As of 4/7/2020 6:17 PM COVID-19 2020 State & Local Government Report Legislative, Executive, Regulatory, and Local Status* Since the global outbreak of coronavirus: ► Over 90 bills have been introduced in 25 states, Puerto Rico, and the District of Columbia on paid sick leave and worker protections as well as appropriations requests. ► Over 460 executive actions have been issued in 50 states, Puerto Rico, the District of Columbia, Guam, and the Virgin Islands. These executive actions include but are not limited to declarations of states of emergency, school closures, prohibition of mass gatherings, retail and business closures, and stay at home orders. ► 20 task forces have been established by 13 governors. ► Over 30 states and the District of Columbia have issued emergency regulations on a number of issues including but not limited to insurance carriers, labor and wage, and medical licensure. ► 62 legislative chambers have either temporarily adjourned, moved to virtual meetings, or announced an early recess or sine die. Additionally, this report includes actions coming from the administrations of the 100 most-populated cities and counties. *This report will be updated as the situation develops. COVID-19 Updated 4/7/2020 | 6:20 PM Local, Legislative, Executive and Regulatory Report State Type of Action Action Summary Status Executive Governor Kay Ivey (R) declared a state of emergency in response to COVID-19. The order makes Alabama Executive Action Active Proclamation changes to standards of care. The order prohibits price gouging. Governor Kay Ivey (R) has expanded the scope of practice for certain healthcare professionals; Executive directed various Boards to adopt emergency rules related to practice by out-of-state healthcare Alabama Executive Action Active Proclamation practitioners; expanded capacity of healthcare facilities; required shareholder meetings to be reduced; and more. Refer to order. Executive Alabama Executive Action Governor Kay Ivey (R) has extended the tax deadline to July 15. Active Proclamation Executive Alabama Executive Action Governor Kay Ivey (R) has postponed the upcoming primary runoff election to July 14. Active Proclamation Executive Governor Kay Ivey (R) has temporarily authorized DOT to suspend rules surrounding motor Alabama Executive Action Active Proclamation carriers. Executive Alabama Executive Action Governor Kay Ivey (R) has temporarily suspended evictions. Active Proclamation Governor Kay Ivey (R) and the State Health Officer have ordered entertainment venues, athletic facilities, close-contact service providers, furniture stores, clothing and shoe stores, department stores, book stores, and more to close. Refer to link. Retail Closure; Mass Gatherings - Alabama Executive Action The order ceases non-emergency medical and dental procedures. Active Executive Directive The order prohibits gatherings of 10 or more people. The order closes all on-premise dining facilities. Take-out and delivery are available. Governor Kay Ivey (R) announced that K-12 schools will be closed for the remainder of the school Alabama Executive Action School Closures Active year. Governor Kay Ivey (R) has issued a Stay At Home Order. Non-essential businesses must close. Stay Home Order; Essential businesses include healthcare operations; critical infrastructure; food establishments; Non-Essential media; critical manufacturing; certain professional services; all sectors on the U.S. Department of Alabama Executive Action Business Closure - Active Homeland Security CISA list; and more. Executive Directive Essential businesses remaining open must limit occupancy to no more than 50%; implement social distancing protocols; and comply with the CDC's sanitation guidelines. Appropriates $5 million from the General Fund to the Department of Public Health to be used for Alabama Legislative Action HB 186 Enacted Coronavirus response and preparedness activities. Legislature Alabama Legislative Action Temporarily The Legislature has adjourned until April 28. N/A Adjourns Alabama Regulatory Action Department of The Department of Health has issued an emergency rule amending existing rules to define Active Public Health "definitive care facility" as a facility that has the capability to render care to conclusively manage a patient's current medical condition. Emergency Rule Alabama Regulatory Action Department of The Department of Public Health has issued an emergency order to add "COVID-19 from Active Public Health providers and all Severe Acute Respiratory Syndrome-associated Coronavirus test results from laboratories" to the list of immediate, extremely urgent disease and condition list in Appendix I. COVID-19 must be reported to the County or State Health Department by telephone within 4 hours of presumptive diagnosis. Emergency Rule Alabama Regulatory Action Department of The Department adopted an emergency rule that states that all non-work related gatherings of 25 Active Public Health people or more are prohibited. The rule states that the order does not apply to first responders, licensed healthcare professionals, and their essential employees. The rule states that all hospitals must prohibit visitation of all visitors, as defined by the facility, and non-essential health care personnel. Emergency Rule Alabama Regulatory Action Board of Nursing The Board of Nursing has adopted an emergency order that states that for the entirety of the Active public health emergency, a licensed nurse may delegate particular nursing activities to nursing students that are currently enrolled in approved nursing schools and employed as nursing aides in Emergency Rule licensed healthcare facilities. Alabama Regulatory Action State Board of The Board has issued an emergency related to emergency certificate of qualification by Active Medical Examiners endorsement and emergency.
