SEPTEMBER 9-11, 2019 BARBICAN CENTRE SPONSORED BY: IN PARTNERSHIP WITH: GLOBAL NETWORK OF PEOPLE LIVING WITH HIV Dear Colleagues, On behalf of the International Association of Providers of AIDS Care (IAPAC), welcome to the inaugural Fast-Track Cities 2019 conference. We are proud to host this conference in partnership with the Joint United Nations Pro- gramme on HIV/AIDS (UNAIDS) and the Global Network of People living with HIV (GNP+). We are very grateful for the endorsement of London’s Mayor Sadiq Khan, who has made his city’s HIV response a priority and has advocated the cause of eradicating health inequalities. In his book the “Triumph of the City,” author Edward Glaeser writes that “the strength that comes from human col- laboration is the central truth behind civilization’s success and the primary reason why cities exist.” Since the launch of the global Fast-Track Cities initiative on World AIDS Day 2014, we have witnessed an abundance of human collabora- tion around our common goals. We have seen entire communities reorganizing around ending urban HIV epidemics. And in so many of these communities, programmatic and other data are demonstrating forward momentum. In less than five years, this initiative has expanded from an original 26 cities and municipalities to more than 300 whose elected officials have signed the Paris Declaration on Fast-Track Cities. In every region of the world, Fast-Track Cities are making great strides in advancing data-driven, equity-based approaches to reach beyond the UNAIDS 90-90-90 programmatic targets to achieve our goal of getting zero new HIV infections and zero AIDS-related deaths. Encouragingly, Fast-Track Cities have also taken on the challenge of eliminating HIV-related stigma, which looms over us as a public health threat on par with the human immunodeficiency virus itself. In 2018, the Paris Declaration on Fast-Track Cities was amended to reflect a more expansive vision of the future through a belief that a high tide can lift all boats. We are thus encouraged by innovative approaches to scaling up primary and combination HIV prevention, addressing syndemic conditions such as mental health and substance use, and integrating the needs of an aging population of people living with HIV into our response across the network of Fast-Track Cities. As important, by leveraging HIV platforms, Fast-Track Cities are striving to achieve the 90-90-90 targets in relation to tuberculosis (TB), and the elimination of the HBV and HCV epidemics. The Fast-Track Cities calculus for success requires political will and commitment, community engagement, data-driven planning, and equity-based approaches so that no one is left behind. We proudly welcome to Fast-Track Cities 2019 elected officials, policy-makers, public health leaders, clinical and service providers, and representatives from affected communities – the very people who are implementing the calculus for success – in the hopes of ending urban HIV, TB, and viral hepatitis epidemics by 2030. I wish you a successful Fast-Track Cities 2019 conference. May we emerge from our first gathering convinced that our aspirations can be made real, engaged in “communities of learning” that share best practices, and motivated to go the last mile in solidarity with the women, men, and children whose good health is our collective responsibility.
