RESOLUTION I^IIS,£ll(lijSillTEIMilimiL|iEUM WHEREAS, any official position of the City of Los Angeles with respect to legislation, rules, regulations or policies proposed to or pending before a local, state, or federal governmental body must have first been adopted in the form of a Resolution by the City Council with the concurrence of the Mayor, and WHEREAS, the Santa Monica Mountains National Recreation Area, established by Congress in 1978, covers an area totaling 153,785 acres of land; and • WHEREAS, the National Recreation Area stretches from approximately Point Mugu State Park to Runyon Canyon Park and includes Malibu Creek State Park, Topanga State Park, and Franklin Canyon, among other areas; and WHEREAS, this urban park is managed by a combination of the National Park Service, California State Parks, the Santa Monica Mountains Conservancy, and county and local agencies, who continue to collaborate on creating a connected network of trails and recreational facilities that allows people to enjoy this extraordinary resource; and WHEREAS, on March 4, 2019, H.R. 1487 (Lieu), the Santa Monica Mountains National Recreation Area Boundary Adjustment Act, was introduced in the House of Representatives; and WHEREAS, this bill would direct the Department of the Interior to conduct a special study to evaluate the expansion of the Santa Monica Mountains National Recreation Area to include the entire coastline of Santa Monica Bay, the Ballona Wetlands, and Baldwin Hills, among other areas; and WHEREAS, an expansion of the recreation area may help to preserve outdoor recreation opportunities, as well as cultural, historical, and natural resources, for continued public enjoyment; NOW, THEREFORE, BE IT RESOLVED, with the concurrence of the Mayor, that by the adoption of this Resolution, the City of Los Angeles hereby includes in its 2019-2020 Federal Legislative Program SUPPORT for H.R. 1487 (Lieu), the Santa Monica Mountains National Recreation Area Boundary Adjustment Act, which would commission the National Park Service to conduct a three-year special resource study to determine whether to add the entire Santa Monica Bay coastline to the Santa Monica Mountains National Recreation Area.
