ItisprimarilyaimedatthepassengerboatindustrywhereMaritimeandCoastguardAgency(MCA)legislationrequiresthatsuchplansareinplace andareexercisedfromtimetotime.However,itisanticipatedthattheSARmodelcanbeextendedtoothercommunitiesontheriverincluding hireboatcompanies,marinas,privatecraftandrowingandcanoeclubs. Shouldavesselrequireemergencyassistancethelistisusedtoestablishthenearestlocationwherepracticalassistancecanbeprovided.The locationwillbeidentifiedbytheaddress,sixfiguregridreferenceandortheRVPreferencenumber.Allorganisationshavingaroletoplayina potentialemergencyandthevariousrescueorganisationswillbeprovidedwithacopyofthedocument. These sites are considered as the preferred a RVP use with good-hard standing and good vehicle access, some sites may have locked gates. This grading of RVP should be considered as a first choice site for the Skipper of a vessel to safely reach in an emergency even though it may involve passing a Secondary RVP. Two Secondary RVP: Rated as Fair. These sites are considered as second choice sites use with some limited vehicle access, locked gates & good-limited hard-standing and a possibility of a short carry of equipment and causality removal etc. This grading of RVP should be considered for use by the Skipper during an emergency only if there is not a grade 1 RVP within Immediate safe reach. Three Last Resort RVP: Rated as Poor – Very Poor. These sites are not suitable sites with difficult vehicle access/egress/no vehicle access, a long carry of equipment and difficult causality removal. This grading of RVP should only be considered for use by the Skipper following a prompt risk assessment of the type emergency/incident onboard and consideration must be given to the possibility to safely reach a grade 1 or 2 RVP. These sites are only to be used in cases of extreme emergency where no other site is available for some considerable distance.
