ALCOHOL IN OUR LIVES:AN ISSUES PAPER ON THE REFORM OF NEW ZEALAND’S LIQUOR LAWS (NZLC IP15, 2009) THE PUBLIC CONSULTATION PROCESS 1. The Law Commission’s consultation document, Alcohol In Our Lives: An Issues Paper On The Reform Of New Zealand’s Liquor Laws (NZLC IP15, 2009) was published in July 2009 and invited feedback from the public on the proposed options for the reform of liquor laws in New Zealand. The consultation period was open for three months from 31 July until 30 October 2009. 2. The Commission received 2939 submissions through the public consultation process. We continued accepting submissions received in the post up to mid November 2009, in order to ensure all submissions posted prior to the close off date of 30 October 2009 were received. Electronic submissions received during this period were also accepted, and processed. Submissions received subsequently were read by the Commission’s project team but could not be included in the data analysis. 3. More than two thirds of submissions were received from individuals. Alongside these were several hundred submissions from a range of organisations including, central and local government, liquor companies and related industry organisations, liquor wholesalers and retailers, academics, the medical profession, advertising groups, the Police, the treatment sector and community groups. 4. The organisations that made a submission to the Commission are listed below. A set of submissions received from these organisations is available on CD from the Commission at a cost of $10.00 (incl GST). In some cases information has been redacted from submissions in accordance with the withholding provisions of the Official Information 1982. This is noted where appropriate. 5. A full set of the 2939 submissions received is available from the Commission on DVD at a cost of $25.00 (incl GST). In order to protect the privacy of natural persons, identifying information from individual submissions has been redacted under s.9(2)(a) of the Official Information Act 1982.
