Background The watermain on Chippewa Street from Ferguson Street to Wyld Street has experienced numerous breaks over the last two years requiring emergency repairs. To reduce the possibility of further emergency repairs to the watermain and the associated restoration of the paved road, it is proposed to rehabilitate the existing ductile watermain with a structural cured-in-place pipe (CIPP). Once the CIPP product has formed to the watermain’s internal profile and cured, it will carry the full internal pressure of the system without consideration of the structural ability of the existing pipe. A tender for the Chippewa Street Watermain CIPP was publicly advertised in accordance with the City’s Purchasing By-law. The tender closed on July 14, 2016 with two tenders being received. The tenders were evaluated by the City’s Manager of Purchasing and Senior Project Manager. The results are as follows: Tender Price Tenderer (excl. HST) Aquarehab (Canada) Inc. $119,430.00 Fer-Pal Construction Ltd. $259,980.00 CORP 2016-76 Page 2 July 18, 2016 Installation of CIPP is a specialized type of work with limited contractors having expertise to undertake this project. The tender price submitted by Aquarehab (Canada) Inc. is considered fair and reasonable. Analysis / Options 1. Award a contract to the low Bidder, Aquarehab (Canada) Inc. 2. Do not award a contract. This option is not recommended due to the potential for additional emergency repairs to the watermain along this alignment. Recommended Option / Financial Implications: Option 1 is recommended as follows: That Council approves the award of a contract to Aquarehab (Canada) Inc. in the amount of $119,430.00 (plus HST) for the Chippewa Street Cured-in-Place Pipe. Sufficient funding for this project is available in the Sewer and Water Capital Budget, Project 3412WS - Water Main Replacement Program.
