Consideration of Minutes of the Annual General Meeting of the Municipal District of Donegal held on the 9 th June , 2020 . 2. Cllr Noel Jordan “ T o ask this MD to seek clarification and a starting date from Irish Water on the upgrade of the wastewater treatment plants in Mountcharles as it is halting planning applications within the town boundaries . ” 4. Cllr Micheal McMahon “ That this Mu nicipal District meet with the D ept of housing, planning and local government regarding the f ire stations in Bundoran and Ballyshannon ”. 5. Cllr Barry Sweeny Rossnowlagh Community Action Plan That this municipal district will facilitate a strategic Community Action Plan to address the many issues facing the people of the Rossnowlagh area. This woul d include an information day with questions and answers to allow the community to convey and receive information regarding issues such as water supply, traffic management, pedestrian, cycle and water safety, flooding, environmental protection, planning, tr ading and economic development. Questions 6 . Cllr McMahon “ What can be done with the O.P.W with regards to cleaning the lower section of the termon river? ” 7 . Cllr Sweeny “ Can Donegal County Council assist in a plan to install a bench seat in memory of former mayor of Ballyshannon, P.J. Branley as per agreement by Ballyshannon Town Council prior to its cessation and can this project be enabled by funds left by the Town Council? ” Page No. 2 8 . Cllr Sweeny “ Can DCC give cross directorate assistance to the businesses , workers, creative arts sector and the community of South Donegal effected financially and socially by Covid19 by way of a community plan to create a multi - use covered space for food/drink business activity, farmer’s market, Craft fair, arts/music/family events. M. ON TUESDAY THE 9 TH JUNE 20 20 IN THE ST. Mark Sweeney , A/Area Manager, Roads Transportation Ms. Caroline Britton, A/Staff Officer, Housing & Corporate Services Ms. Suzanne Bogan, Waste Awareness Officer, Environment Mr. Paddy Doherty, Divisional Manager, Community Development Ms. Aideen Quinn, Executive Planner, Planning Section MDD/0 65 /20 Votes of Sympathy A vote of sympathy was passed in respect of the f ollowing recent deaths; - The late Alphonsus (Phonsie) McGinty, retired employee, Roads Donegal, father - in - law of Noel Mongan, Water Inspector, Water Services, MD of Donegal The late Margaret Sweeney, aunt of Mark Sweeney, A/Area Manager, Roads/Tran s portati on, MD of Donegal MDD/0 66 /20 Consideration of Minutes of Special meeting of the Municipal District of Donegal held on the 26 th May 2020 On the proposal of Cllr Conaghan, seconded by Cllr Sweeny the minutes of the Special meeting of the Municipal District of Donegal held on the 26 th May 2020 were confirmed. Members also noted it had been unanimously agreed to hold the MD meetings in the St. John Bosco Community Centre for the remainder of 2020 to facilitate social distancing (Covid - 19). In response to a query from Cllrs Naughton and Jordan regarding the SPC meetings re - convening, Mr. P Sheerin informed Members that he had conveyed the sentiments expressed at the last meeting to Director of Housing & Corporate Services and that he understands the matter an d arrangements for re - convening are 1 Minutes of Annual General Meeting of Municipal District of Donegal on 9 th June 2020 under review. Mr. G Martin informed Members that the intention is to get back to a normal schedule of all meetings in July 2020. Members re - iterated the importance of the SPC meetings returning, to enable business to b e conducted. MDD/0 67 / 20 OUTGOING CATHAOIRLEA CH’S ADDRESS Cllr Jordan a dd ressed the meeting , thanking Pauric O’Neill and Lee Jordan for the use of the St. John Bosco Community Centre. He briefed the meeting in relation to Fire Safety, Covid – 19 arrangem ents/social distancing, etc. and also confirmed that the standing orders applied in the St. John Bosco Centre same as if the meeting were being held in the Public Services Centre. He noted that today ’s meeting was convened to deal with the Statutory Busin ess of the Annual General Meeting and that the normal MD meetings would resume in July 2020 in the St. John Bosco Community Centre. Cllr Jordan commended the Staff and Members of the District and submitted he felt that this District works very well as a team and highlighted some of the major projects that are progressing including; - Mountcharles to Drumbeigh (Phase I) R oad W orks and P hase II works to Inver Continuation of imp rovements to the Pettigo Laghey Road Progress on Fintra Bridge Footpath on Rossn owlagh Road, Ballyshannon Footpath from Donegal Town to Killymard He submitted that his year as Cathaoirleach had ended up being very strange due to the Covid 19 and thanked staff and members for continuing with necessary work in these difficult times and looked forward to the future. Members paid tribute to Cllr Jordan in the manner in which he had conducted himself as Cathaoirleach submitting that he had been very fair and had facilitated the continued good working of the District. MDD/0 68 / 20 ELECTION OF CATHAOIRLEACH Cllr Jordan then called for nominations for the position of Cathaoirleach. On the proposal of Cllr McMahon seconded by Cllr Kennedy , Members agreed to elect Cllr Naughton to the position of Cathaoirleach of the Municipal District of Doneg al f or the coming year. Cllr Naughton took the Chair. He thanked his proposer , seconde r and Members for electing him to the position of Cathaoirleach submitting that he looked forward to all working together for the people of the Municipal District , fro m Bundoran to Glencolmcille . 2 Minutes of Annual General Meeting of Municipal District of Donegal on 9 th June 2020 He referred to these unprece dented times with Covid 19 , and of the challenges that lie ahead for the County and Country to recover from the economic impact of the virus. He submitted that the onus lies on all to help to add ress the challenges faced by the business and tourism sectors. He submitted that Members should all be lobbying to get the economy back on track and referred to issues including; - Commercial rates, Insurance etc. Supports for the Hospitality and Tourism Industry Supports required from Banks to the SME’s The need for Government to provide financial supports for business es The need to keep investment going e.g. roads and other infrastructure Projects The need to get people back to work Other incentives fo r business such as the review of parking charges / VAT etc. Cllr Naughton also thanked the St. John Bosco Community Centre Committee for the meeting venue submitting that it is good to get back to business at meetings. He also thanked Officials for their continued availability during the Covid 19 restrictions. He looked forward to the year ahead and everyone working together to get things done in the District.
