Resumption of the session The sitting opened at 17.00. 2. Statements by the President The President condemned the recent terrorist attacks in a number of European towns and cities and expressed Parliament's solidarity with the victims of terrorism and of the recent natural disasters. Parliament observed a minute's silence in memory of the victims. * * * The following spoke: — Nicola Danti to reiterate the need for the EU's commitment to fighting climate change (the President expressed his agreement), — Gianni Pittella to mark the anniversary of the death of Salvador Allende, — Franck Proust to talk about Hurricane Irma, managing natural disasters and the role of the European Solidarity Fund (the President provided an explanation), — Sajjad Karim on the future of EU citizens resident in the United Kingdom and on the conditions for awarding the Sakharov Prize, — James Carver to talk about the speech by Franck Proust (the President provided an explanation), and — Teresa Jiménez-Becerril Barrio on the recent earthquake in Mexico (the President expressed his agreement). 3. Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. 4. Composition of Parliament Petr Mach and Glenis Willmott had tendered their resignations as Members of the European Parliament with effect from 1 September and 3 October 2017 respectively. In accordance with Rule 4(1) and (2), Parliament had established the vacancy of the seats of Petr Mach and Glenis Willmott from 1 September and 3 October 2017 respectively and had informed the relevant national authorities. * * * Mariya Gabriel had been appointed a member of the European Commission with effect from 7 July 2017. The relevant authorities in Germany had announced that Herbert Reul had been appointed a member of the regional government of North Rhine-Westphalia with effect from 7 July 2017. C 89/4 EN Off icial Jour nal of the European Union 8.3.2018 Monday 11 September 2017 The relevant authorities in the Republic of France had announced that Louis Aliot had been elected as a member of the French Parliament with effect from 21 July 2017. The Council of the European Union had announced that Ildikó Gáll-Pelcz had been appointed a member of the European Court of Auditors with effect from 1 September 2017. Parliament noted that, in accordance with Article 7(1) and (3) of the Act concerning the election of Members of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament and established the vacancy of the seats concerned with effect from 7 July, 21 July and 1 September respec- tively and would inform the relevant national authorities. * * * The relevant authorities in Malta, the Federal Republic of Germany, the United Kingdom and the Republic of France had informed the European Parliament of the election of Francis Zammit Dimech, Dennis Radtke, Jonathan Bullock, France Jamet and Nosheena Mobarik with effect from 24 June, 24 July, 1 August, 21 July and 8 September as replacements for Therese Comodini Cachia, Herbert Reul, Roger Helmer, Louis Aliot and Ian Duncan respectively. Parliament took note of their election. Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Francis Zammit Dimech, Dennis Radtke, Jonathan Bullock, France Jamet and Nosheena Mobarik would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto. 5. Verification of credentials On a proposal from the JURI Committee, Parliament validated the mandates of John Flack, André Elissen, Christelle Lechevalier, Marie-Pierre Vieu, Wajid Kahn and John Howarth. 6. Assessment of compatibility of a mission entrusted to a Member At its meeting of 12 July 2017, the JURI Committee undertook, in accordance with Rule 4(5), an assessment of the compatibility of the temporary mission entrusted by the Prime Minister of France to Arnaud Danjean concerning the start of the development of a strategic defence and national security review with the Act of 20 September 1976 and found that it was compatible with the Act. 7. Request for waiver of immunity — termination of procedure The JURI Committee as the committee responsible had informed the President that, in the light of the election of Marine Le Pen to the French National Assembly, the request for the waiver of her immunity which had been announced in plenary on 26 April 2017 (minutes of 26.4.2017, item 6) no longer had a rationale, since Marine Le Pen no longer enjoyed immunity under the Protocol on the privileges and immunities of the European Union. The waiver of immunity procedure had therefore been terminated.
