UNICEF SITUATION REPORT MADAGASCAR - EXTERNAL 7 AUGUST 2007 MAJOR DEVELOPMENTS • Distribution of non-food items by helicopter for 202 target families in isolated communities (not previously reported) has been completed by 30 Monday July 2007. • In the mean time, the opportunity of having the helicopter has been taken to visit the most isolated localities affected to evaluate the impact of the response and the status of health facilities. • Construction of ALURONDA structures for schools has started in the north. Local materials are being purchased (bricks, sand, gravel, stones and flat stones) and the routing toward the sites concerned is being prepared. Transport of Aluronda Structures in Sofia Construction of Aluronda Structures in Diana WATER, SANITATION AND HYGIENE Well rehabilitation and disinfection of 62 wells: Two wells have been rehabilitated during the report period, which bring the number to 20 wells so far rehabilitated: five in Sofia and 15 in Ambanja (Diana). The work carried out were emptying the contents of the well – water, sludge and debris, drainage curtain, sanitary seal, cover and lifting mechanisms (India Mark III hand pump installation) and disinfecting the well. For the remaining (42 wells) the activities on the ground have been suspended from 10 July because of internal issues at DEPA level in TANA. The WASH provisory committees in the project areas have been encouraging community to clean and protect the water points by fencing them. Rehabilitation and Construction of New gravity water system: A total of 16,000 m of pipes (15000m of 75mm PE pipe and 1000m of 32mm PE pipe) and accessories have been ordered for rehabilitation and Construction work of the Gravity system (six rehabilitation systems in Diana and five new gravity water system in Sofia). 2 WASH in schools: Education and Wash teams have visited targeted schools. Also, cultural and appropriate school latrines design has been adopted with the Regional Direction of National Education (DREN) in Antsohihy. HEALTH AND NUTRITION Health: Mosquito Nets have been delivered to three Service de Sante de District (SSD) (Antsohihy: 1,700: Port Bergé: 5,000 and Analalava: 1,500) Rehabilitation of Basic Health Care Centers (CSB): Five CSB have been rehabilitated with the "kit petite rehabilitation" (painting indoor & beds) and equipped with mattress and mosquito nets are on going. Nine CSB have been visited by Helicopter and new assessments for the 39 CSB to be rehabilitated will be conducted in August. In the following weeks will be transported by the Regional Health Authorities to the Basic Health Centers. (CSB) UNICEF is carrying out outreach activities on Expended Program of Immunization (EPI) Nutrition: South East All planned services for screening and management of acute malnutrition where set up in the districts of Nosy- Varika and Mananjary: 26 community sites that carry out screening of acute malnutrition, 17 health centers where children diagnosed malnourished are treated and two hospitals where acute malnutrition with complication is managed. 3 Results of screening activities at 30 July: 118 , 0.5% Total children <5 screened 1,725 , 7.8% for malnutrition: 22,057 Children not malnouris hed Children moderate malnouris hed Children severe malnouris hed 20,214 , 91.6% South: Nutrition technicians from UNICEF and Ministry of health conduct a monitoring visit in the 12 health centers and four hospitals of Anosy and Androy Regions where screening and treatment of acute malnutrition have been set up in January 2007. Since June 2007 no new cases of acute malnutrition have been admitted in the health facilities. The food security situation is not worrying, the June – July harvest has been abundant and there is food items availability at accessible prices in the village markets. During a workshop held on 3 August Nutrition Service of Ministry of Health, National Nutrition Office and nutrition NGOs validated the updated Protocol for Acute Malnutrition Management. This Protocol, tested during the Nutrition Response after the Emergency, aims to reinforce the ambulatory treatment of severe cases of malnutrition. A pool of trainers from Ministry of Health, ONN and NGO will be trained on the updated strategies during a workshop that will be carried out from 7 to 11 August in Mananjary (District affected by the cyclone season). EDUCATION Reconstruction and rehabilitation of classrooms: The reconstruction of classrooms completely destroyed by cyclones has been started, with 90 Aluronda anti-cyclonic classrooms in the regions of Sofia, Diana, Sava, Analnijirofo and Vatovavy Fitovinany. An implementation plan has been elaborated, with terms of reference for the mobile teams and other executing partners, including church-affiliated NGOs. The constructions are carried out in close collaboration with local education authorities (CISCOs). Communities have been mobilized and most of the structures had been transported to the construction sites by end July. Cement, brick and other construction materials have been ordered locally and transportation to the sites has begun. Mobile technical teams and entrepreneurs have been engaged and are on the ground to assist in the erection of the structures and the supervision of communities in constructing the walls and roofs with locally available materials. The implementation started in July and is expected to be completed by end August, in time for the 2007/2008 school year starting in September. The Ministry of Education has also requested UNICEF’s assistance in reconstructing a further 95 classrooms destroyed by the cyclone Indlala, with emergency funds obtained from the Norwegian government. The list of sites has been proposed by UNICEF and validated by the Ministry of Education, and the process to contract entrepreneurs for the construction is underway. Training: In the regions affected by the cyclones (Sofia, Diana, Sava, Analanjirofo and Vatovavy Fitovinany), the regional education authorities (DREN) and district education authorities (CISCOs) have trained teachers to organize make-up classes for elementary school pupils who lost class time as a result of the cyclones. UNICEF continues to support training in emergency preparation and response to education officials: To date, 9,500 schools in cyclone-prone areas have benefited from training. The rest of the schools will be covered by end 2008, with the objective to reach all 22,000 primary schools in the country. Pupils’ guides and teachers’ 4 guides on how to react to major catastrophes have been developed in close collaboration with BNGRC and the Ministry of Education. 160,000 pupils’ guides and 40,000 teachers’ guides have been printed and are in the process of distribution. INTER-AGENCY COLLABORATION AND KEY PARTNERSHIPS Cluster activities: The 3rd and 4th nutrition cluster meetings called by the National Nutrition Office took place on 29 June and 27 July. The minimum package of activities to conduct in case of nutrition alert had been discussed and the proposal will be validated in the next meeting planned in the third week of August. A Joint UNICEF / BNGRC Rapid Assessment Training for nine regions will start on 8 August with the support of UNICEF’s regional office for East and Southern Africa. 5.
