MEDSTEAD PARISH COUNCIL Minutes of the Planning Committee held on Wednesday 14th November 2018 at 6.30pm at Medstead Village Hall. PRESENT: Councillors Roy Pullen (Chair), Peter Fenwick, Georgy Fuzzard & Mike Smith. Also present: Peter Baston (Parish Clerk). Action 18.82 OPEN SESSION None 18.83 APOLOGIES. The minutes of the meeting held on the Wednesday 10th October 2018, previously circulated were agreed as a true record and signed by the Chairman. ii. No Matters Arising. 18.86 CHAIRMANS REPORT Another quiet month with nothing of substance to report. 18.87 CORRESPONDENCE i. Miller Homes West of Lymington Bottom, Medstead - Proposed layout and prioritisation of road access. This was noted by Committee. ii. Tree Preservation Order – The Homestead, Boyneswood Lane. Decision: CONSENT 18.89 PLANNING APPLICATIONS The Committee made the following comments on the Planning Applications: Medstead Parish i. 24213/008 Beverley Farm, Five Ash Road, Medstead, Alton, GU34 5EJ Change of roof from 2 x hipped to 2 x gable ends, addition of wooden verandah and car port to front. Medstead Parish Council have reviewed the details of the application and have no objection to the change of roof but question whether the car port is detrimental to the street scene and also against the 2008 Parish Plan. 2 ii. 21085/004 Watersplash, High Street, Medstead, Alton, GU34 5LN Removal of existing flat roof and creation of new gable dormer to front elevation, replacement windows and cladding to front and side elevations. Medstead Parish Council have reviewed the details of the application and have no objection. iii. 55462/003 Cedar House, The Crescent, Medstead, Alton, GU34 5EG. Single storey rear extensions. Medstead Parish Council have reviewed the details of the application and have no objection. iv. 31061/003 The Nook, High Street, Medstead, Alton, GU34 5LN. Increase in roof height to provide accommodation at first floor level, extension to rear and replacement porch to front. Medstead Parish Council have reviewed the details of the application and have no objection. v. 58007 Stonebridge, Stoney Lane, Medstead, Alton, GU34 5EL Single storey extension to the south east (Rear Elevation). Medstead Parish Council refer to the CP19 Planning Policy as there are reservations regarding the size and bulk of the extension and look to the Planning Officer to consider the guideline of a 50% increase in size over the original dwelling on the plot, bearing in mind that the current existing property on the site is already significantly larger than the original dwelling. vi. 25029/006 Foxes Mead, Hattingley Road, Medstead, Alton, GU34 5NQ Ground floor and first floor rear extension Medstead Parish Council refer to the CP19 Planning Policy as there are reservations regarding the size and bulk of the extension and look to the Planning Officer to consider the guideline of a 50% increase in size over the original dwelling on the plot, as it is believed that there have already been extension approved and built. vii. 36034/001 The Brambles, Homestead Road, Medstead, Alton, GU34 5PW Single storey rear extension, single storey side extension and detached garage following demolition of conservatory, rear extension, side utility and garage. Medstead Parish Council refer to the CP19 Planning Policy as there are reservations regarding the size and bulk of the extension and look to the Planning Officer to consider the guideline of a 50% increase in size over the original dwelling on the plot, as it is believed that there have already been extension approved and built. 3 viii. 27752/011 Keri, 21 Abbey Road, Medstead, Alton, GU34 5PB Lawful Development Certificate for Existing use - The land is being used for storage and distribution. Storage consists of: Aggregate Plant Machinery (JCB loader etc.) Agricultural machinery (Tractors etc.) Domestic and commercial vehicles Dry Storage Containers including Shipping containers. Onsite office and security building. - (Land rear of Keri, 21 Abbey Road). Medstead Parish Council will leave this application to the planning officer to decide. ix. 30399/003 2 Manor Cottages, Hussell Lane, Medstead, Alton, GU34 5PF Detached garage after demolition of existing Medstead Parish Council have concerns about the size and scale of this development on the size of the plot but if EHDC are minded to approve, then Medstead Parish Council would wish to see a condition that the development cannot be converted to habitable accommodation. Four Marks Parish x. 56082/003 Mount Royal, 46 Lymington Bottom, Four Marks, Alton, GU34 5AH Outline application - Residential development of up to 65 dwellings with public open space, landscaping and sustainable drainage systems (SuDS) and the demolition of one dwelling to form a vehicular access point from Lymington Bottom. (Access to be considered). Although this proposed development lies within the neighbouring parish of Four Marks, it is situated in the planning area known as Four Marks and south Medstead and within the designated area of the Medstead and Four Marks Neighbourhood Plan. Medstead Parish Council, therefore, consider it appropriate that they comment upon this planning application. We fully support the pre-application advice given by the Principal Planning Officer in his letter dated 13th September 2017 (56082/001) which we believe to be relevant in this case and do not wish to repeat his cogent advice. However, we have the following observations to make which we believe are supported by recent refusals by the Planning Inspectorate arising from appeals against EHDC planning decisions for applications within Medstead Parish. The Joint Core Strategy designates Four Marks and south Medstead as a Level 3 Small Local Service Centre and required provide a minimum of 175 dwellings over the plan period to 2028. To date in excess of 316 approvals haves been granted, all of which are currently under construction. Both parishes share a number of essential facilities that are already under great strain, for example schools and doctor’s surgeries. Until these and other necessary infrastructure inadequacies are rectified then no additional development of this size should be considered. We consider that any further approvals would put undue pressure on the infrastructure and facilities of the community. The Planning Inspectorate agree: Application 39009/005 Appeal Ref: APP/M1710/W/15/3134150 Land to the North of The Telephone Exchange, Lymington Bottom Road, Medstead, Hampshire GU34 5EP 4 9th February 2016 23. Four Marks/Medstead has an identified allocation of a minimum of 175 new dwellings; the Council have provided evidence to confirm that there are permissions which bring the housing provision in the area to well in excess of this figure, in the region of 316. On this basis neither the Allocations Plan nor the Neighbourhood Plan are proposing allocating additional sites or extending the settlement policy boundary to provide additional sites. 24. The additional 175 dwellings to be provided across the plan period was the subject of a sustainability appraisal. The fact that this target has been met and substantially exceeded early in the plan period demonstrates the pressure that the settlement is under, and which is likely to continue. The small level of services that are within the village are under significant pressure given the size of the settlement and the pace of increase at this point in time. This adds to the pressure on services and facilities including in terms of public open space, community facilities and education. Appeal refused We believe that the linear character of Lymington Bottom which is on the edge of the settlement should be protected and the cul-de-sac development should be resisted.
