County Leitrim Streetscape Enhancement Scheme Outline 2021 ‘Our Rural Future’ 1 Scheme Objective Improving the appearance of shopfronts and business premises and promoting the commercial potential of Leitrim’s Towns and Villages, is a key objective of Leitrim County Council as part of the ongoing enhancement of our Towns and Villages. The objective of the Streetscape Enhancement scheme is to support all premises owners to contribute positively to their locality, and in turn contribute to making the County the best place possible to live, work, visit or invest in. The eligible works under the scheme includes greening, painting, decluttering, signage/shopfront improvements as set out in detail below. The scheme also seeks to encourage best practice approaches to shopfront design, maintenance and presentation and painting; the conservation of historic features where appropriate; and the overall enhancement of commercial streets and shopping areas. Eligibility Criteria WORKS MUST NOT COMMENCE UNDER THIS SCHEME WITHOUT FORMAL APPROVAL BY LEITRIM COUNTY COUNCIL AND CONFIRMATION OF COMPLETED ENGAGEMENT WITH ARCHITECTURAL CONSULTANT. Assistance will not be offered in retrospect to costs already incurred for the improvement of shopfronts. Applicants would normally be the property owner of the building for which they are applying to the scheme. Or where the applicant is a leasee, the application should be made with the consent of the landlord/owner of the building. Consideration will be given to other applicants working in collaboration with property owners and where the overall objective of the scheme can be delivered. Planning Permissions And Licensing Generally minor work to redecorate or repair shopfronts is termed ‘exempted development’, within the meaning of planning and development acts. Guidance will be provided at time of grant approval in regard to more substantial works to the front of the building. Assistance Design Principles for Better Shopfronts and Colour Palette Selection. An attractive shopfront to your premises or the selection of vibrant colours in painting front elevations of buildings in town centres supports the overall attractiveness of your street and help to improve footfall to the area. 2 The scheme provides for a consultant architect advice and support in regard to all aspects of the scheme including design principles, signage, shop fronts and colour selection. Successful applicants will be required to engage and avail of this advice and support. Eligible Premises Commercial, residential, or unoccupied buildings in town/village centre locations of Carrick on Shannon, Ballinamore, Kinlough, Drumshanbo, Dromahair, Leitrim Village and Dromod. Eligible Works Description Maximum amount of Grant. Green enhancement of entrances/ €500 terraces with planting Painting of building/shopfront in €1,500 carefully selected colours which will complement the host building and streetscape. Mural (agreed in advance with Local Authority) Decluttering and repair of shopfronts. €2,000 (Decluttering can include such works as removing unnecessary signs, flagpoles, wiring etc.) Replacement of signage with traditional €4,000 wooden fascia with wooden/hand painted lettering OR contemporary design Canopies/Awnings complementary to the materials of the shopfront and building (including street furniture). Replacement of existing shopfront with traditional painted wooden shopfront OR contemporary design Maximum per building €8,000 3 Grant Amounts Grant funding will be provided at the following rates: • 70% for Individual premises – matched funding 30% provided by the applicant. • 80% for Joint applications (groups of 3 or more adjacent premises – matched funding 20% provided by the applicant. • 100% - 100% of cost of supplies (paint etc) where all work is undertaken by applicant. • Eligible Applicants: Eligible applicants will in the main be • Owners of commercial premises in the town centres identified. • Leasees of commercial premises in the town centres identified once permission is in place from the owner. • Owners of residential properties in the town centre identified. • Owners of vacant premises in the town centre identified. • Other applicants working in collaboration with property owners and where the overall objective of the scheme can be delivered. Eg. Tidy Towns Groups Further information Application Process Make a formal application in writing to [email protected] providing the following information: a) Photograph of the building(s) present condition/current signage arrangement. b)The following procurement rules apply, as a minimum, to the individual projects funded: 2 x Contractor quotations; 1 x Materials quotation; (Note: 3 written quotations for contracts above €5,000 as per National Procurement Guidelines – if you require any further clarification please email [email protected]) c) Closing date for receipt of applications is 4.00 pm Sept 7th 2021. Successful applicants will be notified by Sept 21st 2021. 4 Other points to note: • Quotations are to be approved by the Council prior to works commencing. For the purposes of this scheme, no works shall be undertaken until a valid application is received and approved by Leitrim County Council. Where works are undertaken without the prior approval of Leitrim County Council, a grant will not be awarded to the applicant. • On completion of works, the Council are to be notified so that an inspection can be arranged. Works must be completed and claims submitted by 3rd November 2021. • If the scheme is oversubscribed the applicants eligible to continue in the application process will be selected taking into account the objectives of the scheme, proportionality and need. • It shall be the responsibility of the successful applicant or the contractor if relevant to ensure that all necessary consents are obtained and all relevant legislation and codes of practice, in particular those related to Health & Safety which apply to such work and / or approved schemes, are complied with. • Relevant invoices should be paid by the applicant on completion of the works, the applicant in turn submits the invoice and receipts of payment of same to the Council for approval and payment of funds/grant. Applicants will also need to submit copies of bank statements showing proof of payment. • Please note a valid application does not guarantee funding. • Photographs of approved properties may be used in future promotions of the Scheme or in promotional activities of Leitrim County Council. • Qualifying premises for the scheme will be located within the defined areas of the eligible towns/villages.
