MURANISHI ASSISTANT COUNTY ADMINISTRATOR COUNTY ADMINISTRATOR May 6,2009 Honorable Board of Supervisors Administration Building Oakland, CA 94612 Dear Board Members: SUBJECT: APPROVE AND AUTHORlZE MOU AGREEMENT (ATTACHMENT I) WITH THE EAST BAY GREEN CORRlDOR PARTNERSHIP TO PROVIDE STAFF SUPPORT AND RELATED SERVICES; APPROVE AND AUTHORlZE THE AUDITOR-CONTROLLER TO MAKE THE NECESSARY BUDGET ADJUSTMENTS AS NOTED ON ATTACHMENT II; AND AUTHORlZE THE ADDITION OF ONE ECONOMIC DEVELOPMENT ANALYST II PROJECT POSITION. RECOMMENDATION: It is recommended that the Board of Supervisors: Approve and authorize the Memorandum of Understanding (MOU) agreement with the East Bay Green Corridor Partnership to provide staff support and related services; approve and authorize the Auditor­ Controller to make necessary budget adjustments as noted on attachment II; and authorize the addition of one Economic Development Analyst II project position. DISCUSSION/SUMMARY: The East Bay Green Corridor Partnership (EBGCP) was established in 2007 by the Cities of Berkeley, Emeryville, Oakland and Richmond, the University of California Berkeley and Lawrence Berkeley National Laboratory to increase regional cooperation to capitalize on the economic strengths, stimulate entrepreneurial drive and promote environmental sustainability. During the past year the Partnership made significant progress in advancing the corridor's business and workforce development efforts to support the growth of the emerging green technology industry. It has secured grants from foundations and the federal government and has been recognized for its work across political and institutional boundaries. As the EBGCP moves into its second full year, the Partnership members have requested to affiliate with East Bay EDA to provide staff support in order to allow EBGCP to expand its membership and coordinate its programs and working committees. This arrangement will integrate the Partnership programs with those of East Bay EDA and leverage resources and related efforts including your Board's County and Cities Climate Collaboration initiative coordinated by GSA. 122 I OAK STREET. During 2008, the East Bay accounted for one-fomth or $511 million of the nation's total alternative energy venture investment. Through our collaboration with the East Bay Green Corridor Partnership and its expanded membership the region will remain one of the leading regions for investment and employment in this emerging industry sector. FINANCING: The East Bay Green Corridor Partnership has committed $170,000 for the first year of the program (FY 200911 0) at no cost to the County. At their discretion, cities and institutions that are members ofEBGCP may join in this MOD. The members of EBGCP that have approved and separately executed this MOD are referred to herein as "EBGCP" and the group as a whole is referred to as the "Partnership". EBGCP and EBEDA enter into this agreement in order to strengthen the regional economy through support for emerging green and sustainable industries, alternative energy research and a healthy built environment. This agreement seeks to better integrate the Partnership programs with those of East Bay EDA and leverage resources and related efforts occurring in the East Bay. The East Bay EDA was established by the Cities and County of Alameda and businesses in Alameda County to support local economic development and promote regional collaboration. East Bay EDA now includes the County of Contra Costa and cities and businesses in Contra Costa County As the region's principal public/private sector partnership, it has played a pivotal role in supporting the growth ofkey industry sector initiatives providing staff, technical assistance, research, administrative and financial management support. This memorandum of understanding builds ofEast Bay EDA's core organizational strengths in regional business development, economic research and workforce development. 010072000\\11731232 Attachment I With plans to expand the Partnership to include the Cities ofAlameda, Albany and El Cerrito and San Leandro, and the Peralta and Contra Costa Community College Districts, it has become critical that the Partnership retain pennanent staff to support its efforts to strengthen the region's competitiveness as a center for this emerging green economy. Teamwork and collaboration are important components of this MOD. As such, mutual support between staff will be expected. ROLE AND RESPONSIBILITIES OF EBGCP • Provide overall organizational and programmatic direction to East Bay EDA assigned staff through the EBGCP Coordinating Committee; • Participate in the selection process of assigned staff and perfonnance reviews; and • Provide first year (FY 2009-10) funding totaling $170,000 for East Bay EDA staff and operating expenses from the following sources: $120,000 from member partners ($10,000 per partner plus in-kind support) $50,000 from the Federal Green Jobs grant received by EBGCP in FY 2008-09 • Work with East Bay EDA to secure funding for future years and program expansion. ROLES AND RESPONSIBILITIES OF THE EAST BAY EDA • Manage the day-to-day staff assigned to support EBGCP; • Provide office space and basic administrative support to EBGCP; • Serve as fiscal agent for grants and contributions received by East Bay Green Corridor Partnership for its program initiatives and make periodic reports to coordinating committee and principals; • Leverage in-kind resources available from East Bay EDA related services including marketing, event planning and coordination, trade show planning, web-site development; and • Assist the EBGCP and the East Shore Marketing program in targeting, supporting, developing and marketing "green" industries, resources and technologies. • The staff assigned to provide day to day support for EBGCP will be an Alameda County Project Employee, housed and supervised as part of East Bay EDA, and may from time to provide support to other East Bay EDA activities. GENERAL PROVISIONS The parties executing this MOD intend to be bound by the terms stated herein and specifically agree that the assistance and actions each is agreeing to provide in this MOD are adequate consideration for the obligations stated in this Agreement. 010072.0001\1173123.2 2 Attachment I This MOU may be executed in counterparts, each ofwhich shall be deemed an original and all of which, when taken together, constitute one and the same document.
