Overview of the Project. The recommended route plan of The Road Project is as follows. The beginning of the route is Guanxia Village [K0+000] in Yangqi Township, Shangli County, level crossing with national road 319 [stake no. K889+760]. The main control points along the route are Yangqi Township (including Yanzhutang Village and Taohuachong Village), Dongyuan Township (including Shiling Village, Xiaojian Village, Shizishi Village, Dongyuan Village and Maling Village), Chishan Town (including Zhimuchong Village, Shapixia Village, Muchong Village, Jupiling Village and Shengtongling Village), Gaokeng Town (Peijia Village, span Shanghai-Kunming freeway, Nanmu Village and Shangtongmukeng Village), Nanyuan Township (including level-crossing of Xikeng Village [stake no. K32+091] and a link between national road 60 Shanghia-Kunming freeway and Luxi County [original stake number of provincial road 229 is K0+560], Yuanxi Village, Xingtangxia Village and Zhangjiapi Village), Yinhe Town (including Shanghuanbai Village, Tongzhishuxia Village, Hejiazhen Village and Hexia Village). Finally, the end of the route is level-crossing of Liwan Village in Xuanfeng Town, Luxi Coutny, east to 2.5 km of the recommended route, and national road 320 (stake no. K1031+067). The length of the route is about 48.937 km (0.2 km of long-chain, 0.041 km of short-chain). The Road Project will be started in the end of June 2017 and be completed in June 2019. ES2. Scope of Land Acquisition and House Demolition. The detailed measurement survey was carried out on September-October 2016 based on detailed design. Land acquisition (LA) involves in 7 towns with 29 villages and 162 village groups of Shangli County, Anyuan District and Luxi County with affecting a total population of 2,170 households with 8,965 persons (including 48 staff members of 2 enterprises), which include female population 4,468, accounting for 49.84%, and include minority 11 HHs with 15 persons. In terms of land and houses and other structures, 1,768.06 mu of collective land will be acquired, affecting 1,840 households with 7,584 persons. Residential houses of 10,753.5 m 2 will be demolished, affecting 49 households with 206 persons. 547 mu land will be acquired for temporarily, affecting 281 households with 1,127 persons. Non-residential houses of 1,187.65 m 2 will be demolished, affecting 2 enterprises and public institutions with 48 persons. ES3. Policy Framework and Project Entitlements. This Updated RP is based on the laws and regulations of the PRC and ADB Safeguard Policy Statement as per agreed RP. It has been updated to reflect the recent local regulations: (i) changed from the Notice of the Uniform AAOV Rates and Location- based Integrated Land Prices for Land Compensation of Jiangxi Province (GPG [2010] No.126) to the Notice of the People’s Government of Jiangxi Province on Adjusting the Uniform AAOV Rates of Requisitioned Land and Location-based Integrated Land Price (GPG [2015] No.81); and (ii) LAR Implementation Measures for Shangli-Luxi Xuanfeng Road (SLLZZ [2016] No.1). The compensation standards in this updated RP has been reviewed and updated. ES4. Income restoration measures are prepared based on the village group level, as the village committee will decide how to allocate the compensation and if the land will be adjusted. Among the 162 village groups, 56 village groups (34.57%) will loose more than 10% of the land. However, the highest income loss rate per capita at the village group level is only 2.42%. For these 56 village groups, there are two types: (i) 23 groups with arable land per capita above 0.4 mu after LA, improving planting structure, non- agricultural skill training, self-employment assistance will be provided; (ii) 33 groups with arable land per capita above 0.4 mu after LA, non-agricultural skill training will be provided. Those farmers, whose farmland per capita after LA is below 0.3 mu, will be included in the social security system. ES5. Vulnerable Households. The affected population includes 198 vulnerable households with 245 vulnerable people, including 45 households 45 persons with disability, 45 five-guarantee households and 45 five-guarantee persons, 27 women-headed households with 38 persons, 87 households and 117 vi persons covered by minimum living security. The Road Project affects 4,883 women accounting for 49.84% by the impact of the number. During project implementation and O&M stage, women will have priority to obtain unskilled jobs. In addition, women will receive equal pay for equal work like men do. However, employment of child labor is prohibited. Priority will be given to female labor in terms of skills training so as to ensure that their economic status and income. 3,000 person-times will be trained, in which female laborers are no less than 1,500 person-times (accounting for 50%). Women will receive relevant information during resettlement, and are encouraged to participate in resettlement consultation. The special FGDs for women will be held to introduce resettlement policies and improve their awareness ES6. Public Participation and Information Disclosure. Consultations and disclosure were carried out since 2014 during the project planning process. APs have been informed of the key points of this RP by various means and involved in the Road Project, such as meeting, interview, FGD, public participation meeting
