Introduction Doug Jeffery Environmental Consultants has been engaged by a client to conduct an Environmental Assessment Scoping Study for a possible development project at the Rouen Farm property on erven no 1500 and 1501, Gordon’s Bay, Western Cape Province. 2. Terms of reference of the Consultant Dave Edge & Associates was appointed on 11 June 2020 by Doug Jeffery of Jeffery Environmental Consultants, to evaluate the potential for endangered butterflies at the Rouen Farm site, with a scope as follows: 1) Carry out a desktop study to determine if the following species of conservation concern (SCC) have been recorded at the site, or whether it is feasible, given the physical and biological characteristics of the site (including butterfly host plants) for the SCCs to occur there: Aloeides egerides Kedestes lenis lenis 2) Conduct a preliminary survey at the property on 15 June 2019. 3) Prepare a report detailing the findings of the survey, with conclusions and recommendations for any further investigations at the property. 3. Methodology 3.1 Desktop study Records of the SCCs were extracted from the LepiMap Virtual Museum database and summarised on a spreadsheet. Published data on these two taxa was referenced, principally Mecenero et al. (2013), to determine the vegetation types in which the SCCs occur, and Williams (2019) to determine larval host plants. 3.2 Site visit The property was surveyed to see if there was any indigenous vegetation that could support either of the SCCs. Notes were made and photographs taken. 4. Results 4.1 Desktop study The Rouen Farm property is situated in the quarter degree grid square 3418BB (Somerset West). The vegetation type at the site was originally FFa 4 Swartland Alluvium Fynbos (Mucina & Rutherford, 2006). Aloeides egerides This butterfly has been recorded from west coast localities such as Yzerfontein in QDGS 3318AC (Yzerfontein) and Katzenberg in 3318DA (Philadelphia); peninsula localities such as Red Hill near Simonstown in 3418AB (Cape Peninsula); and south coast localities such as Cape Aghulas in 3420CA (Bredasdorp) and Struisbaai in 3420CC (Bredasdorp). It occurs in vegetation types FFd 4 Atlantis Sand Fynbos; FFd 5 Cape Flats Sand Fynbos; FFd 7 Agulhas Sand Fynbos; FFl 2 De Hoop Limestone Fynbos and FFs 9 Peninsular Sandstone Fynbos (Mucina & Rutherford, 2006). The closest occurrence to the development site is 42 km away on Red Hill near Simonstown. Kedestes lenis lenis This butterfly has a smaller distribution, with records from QDGSs 3318DC (Bellville), 3318CD (Cape Town), 3319CB (Worcester), 3418AB (Cape Peninsular) and 3418BA (Mitchell’s Plain). It has only been recorded in vegetation types FS6 Cape Dune Flats Strandveld and FFh4 Breede Shale Fynbos (Mucina & Rutherford, 2006). The closest occurrence to the development site is 31 km away near Strandfontein in the Cape Flats. 4.2 Site visit on 15 June 2020 5 Rouen Farm has been under the plough and over-grazed for a long time and is devoid of any natural vegetation. Invasive alien grasses & trees are all that remain. These invasive alien trees include large stands of Acacia saligna that are thriving in the
