Where are we now… Phase 3: Market Position Statement • We reached the 2nd gateway milestone: the data templates for Local Authorities were signed off at the board on the 17th of May. • Data collection window for LA’s 21st May – 16th July. • Data collection window for providers 21st June – 30th July. • Project groups are devising the structure the Market Position Statement structure. • Project groups have assigned representatives to lead on writing sections of the statement. The project received funding for a project manager for two years from the DfE (05 Oct 2020 – 05 Oct 2022 ). LAs have had concerns around the sufficiency of placements for some time with national trends indicating a rising number of children entering care along with other factors including: • Expenditure going up due to the nature and complexity of the children placed. • A lack of local placements to meet the needs of complex young people. • A lack of evidence-based commissioning. • The impact of COVID-19. Torbay Governance Sector Led Improvement Group South West Sufficiency Project Board South West Sufficiency Groups Independent Non- Fostering Residential Maintained Special Schools Objectives The project is two fold; looking at how LA’s can work more efficiently with the independent sector and how LA’s can commission, design and deliver services together. a) To create a whole system approach; creating new models for commissioning that will compliment all existing models and give Local Authorities increased levels of sufficiency. b) Establish new ways of working, to improve partnership working between Local Authorities, Independent providers, and agencies across the South West Region. c) To improve placement sufficiency by placing children in Local high-quality placements at a sustainable cost for the LA’s and the independent sector. Key Deliverables • Produce a needs analysis to include an understanding of the market and aggregation of data to inform equality decisions. • Produce one market position statement for residential, fostering, and non-maintained independent special schools. • Develop recommendations for new ways of delivering services including new ways of partnership/ working across LA’s.
