Troms County Government is an elected body governing the county, dependent on the direct or indirect support of the County Parliament. The County Government is responsible for the council administration, and each executive councilor is a portfolio holder and has responsibility for one or more of the departments. Troms County Government aims to create a better region to live in, and contributes towards the development of the High North into an attractive region and to develop Troms as a leading environmental county. Norwegian County Councils are today part of a three level governance system: 1. Central Government 2. Administrative regions,(County Councils 19 ) 3. Municipalities (431 ) County Councils are governed by the elected regional politicians and play a central coordinating role in regional politics. In developing Troms as a strong and healthy region, some of the council's tasks include: -Management of secondary education, continuing education and trainee programmes -Management of county roads (Troms: 3000 km) -Public and school transport -Support of business, social and economic development -Administration of regional project funds -Cultural heritage, county libraries, sports, nature & leisure activities, general public health -Dental Health Service The implementation of the safe community work in Troms is based on a regional model. It is the intersectoral action-plan Safe County 2012-2015 injury prevention and safety promotion work, but also other plans such as the Regional Transport Plan ( including traffic safety) which form the basis for the work.This requires among other cooperation with the municipalities, the university in Tromsø, the hospitals in the region, Norwegian public roads administration and companies with special competence on safety promotion like Norsafety in Harstad. The aim of the campaign is to improve safety around the transportation of children and young people to and from sport and cultural events. - Department of dental health distributes poster on first aid when knocking out teeth in all dental clinics, schools and sports halls. Traffic: Bicycle helmets, child car seats, visibility - Troms County's Traffic Safety Committee (TFTU), consists of three politicians, and consultative members from: police authority, county governor from Troms, staff from education and transport department in the county council. According to the county plan for pedestrians and bicyclists the TFTU uses 5 million NOK/year to facilitate routes and paths. TFTU is also financing the Norwegian council for road safety – Trygg trafikk. They are given a special responsibility for promoting traffic safety education in kindergartens and schools, providing information and knowledge about safety on the road, and they run a number of information and road safety campaigns in Troms. Trygg trafikk is also member of TFTU. - According to the regional transport plan their tasks are too: o Facilitate for the ability of the safe and direct walking access to schools within walking distance o Facilitate safe and affordable solutions for bicycle traffic within 4 km distance from schools School: - 1st graders get school bags in reflective fabric for free - 4th graders get bicycle helmets for free after passing bike-training course Sports: - The regional sport confederation in Troms (TIK) is part of the Norwegian confederation of sports (NIF). They receive fundings every year from the county council to the project “ increase involvement in sports”. The project covers This the three largest cities in Troms: Lenvik, Harstad and Tromsø. The project has a clear crime prevention focus to selected youth. Joy, coping, adult contact and safe environment are the key factors. The work is driven primarily by two types of measures: 1. Club activities free of charge that are open to all, and where vulnerable target groups are specifically recruited. The measures includes open sportshalls, children's run, swimming and football, ski-runs and intro days in various sports. Around 50 clubs in Troms contribute annually to this work. 2. Coping activities – the activities which are aimed at young people who are picked out in collaboration with social- and education authorities, and police. They are given an opportunity to participate in weekly activities, focusing on coping and stress-management along with representatives of the authorities. The regional sport federation runs all activities. Leisure: - Swimming classes for immigrants in all age groups. The program runs in Tromsø. Supported by funds from IMDI ( the Directorate of Integration and Diversity) - Teaching youth about boating/safety rules on water. The activity is financed through FYSAK-funds, and is run by NGOs like the Red Cross. Traffic: - Same as age group 0-14 years. Program for: Bicycle/ Motorcycle helmets, Car Seat belts, Visibility, Alcohol non use. School: - Actions according to the “Safe County” plan: o traffic training and attitude shaping measures in secondary schools in Troms. o theme day “youth and traffic-accidents” in secondary schools in Troms. o “Safe School” project (2014-2015) o kick off seminar "The immortals" (2014) Sports: - Same as age group 0-14 years. Leisure: - “Safe home for NOK 50”. Ride offers to get young people between 17-24 years safely home on weekend nights. There are taxi transfers at scheduled times running a fixed route. - TFTU distributes brochures for safe snowmobile driving in secondary schools. This brochure will increase the safety of snowmobile users. The brochure gives information and advice on driving on slopes, on changing engine-parts, on finding the emergency hiding places in the snow, and on giving life-saving first aid. - Skiing activities for asylum centers, financed through FYSAK-funds. Activity is run by NGO`s like a local skiclub (IL Pioner ski) Evidence-based strategies (For info see guidelines): Adults 25-64 years: Home: Same as age group 0-14 years. - Department of traffic distributes brochures to households about visibility at driveways and intersections Traffic: Visibility, Alcohol non use, Speed limit, Seat belts - The county is working for a universally designed public transport system. This will reduce the risk of single accidents like falling, will improve road safety and ensure access to public transport for all. - Regional transport plan is a long-term strategic transport policy with a focus on interdisciplinary collaboration to aiming prevent accidents and to promote public health through facilitating active transport (cycling and walking). Occupational: - The plan “Safe County” has listed following measures: o Guidance to municipality planning in including the safety promotion work in the planning process o Taking part in courses about safety promotion ( e-learning) o Facilitating meeting forums in the municipalities to raise local competence, including user participation - The HR department in the county council is advisory body and give guidance and information on: preventive health, safe and psychosocial working environment, workplace assessment / ergonomics and physical activities, and non-drug program. Crisis management plans are updated once a year. Head of the departments are under training once a year. The fire unit or police authority assist under training. Leisure: - Managing and financing a national project in collaboration with the Norwegian Tourist Association (DNT), to facilitate tour routes in the mountains, in the woods and along the coast. The aim is to increase the availability and safety through signage and grading of routes. - Identify and validating recreation areas in Troms. At the moment there are five areas that have high visitors frequency but low security and availability that must be safety up-graded.
