Gary Herbert’s call to the Legislature in 2013 to move the Utah State Prison. But at his monthly news conference last week, Herbert instead put the aging facility and prison reform at the center of the decision to build a new prison elsewhere — or keep it in Draper. The change in emphasis is not a change in position, according to Herbert’s spokesperson.
