Moved by: Glenn De Baeremaeker Seconded by: Colleen Jordan THE EXECUTIVE COMMITTEE RECOMMENDS THAT the Chair of the Authority (Maria Augimeri), Jack Heath, Ron Moeser, Jim Tovey, Michael Di Biase, Giorgio Mammoliti, Colleen Jordan, Anthony Perruzza and any another other TRCA Members who are interested, be appointed to the Long Term Office Accommodation Working Group (LTOAWG) until the end of their current term of appointment to Toronto and Region Conservation Authority (TRCA) or until their successor is appointed; THAT the existing Head Office site at 5 Shoreham Drive be selected as the preferred site for TRCA's new headquarters building; AND FURTHER THAT staff prepare a report for consideration at Authority Meeting #2/15, scheduled to be held on February 27, 2015 for award of a preferred source contract to DTAH for the development of a Master Plan for the Black Creek Pioneer Village (BCPV) parking lot site, and the schematic design and costing of a new corporate headquarters building on the existing Head Office site at 5 Shoreham Drive. To support and advise staff as the project moves forward, a small Long Term Office Accommodation Working Group (LTOAWG) was created at Authority Meeting #4/08, held on May 23, 2008, by Resolution #A126/08, in part, as follows: THAT a Long Term Office Accommodation Working Group consisting of Toronto and Region Conservation Authority (TRCA) Members representative of the participating municipalities including the Chair, be created to support and guide staff in development and implementation of the Long Term Office Accommodation project;... ...THAT the Working Group include Chair Gerri Lynn O'Connor, Councillor Ron Moeser, Councillor Maria Augimeri, Deputy Mayor Jack Heath and Councillor John Sprovieri;... The Working Group is comprised of one representative from each of the City of Toronto, the regions of Durham, Peel and York, including the Chair of the Authority, and any other interested TRCA Members. Deputy Mayor Heath and Councillors Moeser and Tovey have expressed an interest in continuing on the LTOAWG, and the Chair of the Authority is to automatically be appointed. In addition, an appointee is needed to represent the Region of Durham, unless the Chair of the Authority, to be elected at Annual Authority Meeting #1/15, held on January 30, 2015, is a Durham representative. In 2012 the LTOAWG was reconstituted by the Authority. Since that time, staff has explored options for the construction of a new permanent head office facility on the parking lot lands that TRCA owns at BCPV and its present Head Office location at 5 Shoreham Drive. The firms of DTAH and N. Barry Lyon Consulting were hired as the design and finance team to examine international precedents, develop options for both sites, and investigate alternative methods of financing the proposals. The alternatives, which confirmed the general development carrying capacity and potential buildout of the lands, was presented to the LTOAWG on October 25, 2013, with financing options being discussed with staff in the following months. As space accommodation pressures increased during this time, TRCA has leased a temporary Interim Head Office facility at 101 Exchange Avenue for a six year term, as approved at Authority Meeting #2/14, held on March 28, 2014. Staff from the Downsview Office have been relocated to the Interim Head Office and staff from the 5 Shoreham Drive office will be relocated in March. The relocation of staff to 101 Exchange Avenue has eliminated the additional staff relocation costs previously associated with the redevelopment of the 5 Shoreham Drive site. 6 Staff has examined the existing planning and zoning permissions on both the 5 Shoreham Drive and BCPV parking lot sites. The BCPV parking lot site is designated as Parks and Open Space Areas – Other Open Space Areas in the City of Toronto Official Plan. These areas are to be used primarily for open spaces associated with specialized uses and facilities (eg. a TRCA facility). The 5 Shoreham Drive site is designated as Parks and Open Space Areas – Natural Areas which are to be used primarily for conservation and passive recreation uses. However, despite the Official Plan designations, the existing Zoning By-law on the 5 Shoreham Drive site allows for a wide variety of "uses of the Conservation Authority", and the property is pre-zoned for office use subject to the provisions of the by-law. This would allow for the redevelopment of the 5 Shoreham Drive site without the need for a Zoning By-law Amendment. The BCPV parking lot site, however, is subject to the City's new Zoning By-law which zones the site Open Space Recreation (OR) which does not include the site specific provision for "uses of the Conservation Authority" and does not allow for office based uses. Uses that are allowed include most public sector uses such as fire station, community centre, day care, entertainment, museum, etc. RATIONALE Staff has discussed this with City of Toronto Planning staff and a Zoning By-law Amendment is required to accommodate an office on the BCPV parking lot site. This is a long process, involving comprehensive public engagement and a well thought out plan incorporating public uses such as park land or other community uses. Extensive consultations with potential users and TRCA's partners, and the development of a comprehensive financing strategy are required over a two or three year period before any detailed design work could proceed. As such, it is unlikely that a new headquarters building could be constructed on the BCPV parking lot site and staff relocated within the six year timeframe of the lease at 101 Exchange Avenue. The existing Head Office site at 5 Shoreham Drive has been the location of TRCA's Head Office since the 1970's. It is located in close proximity to the steep slopes of the Black Creek Valley Corridor and associated significant natural features and includes Honour Roll trees.
