The public comment period closed on February 28, 2017. However, five comments were received after that date, were included in the project record, and are addressed in this FEIS. Approximately 332 unique comments were received from federal agencies, local governments, individuals, and organizations. Unique comments were identified by annotating all comments received into those that could be considered standalone comments. Thus, a single communication could contain many unique comments.
