Helping San Francisco succeed San Francisco is a city of tremendous economic disparity. While home to some of the wealthiest neighborhoods in the country, it is also home to some of the most economically challenged. The majority of low income families live in select areas of San Francisco, largely driven by the high cost of living. The demand for child care is high particularly in these neighborhoods, as many of these families are working immigrants striving for self-sufficiency. In the areas that we serve, it is estimated that up to 51% of the families eligible for subsidized child care are living below the poverty level. In early 2014, Wu Yee Children’s Services was awarded a new Head Start and Early Head Start grant allowing us to expand our area of service in San Francisco and enroll an additional 210 Early Head Start and 275 Head Start children (bringing our total to 595) in our Home Based, Family Child Care and Center Based programs. With that, we brought six additional Child Development Centers into the Wu Yee family. We now have 12 centers serving infants, toddlers and preschoolers throughout the city. Wu Yee currently serves over 4,000 children, families, and child care providers each year. Next year, we’ll be able to serve even more. Yet, despite the growing reach of our programs, there are still over 3,000 children under age five who are on waiting lists for subsidized care in the City of San Francisco. All of the work we do — including Early Head Start, Head Start, and State Preschool programs, the Joy Lok Family Resource Center, Single Stop benefits assistance, child care Resource and Referrals, child care subsidies, child care provider training, a food program for child care providers, and the Family Child Care Quality Network (FCCQN) – all of it is an important part of creating opportunities for children to be healthy, families to thrive, and for communities to be strong. We’re so thankful for the ongoing support from staff, board members, community partners, child care providers, government agencies, foundations, and individuals who are dedicated to the children and families of San Francisco. Debbie Chang Monica Walters Board President Chief Executive Director Healthy children Wu Yee Children’s Services Child Development Department is made up of child development centers, Family Child Care (FCC) homes, and Home Based services, all of which are designed to prepare children to be successful in school and provide families with the support they need. We offer comprehensive services for pregnant women and children from birth through age five, with integrated education, health, nutrition, mental health, and family support services. This fiscal year we provided child care and family services to over 350 families and children and went through many exciting transitions. PROGRAM HIGHLIGHTS In December 2013, we opened our sixth center-based program at the Bayview YMCA, in the Bayview District of San Francisco. Lok Yuen Child Development Center completed a successful year as a Cantonese and English Dual Language Demonstration site. New Generation Child Development Center completed its second year as a Model Inclusion site in the city of San Francisco. HEAD START EXPANSION In October 2013, Wu Yee applied for part of the EHS/HS grant that was up for bid in the city of San Francisco, and on May 1, 2014 our Early Head Start grant was increased to 595 Early Head Start/Head Start slots. On June 1, 2014, our Home Based program added 100 children. As part of this expansion, Wu Yee was named as the replacement grantee for the programs at Cadillac Head Start, Kirkwood/Hunter’s Point Preschool, OMI Head Start, Potrero Hill Head Start, Southeast Head Start and Westside Head Start. Wu Yee now has 12 licensed child development centers serving children from ages 3 months to 5 years old with full-day year-round comprehensive services. We currently serve families living in the following San Francisco neighborhoods: • Bayview / Hunters Point • Civic Center • Tenderloin • Ocean View / Merced • Ingleside San Francisco children • Visitacion Valley 595are now eligible for Wu • Potrero Hill Yee’s child care centers, Home Based • Castro program and Family Child Care (FCC) • Treasure Island homes thanks to a 2014 Head Start / • Western Addition Early Head Start program expansion. • South of Market • Anza Vista • Chinatown / North Beach Thriving families Wu Yee’s Family Services Department partners with families to promote child care access, positive parenting, family economic success and active community participation. We provide citywide child care Resource and Referral services, child care subsidies, and operate the Joy Lok Family Resource Center. RESOURCE AND REFERRAL Wu Yee is one of two state-funded Child Care Resource and Referral programs