NATIONAL EMERGENCY OPERATION CENTER TROPICAL CYCLONE WINSTON SITUATION REPORT 86 of 16/03/2016 The purpose of this report is to provide the update on the current operations undertaken after TC Winston. This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0000 hours – 0800 hours on Wednesday, 16/03/2016. Updates in this report summarise all reports and briefs submitted from the four (04) Divisional Emergency Operation Centres (DEOC’s). 1.0 HIGHLIGHTS OF LAST 12 HOURS Verification of DDA Template of Churches, community halls, stores/canteen in various Communities in the Tikina Nagonenicolo. Relief supplies from overseas donors received at CWD Yard for deliveries to affected areas in the Western Division. A chartered four engine Antonov cargo plane will touch down at Nausori International Airport on Thursday with the first relief items from China. Damages statues recorded by Ministry of Fisheries & Forest totals $18,099,000. Milling timber from fallen trees in Nacamaki, Koro has started. 1.1 STATUS SUMMARY Number of deaths remained at 44 when this report was compiled. Only two (2) Divisions, Western and Eastern still have active Evacuation Centres. Associated cloud and showers affects the southern parts of the group. Meanwhile, a weak trough of low pressure with associated and showers is approaching Fiji from the west. Forecast to midnight tonight for the Fiji group: Some showers about Kadavu, Southern Lau group, the western parts and interior of the larger islands. Elsewhere, fine apart from isolated afternoon or evening showers and few thunderstorms. Moderate northerly winds, becoming predominantly northwesterly from later today. Moderate to rough seas. Outlook for Thursday: Some showers about Kadavu, Southern Lau group, the western parts and interior of the large islands. Elsewhere, fine apart from isolated afternoon or evening showers and thunderstorms. Situation: A frontal system remains to the south of Fiji. Moderate seas. 3 2.0 DIVISIONAL UPDATES Brief summary of updates for the four [4] divisions are highlighted below: 2.1 CENTRAL DIVISION Continuation of provincial consultation in the division. Continuous distribution of seedings including Kumala cutting by the officers from the Ministry of Agriculture. Health Officials from Tikina Nagonenicolo, requested for a Generator to assist in the power supply in the area. D.O Korovou requested for the provision of tarpaulin to assist those government officers whose homes were partially and completely destroyed. Teams continue to deliver food rations to Red Zone communities. Team deployed to Tikina Nagonenicolo for Provincial Consultation and was also accompanied by Dr. Maikeli Ove who also briefs the community on precautionary measures. 2.2 EASTERN DIVISION The team from EOC Levuka continues to distribute clothes and household items donated by the Methodist Church around the island of Ovalau. The DO Gau/Nairai/Batiki will be travelling to Batiki and Nairai to conduct further assessment when the weather permits as they are experiencing rough seas at the moment. The team led by OC Department of Correction has completed the cleaning and clearing of debris around the Vagadaci Government Quarters. The cleaning and clearing of debris at LPS Secondary Government Quarters will be done on Wednesday (16/03/16). The Town Council has cleared refuses and debris around the Nasova Pafco, beside FEA, Batiniwai-Navoka, King Street and Royal Hotel. 2.3 NORTHERN DIVISION Agriculture Rehab Summary – Cakaudrove: Date Tikina HH Kumala F/Bean Okra Cowpea Cabbage E/plant L/bean 14/03/16 Savusavu 106 54 86 102 112 56 8 - 14/03/16 Naweni 86 86 86 86 86 44 8 - 15/03/16 Wailevu 468 442 468 468 468 228 48 230 Total 660 582 640 656 666 328 64 230 2.4 WESTERN DIVISION Food Ration deliveries continued today for District EOC’s. Additional Request for 712 Food Packs for Lautoka District received yesterday evening. Ministry of Agriculture continues their distribution of seeds, and cutting to all affected districts within the division. 4 3.0 AGENCY UPDATES 3.1. Ministry of Health Unconfirmed cases of diarrhoea and dengue fever and two (2) cases of Leptospirosis identified at Tikina Nagonenicolo/Naboubuco. Ministry of Health continues spraying villages and settlements in Ovalau. 3.2 Water Authority of Fiji WAF and DEOC team continuously follow up on the request for water from the various villages and settlements in the Central Division. The WAF has restored drinking water for Viro village and Viro School with the assistance of villages. 3.3 Ministry of Education MOE team continues to distribute wash kits, textbooks, school in a box and tarpaulins to schools in Ovalau. The MOE team has delivered aid (TLS) to St. Johns Cawaci with donations from Clyde Primary School in New Zealand. The MoE has commenced classes at SJC. 3.4 Ministry of Fisheries & Forests Team to Cabini and neighboring village departs at 0830hrs on Friday (18/03/16), to give out non-food stuffs to villagers affected and staffs to assist in cleanup. A team left for Vanuabalavu yesterday Tuesday (15/03/16). MFF continues to attend the FAO food security and livelihood cluster committee meetings with Ministry of Agriculture to source assistance for food security purposes through assistances for projects like fish and prawn farming. 3.5 Bureau of Statistics Bureau of Statistics continue to monitor Evacuation Centres and populations in the Eastern Division. 3.6 NGO Updates Rotary Club and all hands Volunteer coordinator requested for statistics and status of communities and schools. Global Compassion has submitted the list of donations that was delivered to villages around Ovalau and the list has been filed at Ovalau District EOC. Think Pacific has also submitted a list on the donations that they had delivered to villages in Moturiki and Batiki. 5 4.0 CONCLUSION The number of Evacuation Centres and Evacuees continues to drop in the Eastern and Western Division which shows the effectiveness of the rehabilitation programme with families receiving timely aid to assist them in rebuilding their lives. Consolidated statistical analysis of damages and loss needs to be forthcoming from divisions to ascertain the dollar value for rehabilitation.
