Standard of expense for water supply, power connection and traffic as well as leveling the land for reconstruction is altered from "5 Yuan/Mr2 " to "375 Yuan per family whose resettlement house area is not larger than 100m2"/"750 Yuan per family whose resettlement house area is larger than 100m2". Compensation standard for family transit cost/ delay of their work and other subsidy are 150 Yuan per family. Therefore, cost of this item is increased from 962443 Yuan to 1186050 Yuan. Increased amount is 223607 Yuan. (This revision should be affirmed by higher institutions). 2. Compensation standard on brick & concrete structure is lifted from 21OYuan/m 2 to 22OYuan/m 2, which is determined by Mr. Zhang, Xuefeng (Vise Director of HPCD) and Mr. Liu, Zefu. Therefore, cost of this item is increased from 13588008 Yuan to 14235056 Yuan. Increased amount is 647048 Yuan. 3. Capital flow direction in the Capital Flowchart is consulted between Mr. Zhang, Xuefeng and Mr. Liu, Zefu. It is determined that account for land compensation should be opened in local county banks by county-level resettlement institutions. Fund application plan should be put forward by village administrative committee(VAC) and be approved by relevant county/town institutions before drawing from banks who can otherwise refuse the payment. Revision on Contents of Resettlement Action Plan Additional contents are included such as relevant regulations in Guideline OP4.12 issued by the World Bank, Form of Village Land Compensation Fund, labor resettlement methods, Form of Rights & Benefits etc.. The General Description on the Project Chapter 1 The General Description on the Project 1.1 Introduction Xiao-xiang expressway (Xiaogan city-Xiangfan city) is an important part of yinchuan-xian-wuhan expressway, which serves the China west region development, also one of the priority projects of communications in developing the west region. It is as well the third project financially supported by the World Bank following the national road project III and IV. The total length is 243km linked between Shengjiawan, Xiaonan district of Xiaogan city and Gaoying, Xiangfan county by passing through Xiaochang county, Yunmeng county, Anlu city, Zengdu district, Zaoyang city and Xiangyang county. Entrusted by Hubei Provincial Communications Department (HPCD), Hubei Communitions Planning and Design Institute (HBCPDI) did the pre-feasibility study for Hanshi (Wuhan city-Shiyan city) in February 1993, and finished the pre-feasibility study report in November 1997. In December 1997, Hubei Economic Planning Committee and HPCD passed the examination on the report. In May of year 2000, HPCD decided to use the budget of the World Bank for construction of Xiaogan-xiangfan section of Hanshi Expressway, then HBCPDI recomposed the pre-feasibility study report for Xiao-xiang Expressway in June of year 2000. The engineering feasibility study report had been finished by October 2000. In the report, HBCPDI brought forward three schemes for the alignment, including the reach of Xiaogan-xiangfan. Scheme I: the starting point is close to chengcitangwan and links with the northeast reach of around-city highway of Wuhan, which is a commonly used section of Beijing-zhuhai and Shanghai -chengdu expressways, then passes through Xinjiawan of Huangpi county and crosses Beijing-zhuhai expressway at Guichuan (Shengjiawan is the starting point of Xiaoxiang Expressway), then enters Yunmeng county at Wushu Village of Baisha Town by passing through the north of Xiaogan urban district and Xihe, links with Anlu through Zengdian and Daodian, then crosses Handan railway at Tangchen Village and NH316 at Jiepai Village, crosses Fu river and enters Suizhou city through Yiandian, by paralleling the Suian road goes to Hedian, spans over Suiying road, then l-l The General Description on the Project enters Wangcheng of Zaoyang city at Guanyinyan Village, extends further westward to Shuanggou, passing the north of Liuji airport of Xiangfan city then crosses Suixin road, Jiao-liu railway and Fanwei road to the south of Huopai and finally goes westwards and arrives the destination Gaoying, where Hanshi highway, Xiangjin connecting road and Fannan Highway are linked. This scheme is 269 Km in length, among which Xiaogan-xiangfan reach is 243 