in San Francisco. Wu Yee’s Resource and Referral program provides free, multilingual information about child care and after-school programs and provides workshops on choosing quality child care and child development. This year we provided over 2,000 child care and family service referrals. San 701 Francisco Wu Yee’s R&R also helps families determine their eligibility for child care families checked out payment assistance and child care subsidies. Eligibility factors include toys and books from family income, size, and need, as well as the different types of care and the Joy Lok Family programs. Resource Center Lending Library. JOY LOK FAMILY RESOURCE CENTER The Joy Lok Family Resource Center in San Francisco’s Chinatown serves as a hub for families to receive support in a culturally and linguistically appropriate setting. We provide educational playgroups, a toy and book lending library, parenting workshops, social support networks and public benefits assistance in English and Chinese. SINGLE STOP Wu Yee partners with Single Stop USA, a non-profit organization that fights poverty by helping those in need to access public benefits. Our Wu Yee Single Stop site, located in the Joy Lok Family Resource Center, has been providing services in the Chinatown Community since 2008 and has served as a vital resource to over 4,500 clients, helping them to access public benefits and resources. Through our work screening and assisting families apply for public assistance programs, our Single Stop program helped low-income families receive a total of $1,319,210 in benefits in the 2013-2014 fiscal year. CHILD CARE SUBSIDIES PROGRAM Wu Yee’s multilingual staff help link families to child care payment programs. To qualify for child care subsidies through Wu Yee, a family’s income must meet California’s Child Development and Income ceiling and parents must be working, looking for employment, engaged in education or training or unable to work. The Child Care Subsidies department served 556 families in Fiscal Year 2013-2014 through the City Fund program, provided child care to 625 children and disbursed $4,406,851 in child care payments to quality providers. Strong communities Wu Yee’s Provider Services Department promotes high-quality care and education for young children by providing support, training and professional development for child care providers. We also participate in broader initiatives to promote best practices in child care throughout San Francisco. CHILD CARE PROVIDER TRAINING AND SUPPORT Wu Yee’s expertise in assisting people to obtain family child care (FCC) business licenses and providing bilingual child development trainings continues to be well-known in San Francisco, especially through word of mouth. Our Provider Support Program includes: • Business development from licensing orientation to license expansion • Technical assistance, mentoring and successful business operation information • Training provided in both English and Cantonese. • Financial support to licensed Family Child Care Providers through scholarship programs including Start-up Cost, CPR and First Aid classes. • CPR reimbursements for center-based child care providers • A lending library of books, furniture and age-appropriate materials for providers A total of 208 providers participated in professional development training in fiscal year 2013- 2014, and 10 providers obtained new FCC licenses, providing over 100 new child care slots in San Francisco. FAMILY CHILD CARE QUALITY NETWORK Wu Yee works in conjunction with San Francisco Children’s Council to manage the Family Child Care Quality Network (FCCQN). Our FCCQN field consultants support providers in the network with access to a variety of training and resources, quarterly site visits to the providers’ homes to improve their quality ratings and help prepare them for nationally recognized assessment tools such as Family Child Care Environmental Rating Score (FCCERS) and the Classroom Assessment Scoring System (CLASS). FAMILY CHILD CARE FOOD PROGRAM Wu Yee’s Food Program provides food reimbursements to help family child care providers serve nutritious meals and snacks to children as well as technical assistance and nutrition training, menu planning, and licensing regulations. The Child Care Food Program (CCFP) is established by the U.S. Department of Agriculture (USDA). Wu Yee provided an average of 43,484 meal reimbursements to 43,484 132 Child Care Food Program providers every month, disbursing meal reimbursements approximately $933,653 of reimbursement to family child care were made every month providers throughout the year. In addition, this program supported through Wu Yee’s Food 864 children with free, nutritious meals. Program, to 120 child care providers, serving healthy meals and snacks to 848 children.
