The main objective of planning is to create employment opportunities, improve standard of living of the people below the poverty line, and attain self-reliance and creation to infrastructure. 1.1.2 Size of Eleventh Five Year Plan (2007-12) was determined at Rs.1,27,538 crore. However Sum of the Annual Plans from year 2007-08 to 2011-12 sanctioned by Planning Commission arrived actually at Rs.1,61,124 crore. Actual Expenditure of Eleventh Five Year Plan at the end of the year 2011-12 was around Rs.1,39,000 crore. 1.1.3 The size of the Annual Plan 2013-2014 is proposed at Rs.46,938 crore. Component wise allocations are as follows: (Rs. In crore) AP SIZE 46938 GENERAL (80.90%) SCSP (10.2%) TSP (8.9%) 37972.84 4787.68 4177.48 STATE STATE STATE (40%) 32772.84 3187.68 1774.48 DISTRICT DISTRICT DISTRICT (60%) 5200 1600 2403 1.1.4 Outlays are provided for Tribal Sub-Plan (TSP) and Scheduled Caste Sub-Plan (SCSP). Out of the Annual Plan. These outlays are in proportion to their respective population i.e. 10.2% for Scheduled Caste Sub-Plan and 8.9% for Tribal Sub-Plan. Category wise population figures as per the 2011 population census are yet not available. Hence, allocations to the respective sub-plans are made are based on 2001 population census. 1.1.5 For the year 2013-14, an outlay of Rs.5,200 crore is apportioned from General Plan to District General Plans. This allocation comes to 13.71 % of the General Plan (Rs.37,972.84 crore) and 11.08% of Annual Plan (Rs.46,938 crore). 1.1.6 A brief summary of various schemes within the outlay of Rs.46,938 crore for the Annual Plan 2013-2014 is given in Part II of this publication. Detailed GN statements in Part- III, summary of the District Plans including District wise allocation from sub-plans is given in Part-IV and Regional Statutory Board wise distribution statements as per the directives of HE Governor of Maharashtra are shown in Part-V. 1 District Annual Plan (General) 1.2.1 The Planning Department prepares annual plan within the limits of the resources informed by the Finance Department. The district plan size is determined on the assumed size of the annual plan and the ceiling is communicated to the respective DPCs for the preparation of the draft plans. 1.2.2 The allocation for district plan is for various districts is based on the following formula: Sr. No. Item % of total 1 Total General Population of the District 30 2 General Rural Population in the district 20 3 Area of the District 30 4 Human Development Index 20 Total 100 Scheduled Caste Sub Plan 1.3.1 The Scheduled Caste Sub-Plan has been introduced to ensure the benefit for the scheduled caste people through the planned development process. As per the 2001 population Census, the population of the scheduled caste in the state is 98.81lakh. This accounts for about 10.20% of the total population in the state. 1.3.2 The specific policy instruments under the Scheduled Caste Sub plan are directed towards development through beneficiary oriented schemes, infrastructural development through basti-oriented programmes, education development programme, elimination of scavenging and welfare programme for improvement of health, shelter and minimum needs programme of the scheduled castes community. The Scheduled Caste Sub plan is finalised by the Social Justice Department of the State. 1.3.3 The proposed outlay for The Scheduled Caste Sub-Plan for the Annual Plan 2013-14 is Rs.4787.68 crore. Tribal Sub-Plan 1.4.1 The area covered under, Tribal Sub-Plan is 50,757 Km. which account for about 16.5 %. There are 47 Scheduled Tribes in the state, whose combined population as per the 2001 Population Census is 85.77 lakh, which is 8.9% of the State’s total population i.e.968.48 lakh. 1.4.2 The Tribal Sub-Plan (T.S.P.) comprises of the infrastructure facilities provided in the Integrated Tribal Development Plan (ITDP). MADA and Mini-MADA Pockets and also implement the individual beneficiary oriented schemes for tribals, both living within and outside the tribal areas. 1.4.3 Schemes which directly benefit the tribal population as a whole as well as individual beneficiary oriented schemes are taken up under the Tribal Sub-Plan. Adequate provisions are 2 made for Rural Development, Development of Hilly areas in TSP Districts, Minor Irrigation, Road Development, Education, Health and Water Supply. etc. 1.4.4 The proposed outlay for Tribal Sub Plan for the Annual Plan 2013-14 is Rs.4177.48 crore. Out of which 60 % is provided for District Level schemes and 40 % for State level schemes. Sectoral Details 1.5 Sectoral details of following sectors are given in Section II of this publication. 1. General Services Twelfth Five Year Plans (2012-17) 1.6.1 The Twelfth Five Year Plan 2012-17 has commenced from the year 2012-13.The proposed outlay & sectoral distribution of Twelfth Five Year Plan (2012-17) was submitted to Planning Commission, New Delhi at the meeting held for the approval of Annual Plan2012-13. 1.6.2 As per the approach paper circulated by the Government of India, 11 working groups were formed. Based on the Resources available, the size of the Twelfth Five Year Plan has been fixed at Rs. 2,75,000 crore. On the basis of 2001 population census, outlays proposed for Scheduled Caste Sub-Plan (SCSP) to their proportion to population i.e. 10.2% is Rs.28,050 crore and 8.9% for Tribal Sub-Plan (TSP) is Rs.24,475 crore. For the Twelfth Five Year Plan Rs.27,500 crore have been allocated to the District General Plan component. 1.6.3 The Twelfth Five Year Plan (2012-17) of the state was submitted to the National Development Council in the meeting held on 27th December 2012 at New Delhi.
