Engineering STA Request KJZZ-TV (Fac. ID No. 36607) Salt Lake City, UT Engineering STA Request Explanation KJZZ Licensee, LLC, licensee of station KJZZ-TV, Salt Lake City, Utah (Facility ID No. 36607) (the “Station”), hereby requests Special Temporary Authority (“STA”) from the Commission for the period of June 4, 2018 to September 14, 2018 for KJZZ-TV (1) to operate from the co-located KSL-TV licensed auxiliary antenna and (2) to operate at Channel 46 at a reduced power of 190 kW. The Station is part of a coalition of eight stations called DTV Utah,1 six of which are repacked as a result of the Broadcast Incentive Auction, including KJZZ-TV. The Station and the other repacked DTV Utah stations received authority from the Commission on July 11, 2017 to test their repack equipment and transition to new channels on a rolling basis until the November 30, 2018 Phase Completion Dates (See FCC File No. 0000024898). The Station therefore requests the instant STA so that it may operate at reduced power from the KSL-TV licensed auxiliary antenna2 on a temporary basis to install, test, and transition to the new DTV Utah antenna. The Commission is aware that all DTV Utah stations must operate from the DTV Utah-owned KSL-TV licensed auxiliary antenna together simultaneously in order to complete the transition, and that the DTV Utah station engineering operates as a single system pursuant to the operating agreement. Operation on the KSL-TV licensed auxiliary antenna from June 4, 2018 to September 14, 2018 is necessary for KJZZ-TV and the DTV Utah stations to remain on the air while the new repack antenna and feedline are being installed. Reduction in power to 190 kW is also necessary during this time so that all stations are able to operate properly and simultaneously on the KSL-TV licensed auxiliary antenna. Grant of this STA request is in the public interest because it will allow KJZZ-TV to remain on the air to broadcast its programming to the public while undergoing construction for the repack transition. Grant of this STA request would also further the Broadcast Incentive Auction repack transition by allowing the Station to efficiently utilize resources and quickly transition to its new channel by its Phase Completion Date. Therefore, the Station hereby respectfully requests STA for the period of June 4, 2018 to September 14, 2018 for KJZZ-TV (1) to operate from the co-located KSL-TV licensed auxiliary antenna and (2) to operate at Channel 46 at a reduced power of 190 kW. 1 The licensees of the eight DTV Utah stations are: KUTV Licensee, LLC (licensee of station KUTV); Utah State Board of Regents (licensee of NCE station KUEN); Bonneville International Corporation (licensee of Station KSL- TV); Nexstar Broadcasting, Inc. (licensee of Stations KTVX and KUCW); University of Utah (licensee of NCE Station KUED); Brigham Young University (licensee of NCE Station KBYU-TV); and KJZZ Licensee, LLC (licensee of Station KJZZ-TV). 2 Antenna Structure Registration No. 1237796. Please note that the antenna model number on the KSL-TV auxiliary license is incorrect, and therefore the ASR pre-fill shows the incorrect KSL-TV antenna model number. In addition, the KSL-TV auxiliary antenna is owned by DTV Utah, LC, and not by KSL-TV itself. .