Km. Scheme II: It has the same starting point of and deviates more southward from Scheme I, passes through Tianhe of Huangpi county, crosses Beijing-zhuhai expressway at Dongyuemiao of Xiaonan district, crosses NH107 to the south of Maocheng, then crosses Fu river at Sanhedian and turns towards the direction of northwest, and enters Jingshan county at Dianzifu by passing through luowu mountain, through Kuaihuo town by paralleling Suiying road enters Suizhou city at Xiaofuwan. Then the line goes towards the direction of northwest along Dahong Mountain and enters Zhaoyang city at Xinji town. Then, the line passes through Chehe, Gengji and enters Xiangyang County at a place nearby Zhaojiawan. Continuously, it goes to the north of Luogang reservoir and crosses Handan railway at a place close to Xinzhuang, after passing through Dongheying, it coincides with Scheme I and finishes at Zouyin. This scheme is 276km in length including the 252km reach of Xiaogan-xiangfan. Scheme III: It has the same starting point of Scheme I. The alignment extends northwestward through south of Tumiao of Huangpi County. It crosses Huangxiao road at Qingsonggang and enters Xiaogan city by crossing Jie river at Guanjiahe, and then crosses Beijing-zhuhai highway at the north of Fangji through the south of Anguan reservoir. Then it crosses Beijing-guangzhou railway at Zhougang of Xiaochang county by passing through Huan river, crosses Daan road at Zougangwan of Anlu, then crosses Pingfu road to the west of Jinjiadian, crossing NH316 at Zhangjiaqi then passing by southern side of Fu river, linking with Changlinggang, Dayanpo, lLanghedian, passes a place to the south of Suizhou city by 5.2km, then passes by northeast of Liangting and links with the line of Scheme I by crossing Jun river. Scheme III is 269km in length including 235km reach of Xiaogan-xiangfan. By making comparison among the three schemes in the aspects of engineering, 1-2 The General Description on the Project environment and settlement, Scheme I is recommended by experts as the planning line of Xiao-xiangg expressway. Besides, it is planned under this project to construct three inter-connecting roads to Yunmeng county, Suizhou city, Zaoyang County. Mileage of Yunmeng Inter-connecting road will be 12.8km which links between downtown of Yunmeng/its surrounding towns and Yunmeng Interchange in this Project. It will provide a passageway between these areas and this expressway project. Suizhou Inter-connecting Road starts at Hedian Interchange on the recommended Scheme A and ends at NH3 16 on eastern downtown of Suizhou. Total mileage is about 12.9km. This link road is a key passageway between Xiao-xiang Expressway and downtown of Suihzou/its neighboring areas/NH3 16. Zaoyang Inter-connecting Road starts at Zaoyang Interchange on the recommended Scheme A and ends at NH316/eastern ring road of Zaoyang City under construction presently. Total mileage is 11km. This link road is a key passageway between Xiao-xiang Expressway and downtown of Zaoyang/its neighboring areas/NH3 16. Main works scale of XXE are shown in Table 1-1. The evaluated investment for the project is 75.8x108 yuan in RMB and planed to start in July of year 2002 and completed in December of year 2005. Entrusted by HPCD, HBCPDI hired the Shanghai Institute of Shipping Design for compiling the reports of Environmental Influences Assessment (EIA) and Environmental Action Plan (EAP). The direction of this road is shown in the "Sketch Map of Xiao-xiangg Expressway". It has obviously significance to construct this expressway for quickening the developing of China's western region, accelerating the achievement of big passageway linking with the middle and the western regions, enhancing the social and economic connections among the western region, the Yangtze middle reach economic zone and coastal region in China's southern region. 1.2 The Economic Status of the Regions Influenced by the Project. The directly influenced regions are: Xiaogan city: Xiaonan district, Xiaochang county, Yunmeng county and Anlu city; Suizhou city: Zengdu district; Xiangfan city: Zaoyang city, Xiangyang county. It can be seen that the project will pass through three provincial level cities 1-4 The General Description on the Project consisting of seven counties and districts.
