Introduction 1.1 General This environmental monitoring report summarizes the activities and performance in environmental aspect during construction and operation of the Project, from loan effectiveness in March 2010 to April 2016. Environmental monitoring report was initially prepared by the Hebei Provincial Project Management Office (HPMO) with assistance of Phase 1 Consultant (HydroQual Inc. in association with China Construction Design International Group Co. (CCDI) ), and was submitted to ADB semi-annually until the end of 2012. This report was update of the Environmental Monitoring Report dated 30 March 2013 prepared by HydroQual and CCDI, with incorporation of more activities during construction and focusing on activities and environmental monitoring during operation.This report is prepared by HPMO with the assistance of the Consultant for Phase 2, NAREE Consulting Limited. This report has been organized to comprehensively provide (i) mitigation measures undertaken to minimize adverse environmental impacts during construction and environmental monitoring; (ii) mitigation measures taken during operation and environmental monitoring, and (iii) issues and follow-up actions required. 1.2 Description of the Project The Project was originally designed to include the subprojects as listed in Table 1.1. Shijiazhuang Zhaoxian Wastewater The construction of 1.77 km of new trunk City Treatment Phase II sewers and one 50,000 m3/d wastewater Subproject treatment plant. The construction of 37 new secondary heat Zhaoxian Urban exchange stations, 2 new primary heat Heating Network exchange stations and 29.42 km heating Reconstruction and network; and the reconstruction of 20 Expansion Subproject existing secondary heat exchange stations. Zhaoxian Municipal The construction of Municipal Solid Waste Solid Waste Integrated treatment plant with capacity of 100 t/d Utilization Phase II using solid waste composting technology Subproject and compound fertilizer technology. Zhengding County The construction of a solid waste treatment Solid Waste Disposal plant with capacity of 600 ton/day and the Subproject solid waste collection and transfer system. Tangshan City Fengnan Distract Jin Regulating 3,600 m of Jin Tang Canal; Tang Canal Water Construction of 1,000 m connecting Environment drainage of theme park, 3,200 m Comprehensive connecting drainage of water system and Treatment Subproject construction of theme parks. Fengnan Distract The construction of a waste water Huanggezhuang Town treatment plant with capacity of 20,000 Wastewater Treatment m3/d and 13.18 km sewage network. Plant Subproject Zhangjiakou Huaian Water Supply The construction of 28.36 km sewage City and Drainage Network network and 15.62 km water supply Rehabilitation network. Subproject New construction and rehabilitation of 41 Huaian Heating heat exchange stations, construction of a Network Subproject new 20.63 km hot water networks and 3.17 km steam networks. 2 City Subproject Construction Details The construction of one new 20,000 m3/d Zhuolu New Urban water treatment plant, a 2 km transmission Water Supply pipeline and 18.32 km distribution network; Subproject and the rehabilitation of a 47.67 km distribution network. The construction of one new 20,000 m3/d Zhuolu Wastewater wastewater treatment plant, a 20.57 km Treatment Phase II sewage collection network and a 25.79 km Subproject storm water collection networks. Chengde City The construction of two water supply plant with capacity of 10,000 m3/d and 20,000 Pingquan Urban Water m3/d respectively, 22 water source wells Supply Subproject and 3 and 31 km transmission pipeline and distribution network. Pingquan Urban The construction of 13 heating supply Heating Phase II stations with installed capacity of 2×58 Subproject MW, and 8.95 km hot water network. The expansion of heating plant capacity by Weichang Heating 2x58 MW, the construction of 7 new heat Phase II Subproject exchange stations and 6.1 km of heating network. The new construction of one 10,000 m3/d Weichang Water water treatment plant, 18 km water Supply Phase II transmission pipeline and a 30.34 km water Subproject distribution network。 Baoding City The construction of one new solid waste Baigou Solid Waste treatment plant that processes 200 t/d Treatment Plant municipal solid waste and 300 ton/day Subproject waste leather. Baigou Water Supply The construction of one new 30,000 m3/d Subproject water treatment plant and a 24 km network. Botou City The construction of one new 30,000 m3/d Botou Water Supply water plant and a 20.53 km water Plant and Network transmission pipeline and a 28.84 km new Rehabilitation and rehabilitated water distribution Subproject networks. 3 Four subprojects have been withdrawn from the project and three new subprojects have been added in the process of project implementation. Two core subprojects have been adjusted in project construction elements. The adjusted project covers sectors including water supply, wastewater treatment, solid waste management and district heating. The adjusted list of subprojects and construction details are shown in Table 1.2. Increasing Sanitation Facilities and 365 set/unit facilities in terms of waste cleaning, Management Subproject compacting, transporting, waste absorbing and vehicles, and 1,462 dustbins. Tangshan City Fengnan District The construction of a waste water treatment plant with Huanggezhuang Town capacity of 20,000 m3/d and 13.18 km sewage Wastewater Treatment Plant network.
