(CCSL) shall be the current posted publication of the Rules and Regulations. The CCSL is governed by the rules and regulations that are outlined in the Hockey Canada Rulebook unless noted otherwise. The CCSL reserves the right to change any rule as deemed fit to protect players, officials, or their product. Notice will be emailed to Team GM’s to relay all changes to their players until such time an amendment can be made to the rule book. Delayed Penalties APPENDIX A: GLOSSARY OF TERMS APPENDIX B: PENALTY CHART CCSL Official Rule Book 3 SECTION ONE – TEAMS Rule 1 – Team Registration A. The CCSL reserves the right to refuse any team registration. B. CCSL staff reserves the right to place a team in any division OR reject/cancel a team’s entry at any time when it is considered to be in the best interest of the league. C. Team deposit reserves a team’s position within the league (pending full payment). D. Deposits will be non-refundable. E. Teams that have an outstanding balance with the CCSL and have passed the scheduled payment deadline will be: i. Expelled from the league and no refund will be submitted for payments made, or ii. At the discretion of the Directors, teams will be reduced regular season games (minimum one game) and will not be permitted entry into the playoffs. Rule 2 – Player Registration A. The CCSL reserves the right to refuse any player registration into the league or a team. B. The online player roster will use the following terminology: i. Captain will have a (C), ii. Alternate Captains will have an (A), iii. Injured players will have (INJURED), iv. Suspended players will have (SUSP), v. Players who have not submitted a waiver will have (NW). C. All players must be at the minimum age of eighteen (18). D. Any registered player on a team may play (subject to league approval) on another team in the league. E. In the case the player receives a suspension, they will be suspended from all CCSL games until the suspension date has passed. F. All players must have played a minimum of 1/3 of games to be eligible for playoffs (goalies exempt). Rule 3 – Player Registration/Waiver Forms A. All players participating in the CCSL must have read and registered online with the “PLAYER REGISTRATION, WAIVER OF LIABILITY, RELEASE, ASSUMPTION OF RISE & INDEMNITY AGREEMENT” before competing in their first game. B. A player playing without signing the waiver will result in a defaulted game for his/her team and suspension to the team GM. C. Spare players must fill out the “PLAYER REGISTRATION, WAIVER OF LIABILITY, RELEASE, and ASSUMPTION OF RISE & INDEMNITY AGREEMENT”. Rule 4 – Ineligible Players A. An ineligible player is: i. Any player who has NOT completed the “PLAYER REGISTRATION, WAIVER OF LIABILITY, RELEASE, ASSUMPTION OF RISE & INDEMNITY AGREEMENT”, ii. Any player who is currently suspended or expelled from the CCSL, iii. Any player that is not able to provide photo identification when requested by an on-ice Referee or member of CCSL staff, CCSL Official Rule Book 4 iv. Any player playing in the playoffs who has played less than ten (10) games throughout the winter regular season or five (5) games through the summer regular season. B. Any team who plays with an ineligible player will automatically forfeit that game and, i. Scoring statistics will only be counted for the winning team, and ii. Penalty minutes will be counted for both teams. C. If the GM, Team Captain, or Alternate Captain is aware of a player’s ineligibility and allows that player to participate in a game, the GM is subject to suspension upon judgement of the discipline maanger. Rule 5 – Player Conduct A. All players participating in the CCSL must adhere to the following expectations: i. Respect the CCSL, its designates, and its participants, the arenas and their staff members, and any persons observing gameplay. ii. Refrain from the use of foul, aggressive, or racist comments. iii. Abstain from body contact and rough play. iv. Obey and follow all rules as listed in the official rule book of the CCSL. B. A player who fails to adhere to the expectations as listed above may be suspended from play until further notice. No refunds will be provided. Rule 6 – Players in Uniform A. All players must bring photo ID to every game. Any CCSL official can request I.D at any point in the game. B. A team shall not have more than six (6) players on the ice (one of which can be the goaltender) at any one time while the play is in progress. C. Before the start of each game, the on-ice Captain for each team must review the team roster, update player numbers, and cross off any players not in attendance. D. Team representative must sign the game sheet including their jersey number, before the game can commence. E. Any team who gives a false statement on the Official Game Report shall be dealt with by the CCSL and may be expelled from the league. F. Each team will be allowed one opportunity to ask an opposing player for ID during a game if they suspect he/she is an ineligible player. This must be done during the first intermission only to minimize disruption of the game. If the player is deemed eligible to play, a delay of game minor will be given to the captain of the requesting team. G. Each team shall be allowed one goaltender on the ice at one time. The goaltender may be removed and another skater substituted. No player, other than the goaltender or a replacement for the goaltender, shall be permitted to wear the equipment of the goaltender. H. If both teams are on the ice during the pre-game warm-up, players shall be restricted to their own half of the ice. Where a team violates this regulation, the Referee shall report the violation to the Discipline Manager. I. No player under suspension may participate in the pre-game warm-up, or occupy the players’ bench during the game. J. In games where teams have only one goaltender dressed and a penalty is assessed to the goaltender which causes ejection from the game, at the discretion of the Referee, the goaltender may be allowed to remain in the game and the time penalty will be served by a team member who was on the ice at the time of the infraction. CCSL Official Rule Book 5 Rule 7 – Team Captain A. Each team may appoint a Captain and not more than three (3) Alternate Captains. B. Only a Captain or Alternate Captain who is on the ice shall have the privilege of asking the Referee for an explanation of any rule during the progress of the game. C. If the Captain or Alternate Captains’ letters are not worn, their privileges will not be permitted. D. When the Captain or the Alternate Captain receives a penalty, he shall lose all his privileges for the duration of the penalty and must proceed directly to the penalty box. E. Players failing to do so will be assessed a misconduct penalty. F. If a team has more then three (3) captains in attendance the game sheet must reflect which 3 players will have captain rights during the game. Rule 8 – Team Official/General Manager A. Team Officials will be named on the official players list submitted at the beginning of the season. B. Team Officials will ensure all players have read, understood, and completed the “PLAYER REGISTRATION, WAIVER OF LIABILITY, RELEASE, ASSUMPTION OF RISE & INDEMNITY AGREEMENT” before competing in their first game. C. Report any game that involves a player receiving a major, match or gross penalty, to the CCSL immediately. i. Failure to do so may result in an extended suspension of the player. D. Ensure all players are updated on decisions and other information pertinent to the team and players continued participation in the CCSL.
