Recommendation for Council action: CONCUR with the Board of Water and Power Commissioners' action of July 21,2009, Resolution No. 010-043, authorizing the execution of the following six agreements for geotechnical services, dam and reservoir safety, staff development, and related services: Agreement No. 47823 with AMEC Geomatrix, Inc. Agreement No. 47824 with Genterra-GeoDesign Group Agreement No. 47825 with GeoPentech, Inc. Agreement No. 47826 with Hushmand Associates, Inc. Agreement No. 47827 with Leighton Consulting, Inc. Agreement No. 47828 with MACTEC Engineering and Consulting, Inc. Fiscal Impact Statement: The City Administrative Officer (CAO) reports that approval of the proposed six agreements will have no impact on the General Fund. Funding for the first year of the agreements will come from the 2008-09 Departmental Budget, Water Revenue Fund. Future funding is included in the Department's Five-Year Plan. Since the Los Angeles Department of Water and Power is bound only by the City Debt Management Policies, the City Financial Policies are not applicable. Community Impact Statement: None Submitted. TIME LIMIT FILE - SEPTEMBER 21, 2009 (LAST DAY FOR COUNCIL ACTION - SEPTEMBER 11, 2009) Summary: At its September 1,2009 meeting, your Committee considered reports from the Board of Water and Power Commissioners and the Los Angeles Department of Water and Power, Resolution No. 010-043, and a report from the CAO relative to the execution of six agreements for geotechnical services, dam and reservoir safety, staff development, and related services. In its June 11,2009 report, attached to the Council file, the CAO states that all services are to be provided on an as-needed-basis. Included in the consulting services to be provided are planning, analysis, design, field investigations, and construction support for specific programs that are being implemented to comply with federal and state water quality regulations. Specific water system projects supported by the agreements include: the Upper Stone Canyon Reservoir Water Quality Improvement Project (WQIP), Elysian Reservoir WQIP; the Silver Lake WQIP, Bouquet Reservoir Dam Stability, Terminal Hill Tunnel, Hansen Dam/Spreading Grounds and Los Angeles Zoo Water Reclamation. Other water system projects supported by the agreements include: Storm Water Capture, Chloramine Conversion, system-wide improvements, and operations and maintenance. It is essential that the LADWP obtain the identified geotechnical and other services to meet critical water regulatory compliance deadlines and complete a seismic improvement program, which includes the seismic reevaluation of at least eight existing dams and associated improvements, as necessary. During the discussion of this item, the LADWP and CAO representatives provided an overview of this matter and responded to related questions posed by the Committee members. After additional discussion and providing the opportunity for public comment, the Committee recommended that Council concur with the Board's action of July 21, 2009 authorizing the execution of the above- mentioned six agreements. This matter is now submitted to Council for its consideration.
