambeth and London Borough of Southwark. The reason for introducing this Order experimentally is to provide trial changes to encourage more people to cycle which will help maintain space on public transport for those who need it, as well as avoiding the need for people to use their cars where possible. This is part of the London Streetspace Programme, our response to the coronavirus pandemic. We need to keep people safe while getting around, keeping congestion down and ensuring our air is cleaner. There is more information about the programme, including responses to many frequently asked questions, on our website tfl.gov.uk/streetspace. GLA/2021/0204,0205,0206&0216 2 To enable people to travel safely during the continuing coronavirus pandemic, to prepare for expected changes to current lockdown restrictions, and to give people alternatives to using their car, we need to make improvements along this stretch of road. This section of CS7 is already a popular cycle route, and is used by over 8,000 cyclists per day, and it offers a key alternative to public transport during the ongoing pandemic with the route directly aligning with the London Underground Northern Line and a number of bus routes. The trial measures are also intended to improve safety for the large numbers of cyclists using the CS7 route, with recent collision data showing that in the 36 months to December 2019 there were collisions involving injury to 29 cyclists on this section of CS7. As part of the design process, consideration was given to introducing a turning restriction at a key junction between A3 Kennington Park Road and Kennington Lane with the purpose of improving safety for cyclists at this location and encouraging increased levels of cycling. Stakeholder engagement indicated a strong opposition to implementing this left turn ban. Current collision data has been studied and does not indicate a safety issue at this stage sufficient to justify the implementation of this turning restriction; therefore part of the experiment will include monitoring and survey work to better understand the safety considerations at this location, to explore whether this location is a barrier to attracting less confident cyclists and to understand the wider impacts on other road users if a turning restriction was considered in the future at this location. The changes introduced by this scheme will be monitored for up to 18 months, during which time we will monitor collisions, undertake cycle counts, review the impacts on bus journey times, and undertake utilisation surveys of parking and loading bays. 4. In due course Transport for London will be considering whether or not the provisions of the Order should be continued in force indefinitely. GLA/2021/0204,0205,0206&0216 3 .
