ADDITIONAL INFORMATION ...................................................................................... 71 Transit distances of Azerbaijan Railways CJSC .....................................................................72 Distances between Azerbaijan Railway Stations. .................................................................... 73 3 PART 1 INTERNATIONAL TARIFF POLICY 4 Tariff Policy on International Cargo Transportations for 2018 Freight Year of Azerbaijan Railways Closed Joint Stock Company Tariff Policy of Azerbaijan Railways Closed Joint Stock Company (hereinafter referred to as "Tariff Policy") is worked out on the basis of Tariff Policy on International Railway Transportations of CIS Member States after being discussed at yearly Tariff Conferences in accordance with the Tariff Agreement adopted by the Railway administrations of the CIS countries on February 17, 1993 and is approved by the Chairman of Azerbaijan Railways Closed Joint Stock Company. Tariff Agreement Participants are given in Annex 1. "Railway" means Azerbaijan Railways Closed Joint-Stock Company (hereinafter referred to as “AR” CJSC). 1. GENERAL PROVISIONS International transportation: - transit cargo transportation from third countries to third countries over the Railways of Tariff Agreement States; Third countries are those countries that are non-Tariff Agreement State. - Cargoes transported to third countries from Agreement States and vice versa; - Cargo transportation between the Railway Stations of Agreement States; 1.1 The tariffs of Tariff Policy are defined according to the International Transit Tariff (ITT) and are effective from January 1, 2018, to December 31, 2018, inclusive. The Tariff Policy does not include additional charges. Tariff currency is Swiss francs. Payments are primarily made in US dollars or euros. Calculation of Tariff Policy prices in US dollars or euros is carried out according to the exchange rate based on the average value of the ratio of Swiss francs to US dollar and euro determined according to the Reuters Agency's data for the last three months before declaration time. The ratio of Swiss francs to US dollar and euros for each new freight year is announced no later than December 1, in a centralized manner by the Tariff Policy Office of the CIS countries’ Railways. The ratio of Swiss francs to US dollars and euros can be changed by the Tariff Policy Office during freight year. As other participants of the Tariff Agreement, Azerbaijan Railways Closed Joint Stock Company is entitled to increase the transportation prices in the following order: - It may change tariffs for transit charges twice a year, subject to notification of the Tariff Policy Office and Tariff Agreement Participants (TAP) one month in advance; 5 - It may change tariffs for import and export transportation subject to notification of the Tariff Policy Office and Tariff Agreement Participants 15 days in advance; AR CJSC is entitled to lower transportation fees and additional charges indicated in this Tariff Policy. Amendments and supplements to the International Transit Tariff (hereinafter referred to as ITT), Unified Transit Tariff (hereinafter - UTT), Harmonized Nomenclature of Cargoes (hereinafter - HNC) and International Railway Transportation Agreement (hereinafter - IRTA), as well as the decisions of the participating States on the Tariff Policy of the Railway Transport Council provide grounds for making amendments and supplements to this Tariff Policy.
